Realizacja dyrektywy INSPIRE jest ogromnym przedsięwzięciem logistycznym, legislacyjnym, a także technicznym. Infrastruktura informacji przestrzennej we Wspólnocie Europejskiej, budowana z infrastruktur poszczególnych krajów członkowskich, jest układem dynamicznym i złożonym. Sukces przedsięwzięcia uzależniony jest od wielu czynników. Jednym z ważnych zagadnień jest zapewnienie współdziałania między węzłami infrastruktury w ramach poszczególnych krajów i na poziomie wspólnotowym. Istotna jest koordynacja działań technicznych, których podstawą powinny być dobrze przygotowane, przemyślane i spójne specyfikacje oraz przepisy implementacyjne. Przepisy INSPIRE powinny także cechować się aktualnością w obszarze rozwiązań IT. Duże tempo prac nad wdrażaniem INSPIRE powoduje, iż wiele z powstających specyfikacji i przepisów implementacyjnych cechuje się brakiem spójności. Istnieją także nierozwiązane (nieuregulowane dostatecznie) kwestie techniczne, które mają wpływ na realizację infrastruktury informacji przestrzennej, a także jej jakość i przydatność do celów zdefiniowanych w dyrektywie INSPIRE. Do technicznych obszarów problemowych zaliczyć można architekturę, zagadnienie licencjonowania i udostępniania danych, a także testowanie infrastruktury.

The spatial information infrastructure addresses both technical and non-technical issues, ranging from technical standards and protocols, organizational and data policy issues, including data access policy and the creation and maintenance of geographical information for a wide range of themes, starting with the environmental sector. INSPIRE is a complex and dynamic system. The success of the INSPIRE is the outcome of many factors. One of the important issues is providing interoperability between infrastructures. nodes on all levels (local, national and European). The coordination of technical activities, based on well prepared and consistent IR, is desired. Implementation of INSPIRE is required to be an iterative process. The fast pace of INSPIRE realization brings out, among others, inconsistence between implementing rules and some unsolved technical issues, which have impact on infrastructure . its quality and usefulness. The paper deals with some technical aspects of infrastructure realization: architecture, data access policy and licensing, testing and datasets security. Difficulty in conducting effective policy in the area of data access, data and services licensing is the result of both the entire process of rights management and the fact of very dynamic development if IT market and opportunities in the area of spatial data. The proposed framework of regulations concerning the use of data and services for INSPIRE purposes is a very valuable attempt at defining policy of common use of data resources. The issue of verifying and testing the infrastructure is concomitant of building each infrastructure for spatial information not only at interoperability level, but also at lower level of the architecture. Policy of testing is equally important as architecture assumptions, and should be correlated with them to assure the appropriate quality of the system by using inspection and improvement of production process.
