Ocena skuteczności i efektywności procesów zarządzania bezpieczeństwem i higieną pracy stanowi aktualny problem, zwłaszcza w dynamicznie zmieniającym się otoczeniu organizacji – bliższym i dalszym. Brak reżimu terminologicznego utrudnia zrozumienie różnych podejść do oceny tych procesów. W artykule dokonano próby uporządkowania terminologii w tym zakresie oraz przedstawiono dwa odmienne narzędzia do oceny procesów zarządzania bhp, które można z powodzeniem wykorzystać w praktyce, w zależności od celu i potrzeb przedsiębiorstwa.

Measuring the effectiveness and efficiency of occupational health and safety management processes is a current problem, especially in the dynamically changing environment of the organization - both immediate and further. The lack of a terminological regime makes it difficult to understand the different approaches to measuring these processes. The article attempts to organize the terminology in this area and presents two different tools for assessing OSH management processes, which can be successfully used in practice, depending on the purpose and needs of the enterprise.

Using lagging and leading indicators for the evaluation of occupational safety and health performance in industry

Improvement of occupational safety and health (OSH) management is closely related to the development of OSH performance measurement, which should include OSH outcomes (e.g., occupational accidents), OSH inputs (including working conditions) and OSH-related activities. The indicators used to measure the OSH outcomes are often called lagging indicators, and the indicators of inputs and OSH activities are leading indicators. A study was conducted in 60 companies in order to determine what kinds of indicators were used for OSH performance measurement by companies with different levels of OSH performance. The results reveal that the indicators most commonly used in all of the companies are those related to ensuring compliance with the statutory requirements. At the same time, the leading indicators are much more often adopted in companies with a higher performance level. These companies also much more often monitor on a regular basis the indicators adopted for the evaluation of their OSH performance.

Do oceny skuteczności zarządzania bezpieczeństwem i higieną pracy w przedsiębiorstwie wykorzystywać można zarówno wskaźniki opisujące osiągane rezultaty – tzw. wskaźniki wynikowe, jak i charakteryzujące warunki pracy i realizowane działania, nazywane wskaźnikami wiodącymi. Wraz z rozwojem zarządzania bezpieczeństwem i higieną pracy zmieniają się również stosowane do oceny jego skuteczności wskaźniki W celu określenia, jak przebiegają te zmiany w praktyce i jakie wskaźniki wynikowe i wiodące są do tego celu wykorzystywane w zależności od poziomu zarządzania bhp, przeprowadzono badania w 60 przedsiębiorstwach. Ich wyniki wskazują, ze do wskaźników stosowanych najczęściej należą te, które są związane z realizacją wymagań prawa. Pozostałe wskaźniki są istotnie częściej przyjmowane w przedsiębiorstwach o wyższym poziomie zarządzania.

The development of OSH management is accompanied by changes in indicators used to evaluate its effectiveness. Sixty companies were surveyed to identify what kind of lagging and leading indicators were used depending on OSH performance. The results showed that indicators related to meeting legal requirements were most frequent. The other indicators were significantly more frequently used in companies with higher OSH performance.
