They are peculiarly predisposed to rapid development of tourism and recreation in compliance with principles of sustainable development and accepted solutions contained in Rural Development Program in Poland 2007-2013.

River valleys are one of the most significant features of the urban landscape, for they contain both natural landscape elements as well as those of the architectural or built environment. River valleys aesthetically improve the scenery of the urban landscape, while their benefit towards society can be assessed in terms of both their intrinsic ecological value as well as their instrumental touristic and recreational worth. Early development of the town of Lublin centered on the River Bystrzyca, where it featured prominently as the central and integral landscape element. This has ceased to be the case, however, and as a result the town of Lublin has lost its direct historical connection to the river. It is now as if the town has grown and developed with its 'back' to the river, losing the connectedness that the two once shared. Local planners seem indifferent to the significance and natural value of Lublin's river valley, since they have not come up with a plan to develop it according to historical precedent. There are still some significant views of the river in Lublin: from local bridges, from urban districts on the high river banks and a partial view from Zygmuntowski Alley, though it is safe to say that the presence of the River Bystrzyca in Lublin's cultural landscape is not emphasized nearly enough. The purpose of this article is to assess the natural and cultural landscape value of the River Bystrzyca and guide future development with best management practices, emphasizing cultural landscape preservation and sustainable recreation.

W artykule przedstawiono próbę zastosowania metody wielowymiarowej analizy preferencji PROMETHEE do oceny atrakcyjności turystycznej i inwestycyjnej gmin. Metoda może być stosowana do analizy atrakcyjności turystycznej 7. punktu widzenia turysty, jak i osoby (inwestora) zainteresowanej inwestowaniem w turystykę. Przeprowadzona za pomocą proponowanej metody ocena atrakcyjności gmin powiatu buskiego wskazała na jej dużą przydatność do tego celu, wynikającą z możliwości uwzględnienia wielu kryteriów oceny w zależności od celów. W przeprowadzaniu oceny atrakcyjności gmin możliwe jest uwzględnienie przypadków ich nieporównywalności, występującej w sytuacji, gdy gmina a ma przewagę nad gminą b pod względem pewnych kryteriów oceny, a pod względem innych kryteriów oceny - odwrotnie - gmina b ma przewagę nad gminą a. Słuszne wydaje się w takiej sytuacji raczej (zawyrokowanie) podkreślenie nieporównywalności, niż ustalenie "na silę" przewagi jednej gminy nad drugą. Zaletą proponowanej metody jest możliwość graficznej ilustracji wyników- za pomocą metody GAIA, pozwalającej na przedstawienie analizowanych gmin, kryteriów oceny na jednej płaszczyźnie tak, aby uzyskać klarowną ilustrację problemu, dającą możliwość wnioskowania o atrakcyjności gmin pod względem różnych kryteriów, podobieństwie pod względem analizowanych kryteriów (skupienia gmin na rysunku) oraz znaczeniu kryteriów dla analizy atrakcyjności gmin pod inwestycje turystyczne.

This article presents an attempt to apply the method of the multidimensional analysis of preference PROMETHEE to the assessment of tourist attractiveness and investment opportunities of communes [gmina]. The method can be applied to the analysis of tourist attractiveness from the point of view of a tourist and a potential investor interested in tourist investment. The assessment of the attractiveness of communes in Busko District, carried out with the use of the proposed method, has shown its considerable applicability, which results from the possibility of taking into consideration many criteria of assessment in dependence of the objectives of the assessment. The assessment of the attractiveness of communes makes it possible to take into account their incomparability which occurs in the situation when commune a has superiority over commune b in respect of certain criteria of assessment, and conversely - commune b has superiority over commune a. It seems justified in such a situation rather to emphasize incomparability, than to determine arbitrarily the superiority of one commune over the other. The advantage of the proposed method is the possibility of graphic illustration of results by means of the GAIA method, which allows to present analyzed communes and assessment criteria on one plane in order to obtain a clear illustration of the problem, and to make inferences about the attractiveness of the communes with regard to different criteria, and the similarity of the communes with regard to analyzed criteria (commune concentration on the drawing) as well as the significance of the criteria for analysis of the attractiveness of communes with regard to tourist investments.
