W artykule podjęto próbę określenia czynników, które wpływają na budowanie wykwalifikowanego potencjału ludzkiego Ukrainy w kontekście dostosowania go do warunków gospodarki konkurencyjnej. Najważniejszy składnik budowy zasobów kapitału ludzkiego stanowi wielkość populacji, która zarówno pozytywnie jak i negatywnie wpływa na rozwój potencjału społecznego. Wielkość populacji kształtują zmiany demograficzne takie jak: zmiany w rozmnażaniu się populacji, urodzenia, zgony, ich korelacje, jak również częściowo problemy migracyjne. Na budowanie wykwalifikowanego potencjału ludzkiego państwa wpływają także przedsięwzięcia mające na celu jego rozwój.

Factors influencing on skilled potential of Ukraine in the cut of of competition ability of economy are investigational. The major constituent of skilled potential is considered - resource through the prism of population. Factors are certain, positively and negatively influencing on development of labour potential of Ukraine. Demographic changes, changes, are studied in character of reproduction of population, birth - rate, death rate, their correlation, and also partly migration. Measures are offered influencing on development of skilled potential of Ukraine.

The purpose of this article is to investigate peculiarities of educational potential investment in the context of Ukraine's population. This paper focuses on the analysis of the growth rate of total education expenditure, the tendency of changes of total education expenditure indicators in Ukraine in 2007-2015. This paper aims at comparing the cost structure according to financing agents and sources. We also analyse the number and enrolment of students in higher educational establishments according to state financing. Moreover, this paper defines the basic problems of the current system of education financing in Ukraine and the ways of its elimination.

Celem niniejszego artykułu jest zbadanie cech edukacyjnego potencjału inwestycji w kontekście ludności Ukrainy. Artykuł poświęcony jest analizie tempa wzrostu całkowitych wydatków na edukację i tendencji zmiany zagregowanych wskaźników wydatków na edukację w Ukrainie w latach 2007-2015. Przedstawiono strukturę kosztów finansowania oraz przeanalizowano ilość studentów w uczelniach wyższych, zgodnie z państwowym finansowaniem. Określono podstawowe problemy istniejącego systemu finansowania edukacji w Ukrainie i sposoby ich rozwiązywania.

The current state of the labor market in Ukraine is researched. A lot of processes are irregular and uncontrollable as a result of shadow or informal employment at the market nowadays. Different structural and cyclical influences caused high unemployment and a gap between labor market needs and labor force qualification and education. The impact of the political crisis on employment has been related to a large and growing internal flow of people leaving the areas of warfare and looking for new jobs. The migration of the working age population to other countries has accelerated over the last years. Thus it is important to increase the economic activity of young people by reduction of imbalance between supply and demand for labor, reduction of shadow employment, labor migration of young people. The problems and difficulties for university graduates in the job search and difficulties for employers related to hiring educated young people in the conditions of considerable supply of labor in the Ukrainian labor market are analyzed. The gaps of labor demand and supply are considered from two directions: graduates’ view – challenge of finding jobs for young people; employer’s view – complexity of the employee selection with a high employment potential and an adequate psychological portrait. The measures for preventing and solving the mentioned problems are proposed, among them innovative ways of interviewing and an algorithm for employers for finding highly skilled workers. It is stressed that the problems of employment in Ukraine can not be addressed in isolation from the global processes on the world labor market. The Association between Ukraine and the EU may have a significantl influence, increasing the number of migrant workers and mobility.

The article presents the actual state of labour potential in companies of Zachodniopomorskie province. In these research main barriers of carrying on personnel politics in analysed firms and showed problems concerning the development of labour potential, building the professional knowledge of organisation. These kinds of resources, which belong to nonmaterial ones, decide about value of the whole enterprise and increased competition among companies.
