Selecting a logistics service provider: a definition of criteria that consider the requirements of an external competitive environment

A large number of criteria, the very diverse use of terminology and different classifications of criteria used to select a logistics service provider (LSP) reflect the lack of consensus in defining criteria. Moreover, whether the criteria are consistent with external requirements has not been analysed, which are vitally important for the success and competitiveness of the supply chain. This paper therefore presents a carefully prepared and evaluated classification system of criteria aligned with the requirements of the external environment. A multi-stage methodological approach was used. Selection criteria obtained from the systematic review of literature were first carefully analysed to find potential shortcomings. After that, a cluster method was used to reduce the numer of criteria and to aggregate similar criteria. A Pareto analysis (75/25 rule) was further used to rank the criteria according to their frequency of use and consequently according to importance. The obtained categories of criteria (vitally important criteria (C1), very important criteria (C2), important criteria (C3) and less important criteria (C4), using the AHP method, were compared by the experts to define their weights. This paper summarizes and extends the recent literature through a six-step methodological approach and proposes a new classification system of selection criteria.

Wykazano, że naprawy powinny nie tylko przywracać obiektowi stan użytkowania i służyć przedłużeniu jego trwałości. Obiekt naprawiony powinien odznaczać się podwyższonym stopniem zrównoważenia. Ponadto, sama naprawa musi odpowiadać definicji naprawy zrównoważonej. Istnieje potrzeba opracowania kryteriów doboru naprawy wg minimum zużycia energii i masy oraz minimalnego oddziaływania na środowisko podczas jej przeprowadzania.

A concrete repair should have returned usability state and prolong a durability of the given construction, but not only. The repaired construction should characterized higher level of sustainability as well. Moreover the repair process by itself should be adequate to the definition of a sustainable repair. There is a necessity to elaborate criteria of repair process selection according to the minimum energy and material mass consumption as well as minimal ecological impact.

W artykule scharakteryzowano tryby udzielania zamówień na roboty budowlane, biorąc pod uwagę sposób dokonywanej w nich oceny kompetencji wykonawcy. Na podstawie analizy przetargów ograniczonych, wskazano kryteria selekcji oferentów, stosowane przez inwestorów publicznych. Omówiono wyniki badań ankietowych, przeprowadzonych wśród inwestorów prywatnych, dotyczących kryteriów oceny wykonawców. Wyniki przeprowadzonych badań wskazują, że zarówno dla zamawiających publicznych jak i prywatnych, szczególnie ważne są możliwości techniczne wykonawcy.

Choosing a competent contractor guarantees a successful construction process. The article presents the criteria of contractor selection used by the Polish public investors and the results of the author's research concerning the criteria employed by private investors. The most important criterion for both groups of investors proved to be contractors experience.
