The aim of this paper is to attempt to identify the main challenges faced by the Polish Armed Forces in the area of Joint Fire Support. The publication will present Joint Terminal Attack Controller’s point of view on the problems of Joint Fire Support in the Polish Armed Forces. Due to the complexity of the problem, the authors decided to limit the scope of presentation to the most visible difficulties in specific services. The views presented here result from empirical research based on participatory observations that were conducted during numerous national and international training operations organised in Poland and abroad and non-ategorised interviews with the JTACs from the Tactical Air Control Party Central Group and the Tactical Air Control Party Training Center in Military University of Aviation in Dęblin. The publication will present Joint Terminal Attack Controller’s point of view on the problems of Joint Fire Support in the Polish Armed Forces. For linguistic purposes, the terms controller and navigator were used in this text as synonyms of the JTAC acronym. Due to the complexity of the problem, the authors decided to limit the scope of presentation to the most visible difficulties in specific services. Zostaną w nim przedstawione: koncepcja systemu powiadamiania o wypadku, charakterystyka systemu oraz korzyści wynikające z wdrożenia i eksploatacji takiego systemu.

The article presents the concepts of the system supporting the coordination of rescue operations at the crash train (System Support of Rescue Services - SSRS). Next is presented the concept of system notification about the accident, the structure and functionality of the system and benefits arising from the implementation and operation of such a system. The system is based on the use of wireless data transmission.

Praca składa się z następujących części: część pierwsza została poświęcona systemom zaś druga przesłankom podjęcia tematu z odniesieniem do teorii koordynacji (działań). Część kolejna prezentuje wyniki badań, które dotyczą współwystępowania techniki negocjacji (jako najbardziej popularnej) i wybranych technik koordynacji działań. Publikację kończy podsumowanie, które prezentuje wnioski z przeprowadzonego badania. Prezentowany tekst ma charakter badawczy.

Coordination has become a significant factor of the integration of various parts of the organization as well as various parts of the system. This article is a presentation of the results of the research regarding the coexistence of negotiations and selected techniques of coordination in complex systems. The paper is organized as follows – the first part presents the systems and the second part - theory of coordination. The next part is presentation the research conducted by the author. The publication ends with a summary presenting the conclusions from the conducted research. The presented text is of a research nature.

Praktyka wynikająca z realizacji budowlanego procesu inwestycyjnego wykazuje, że potrzebną staje się koordynacja działań procesowych. Inwestorzy coraz częściej korzystają z tak zwanej instytucji inwestora zastępczego powierzając jej część lub całość obowiązków związanych z przygotowaniem, prowadzeniem i koordynacją działań uczestników procesu inwestycyjnego. Szczegółowe określenie zakresu powierzonych inspektorowi zastępczemu czynności wymaga identyfikacji wszystkich działań niezbędnych do zrealizowania zaplanowanej inwestycji. W artykule dokonano przeglądu literatury dotyczącej elementów struktury procesu i zaproponowano model organizacyjny budowlanego procesu inwestycyjnego jako narzędzie do koordynowania działań z poziomu inwestora.

Practice resulting from the implementation of the construction investment process shows that coordination process becomes necessary. Investors more and more often use the so-called institutions of substitute investor, entrusting a portion or all of the duties related to the preparation, conducting and coordination of actions of participants of the investment process. The detailed definition of the scope entrusted to the inspector substitution activities requires identification of all activities needed to carry out the planned investment. This article reviews the literature on structural elements of the process and the organizational model of the construction investment process, as a tool for coordination with the level of the investor, was proposed.

Koordynacja jest to współdziałanie ukierunkowane na osiąganie wyznaczonych, wspólnych celów przedsiębiorstw. Polega na systematyzacji, uporządkowaniu oraz uzgadnianiu procesów i różnych elementów złożonego systemu. Koordynacja działań jest jednym z czynników integracji różnych części organizacji oraz różnych przedsiębiorstw działających w strukturach złożonych. Autorka we wcześniejszych swoich badaniach wskazała, że koordynacja jest zmienną zależną, która ma dużą siłę napędową oraz jest czynnikiem bardzo niestabilnym. Wszelkie działania związane z koordynacją mają wpływ na inne czynniki współpracy oraz integracji. Stąd potrzeba dalszych badań w tym zakresie. Rezultatem prac jest model oraz jego opis przy wykorzystaniu notacji IDEF0. Jest to model poglądowy. Przedstawia ogólny przebieg procesu, bez wnikania w zagadnienia techniczne. Model ten pozwala na zrozumienie zachodzących działań. Posłuży do dalszych prac badawczych polegających na symulowaniu procesów i np. szacowaniu pracochłonności. Artykuł został podzielony na trzy zasadnicze części. Część pierwsza dotyczy koordynacji działań w łańcuchu dostaw. Część druga dotyczy modeli referencyjnych. Mogą one stanowić punkt wyjścia do modelowania docelowych procesów w zbudowanej strukturze łańcucha dostaw. W części trzeciej zaprezentowano wzorcowe modele procesów wybranych mechanizmów koordynacji działań podczas współpracy przedsiębiorstw.

Coordination is the cooperation aimed at achieving the set, joint objectives of business entities. It entails the systematization, ordering and establishing of processes and various elements of a comprehensive system. The coordination of actions in the supply chain is one of the integration factors of various parts of the organization as well as many entities operating in supply chain or network structures. Within the framework of cooperation, enterprises take advantage of various action coordination mechanisms. In her previous research, the author of this publication indicates that coordination is a dependent variable which has a great driving force and is a very unstable factor. This results in the fact that all of the actions connected with coordination have an impact on other factors of cooperation as well as the integration of the enterprises in the structures of a supply chain type structure. For this reason the author undertaken to conduct further research in this scope. The article has been divided into three basic parts. The first part regards the coordination of actions in the supply chain and selected mechanism for action coordination. The second part regards reference models. They can constitute a starting point for the modelling of target processes in the built supply chain structure. The third part presents template process models for selected action coordination mechanisms during enterprise cooperation.

Background: In her previous research, the author of this publication indicates that coordination is a dependent variable which has a great driving force and is a very unstable factor. This results in the fact that all of the actions connected with coordination have an impact on other factors of cooperation as well as the integration of the enterprises in the structures of a supply chain type structure. Material and methods: The article has been divided into two basic parts. The first part regards the reference models in complex systems (supply chain systems). They can constitute a starting point for the modelling of target processes in the built supply chain structure. The second part presents template process models (Reference Models) for selected action coordination mechanisms during enterprise cooperation. The aim of the article is the presentation the model an Electronic Bulletin Board (EBB), as a mechanism of coordination of actions in complex systems. Results: The article was prepared on the basis of literature from the researched area. The material was also prepared on the basis of interviews with practitioners. They have allowed for the preparation of template process models (Reference Models) for selected action coordination methods in the supply chain. Conclusions: The result of the work is a prepared model as well as its description in the use of IDEF0. The presented model is a demonstrative model. The proposed reference model makes it possible to define the parameters of a selected mechanism of coordination of actions, and forms a basis for affecting the progression of the process through an analysis of values of identified parameters. The parameterization of elements constitutes the foundation for the monitoring of the process via 1) unambiguous identification of the object of monitoring and 2) analysis of different variants of the progression of the process.

Wstęp: Autorka we wcześniejszych badaniach wskazuje, że koordynacja działań jest zmienną zależną, która ma wpływ na siłę napędową i jest czynnikiem bardzo niestabilnym. Wynika to z faktu, że wszystkie czynności związanych z koordynacją działań wpływają na inne czynniki współpracy oraz integracji przedsiębiorstw w strukturach typu łańcuch dostaw. Metody: Artykuł został podzielony na dwie zasadnicze części. Pierwsza część odnosi się do wybranego mechanizmu koordynacji działań tj. koordynacji działań przy wykorzystaniu elektronicznej tablicy ogłoszeń. Część druga pracy zawiera model referencyjny omawianego mechanizmu. Model ten może stanowić punkt wyjścia do modelowania procesów docelowych w zbudowanej strukturze łańcucha dostaw. Rezultaty: Artykuł został przygotowany na podstawie literatury z badanego obszaru. Przygotowano również materiał na podstawie wywiadów z praktykami. Informacje zaczerpnięte od praktyków, podbudowane literaturą pozwalają na przygotowanie modeli procesów (modele referencyjne) dla wybranych metod koordynacji działań w łańcuchu dostaw. Wnioski: Wynikiem pracy jest model referencyjny, rozumiany jako sposób postępowania, (została zastosowana zmodyfikowana metodologia IDEF0) oraz jego opis. Prezentowany model ma charakter poglądowy. Proponowany model odniesienia umożliwia określenie parametrów wybranego mechanizmu koordynacji działań i tworzy podstawę do analizy wartości wskazanych parametrów. Parametryzacja elementów stanowi podstawę do monitorowania procesu przez 1) jednoznaczną identyfikację obiektu monitorowania i 2) analizę różnych wariantów postępu procesu.

W działania koordynacyjne angażują się poszczególne jednostki gospodarcze, których celem jest uzyskanie spójności i integralności działań całego systemu (lub przynajmniej jego części). Koordynacja działań to dopasowanie, dostosowanie i współdziałanie rozproszonych czynności realizowanych w łańcuchu dostaw lub sieci w sposób współbieżny. Tworzony złożony system możliwy jest do rozbudowy lub przebudowy, zgodnie z potrzebami wynikającymi z rynku. Artykuł jest prezentacją wyników badania prowadzonego w ramach projektu o akronimie LOGOS pt.: „Model koordynacji wirtualnych łańcuchów dostaw spełniający wymogi społecznej odpowiedzialności biznesu” prac badawczych (pod numerem umowy dotacji PBS1 /B9/17/2013). Artykuł dzieli sie na dwie części. Część pierwsza dotyczy wprowadzenia do zagadnienia koordynacji działań w łańcuchu dostaw. Część druga to prezentacja zaledwie fragmentu badań, które dotyczyły znaczenia działań koordynacyjnych w praktyce gospodarczej. Tekst zakończono podsumowaniem. Prezentowany materiał ma charakter badawczy.

Coordination has become a significant factor of the integration of various parts of the organization as well as various organizations of the supply chain. This seems to be a key factor in the success of logistics management. The article present results of investigations conducted by the authors in the field of coordination of supply chains. The presented research works are carried out under the LOGOS project “Model of coordination of virtual supply chains meeting the requirements of corporate social responsibility” under the grant agreement number PBS1/B9/17/2013. The article has been divided into two main parts - the first part presents the coordination theory, the second part is devoted to the description of the research conducted by the author. The publication ends with a summary presenting the conclusions from the conducted research. The presented text is of a research nature.

Cel: Celem artykułu jest prezentacja wyników badań naukowych tj. badań teoretycznych i empirycznych, które w ramach przewodu doktorskiego zostały przeprowadzone przez autora na przełomie 2010 i 2011 roku. Ponadto opracowanie jest swoistą prezentacją gotowego rozwiązania w dziedzinie zarządzania i dowodzenia, a także propozycją wprowadzenia nowych matryc bezpieczeństwa w struktury Państwowej Straży Pożarnej przy wykorzystaniu metodologii matrycowania. Wprowadzenie: Wraz z rozwojem cywilizacji i technologii, na naszej planecie, z roku na rok, rośnie liczba zagrożeń i zdarzeń wywołanych przez naturę oraz człowieka. Ludność od dawien dawna poszukiwała i poszukuje nadal stałych rozwiązań, które posłużyłyby zapewnieniu optymalnego bezpieczeństwa dla życia, zdrowia i mienia. W związku z tym w latach ubiegłych do życia powołano liczne podmioty i instytucje ratownicze. Służby ratownicze m. in. takie jak Państwowa Straż Pożarna muszą dążyć do sprostania wszelkim wyzwaniom. Głównym elementem wpływającym na skuteczność prowadzenia działań jest efektywne zarządzanie i koordynacja akcji ratowniczo-gaśniczych. Wychodząc naprzeciw oczekiwaniom specjalistów w dziedzinie zarządzania i dowodzenia, autor niniejszej publikacji przeprowadził badania naukowe w obszarze sporządzania matryc bezpieczeństwa. Artykuł pt.: „Wykorzystanie matryc bezpieczeństwa w zarządzaniu i koordynacji działań ratowniczo-gaśniczych Państwowej Straży Pożarnej” ukazuje propozycję matryc bezpieczeństwa, które mogą zostać wykorzystane w trakcie akcji ratowniczo-gaśniczej. Wyniki: W artykule zaprezentowano opis potencjału ratowniczego Państwowej Straży Pożarnej, rodzaje zadań, które na miejscu zdarzenia wykonuje ww. służba ratownicza. Przy pomocy metod i technik badawczych wyodrębniono grupę zagrożeń, w których biorą udział jednostki PSP, oraz przedstawiono wyniki badań ankietowych, które zostały przeprowadzone wśród strażaków. Na podstawie ww. elementów przygotowano ryciny dwóch matryc bezpieczeństwa w ujęciu zagrożeniowym i zadaniowym ze wszystkimi podmiotami ratowniczymi oraz ryciny dwóch matryc bezpieczeństwa w ujęciu zagrożeniowym i zadaniowym dla Państwowej Straży Pożarnej. Wnioski: Autor wskazuje możliwe obszary wykorzystania nowych matryc w sferze bezpieczeństwa i koordynacji oraz dowodzenia akcjami ratowniczo-gaśniczymi dla Państwowej Straży Pożarnej. Ponadto sugeruje, że metodologia matrycowania i matryce bezpieczeństwa będą trzonem programów komputerowych w dziedzinie zarządzania i dowodzenia.

Aim: The aim of this paper is to present the theoretical and empirical results of the research that was carried out at the turn of years 2010 and 2011 during author’s PhD studies. Moreover, it is a specific kind of presentation of the final solution in the field of management and command. Finally, it is a proposal for the introduction of new safety matrices for the State Fire Service with the application of matrix methodology. Introduction: With the development of civilization and technology, year by year, the number of threats and events provoked by the nature and the human beings on our planet has been increasing. From the very beginning, people have sought constant solutions which would guarantee them safety of their life, health and their possessions. Therefore, in last years, numerous entities and emergency institutions have been set up. Emergency services, inter alia, the State Fire Service, must aspire to cope with all the challenges. Effective management and coordination of rescue and firefighting actions are the main elements which influence the effectiveness of operations. Trying to face up to specialists’ expectations in the field of managing and command, the author of this publication conducted research, inter alia, in the area of creating matrices of safety. The article “Usage of safety matrix in management and coordination of rescue and firefighting activities of the State Fire Service” presents the suggestion that safety matrices can be used during firefighting actions. Outcomes: The paper shows the rescue potential of the State Fire Service and types of tasks that are performed onsite of the action. Using testing methods and techniques, the group of threats which involves the firefighting units was distinguished. Moreover, the results of the survey which was conducted among firefighters were presented. Additionally, on the basis of the above mentioned elements, and in terms of safety and hazard, the drawings of two matrices for the State Fire Service and for other emergency services were demonstrated. Conclusions: To sum up, the author indicates possible areas of the usage of new matrices by the State Fire Service in the field of safety, coordination and command during firefighting operations. Furthermore, it is suggested that matrix methodology as well as safety matrices will be the core of computer software in the field of management and command.

Problematyka bezpieczeństwa i ochrony zdrowia w budowlanym procesie inwestycyjnym budzi wiele emocji wśród praktyków budownictwa. Prawo budowlane nie w pełni uwzględnia wymagania dyrektywy Rady 92/57/EWG z 24 czerwca 1992 r. w sprawie wdrożenia minimalnych wymagań bezpieczeństwa i ochrony zdrowia na tymczasowych lub ruchomych budowach w obszarze koordynowania zagadnień bezpieczeństwa i ochrony zdrowia. Koniecznym staje się nowelizacja przepisów Prawa budowlanego w tym zakresie. Zmiany powinny prowadzić do jednoznacznego wskazania osoby koordynatora ds. bezpieczeństwa i ochrony zdrowia (koordynatora BIOZ) w poszczególnych etapach budowlanego procesu inwestycyjnego.

Issues of safety and health protection in the building development process arouse a great deal of emotion among building practitioners. Construction law does not yet fully implement the requirements of Council Directive 92/57/EEC of 24 June 1992 on the implementation of minimum safety and health requirements at temporary or mobile construction sites as regards the coordination of safety and health issues. It is necessary that the provisions of building law in this area be updated. The changes ought to lead to the unambiguous indication of a person to coordinate safety and health matters (called the BIOZ coordinator) at particular stages of the building development process.
