Ciągły w czasie, długoterminowy monitoring drgań istniejących obiektów zlokalizowanych w pobliżu prowadzonych prac budowlanych przynosi wymierne korzyści, zarówno w kontekście wzrostu bezpieczeństwa sąsiadujących obiektów, jak i w sensie ekonomicznym. Skuteczność prowadzonych pomiarów w zakresie realnej kontroli ryzyka wymaga przeanalizowania wielu czynników. Począwszy od doboru czujników oraz miejsc i sposobu ich instalacji na konstrukcji, przez zastosowanie urządzeń elektronicznych pozyskując dane z czujników, a na oprogramowaniu do analizy danych i informowania o zagrożeniach kończąc.

The facilities loaded near the construction tend to vibrate and that presents a great risk. Long-term monitoring of those vibrations brings measurable benefits by increasing security of neighbouring facilities. It is also very profitable. For the real risk control measurements to be effective, there are some requirements to be met. e.g. the appropriate selection of the sensors, the place and method of their installation, the use of electronic data acquisition devices or the data analysis software.

The paper is devoted to safety ofships in emergency conditions The currently valid prescriptive method ofsafety assessment ofships in damage conditions is included in the SOLAS 2009 Part B-2 Ch.H-l regulations. h is devoted to the design stage and difficult to apply in operation. A possible alternative described in this paper is a method based on assessment of performance of ships and risk assessment. Type of risk evaluation is the quantitative risk assessment. The matrix type risk model has been applied for estimation the riskand the measure of safety of ships level is based on the risk acceptance criteriafrom the risk matrix. After the risk assessment the method may be itsed for the safety management purposes using the risk control options.

In the paper the author presents advances in e-Navigation concept. The paper deals with the problem of the formal safety assessment on e-Navigation, especially risk control options. The IMO Correspondence Group on e-Navigation (the Author is a member of this group since 2006) has reviewed the preliminary list of potential e-Navigation solutions and prioritized five potential main solutions, presented the finalized Cost Benefit and Risk Analysis, considered the further development of the detailed ship and shore architecture, further developed the concept of Maritime Service Portfolios and considered the issue of Software Quality Assurance. The solutions have served as the basis for the creation of Risk Control Options (RCOs) that were believed to be tangible and manageable in terms of quantifying the risk reducing effect and the related costs.

W artykule autor przedstawia dalsze kierunki rozwoju koncepcji e-Navigation. Artykuł dotyczy problematyki formalnej oceny bezpieczeństwa koncepcji e-Navigation, a w szczególności opcji kontroli ryzyka. Grupa Korespondencja IMO ds. e-Navigation (autor jest członkiem tej grupy od 2006 r.) dokonała wstępnej oceny listy potencjalnych rozwiązań koncepcji e-Navigation i wytypowała priorytetowych pięć potencjalnych rozwiązań głównych, i przedstawiła analizę ryzyka. Rozwiązania te posłużyły jako podstawa do stworzenia opcji kontroli ryzyka (RCOs), które uważa się za namacalne i konkretne w zakresie ilościowego ograniczenia ryzyka i związanych z tym kosztów.

W artykule podjęto dyskusję oraz próbę przedstawienia podstawowych zagadnień Formalnej Oceny Bezpieczeństwa Morskiego (FSA), a mianowicie analizę ryzyka i kontrolę ryzyka. Szczególnie dokładnie przedstawiono metody i techniki identyfikacji zagrożeń dla życia, mienia i środowiska morskiego oraz ocenę wielkości ryzyka. Zaprezentowano również miary i kryteria oceny ryzyka, w tym poziomy, które w praktyce uważa się za dopuszczalne.

In this paper, en attempt has been made to discuss and present the most important issues of the Formal Safety Assessment (FSA). Especially such notions as: risk analysis, risk control, methods and techniques of risk analysis and evaluation, as well as risk acceptance criteria have been discussed and presented.
