Kreacja polityki transportowej miast tworzy nowe wyzwania dla procesów regionalizacji, samorządności i metropolizacji. Metropolizacja tworzona w warunkach samorządności jest korzystna dla rozwoju regionalnego, bowiem to metropolie kreują regiony. W praktyce jednak konieczna dla metropolizacji skłonność do kooperacji między poszczególnymi miastami oraz między miastami i samorządem wojewódzkim jest ograniczona, pomimo potrzeby przewagi więzi kooperacyjnych nad konkurencyjnymi. Instrumentem wspomagającym skłonność do kooperacji może być ponownie zdefiniowana dostępność przestrzenna w warunkach aglomeracyjnych.

Currently, new subjects of the transportation policy are emerging in Poland. These are large cities which face increasing congestions and are forced to restructure and readdress their approach to the development of the municipal public transportation system. This causes changes in the countrywide structures of these entities, which can be modelled using structures well known to the systems theory such as aggregate, interactive and functional structures. Within such an approach, the changing relationships between the local subjects (the cities) and the subjects of regional and national transportation policies can be described and modelled. This type of a problem tends to appear in particular in the case of the emerging agglomeration processes. A transportation system of each city undoubtedly influences the functioning of the city organism and stimulates a need for optimization. In case of the existent agglomeration processes however, the needs to implement the exogenic transportation functions on the outskirts of the agglomerating entities appear. This creates a space for potential conflicts within the process of forming of the metropolitan functions. Other formulae – for example for the definition of spatial availability should be created, which should consider not only the autonomous area being a subject of the transportation policy of a given city. Each new formula though, causes a need to create new relations in the areas of economy, organization and often law. All these new innovative relationships between the subjects of the transportation policy of the cities entering the agglomeration project should be additionally correlated with the regional transportation policy and the entity responsible for its shaping. This kind of situation takes place for example in the Upper Silesian region.
