Purpose: The aim of the article is to present a conceptual model for the assessment of competitive advantage of the region referring to smart specialization. Design/methodology/approach: For the purpose of developing the model, a literature review of the competitive advantage was conducted. Then the main statistical indicators necessary to assess the competitiveness of the region were selected. These indicators included data on economy, research and patents. Indicator data are a source of information for experts to conclude on the competitive advantage of the region and areas of potential specialisation. Pilot studies for the developed model were carried out in the Silesia Voivodeship. Findings: The main result of the work was to develop a model for assessing the competitiveness of the region in the context of smart specialisations. The model based on statistical data and expert opinions and is a useful tool for selecting and updating specialization. Research limitations/implications: It was noted that relying only on statistical data to assess a region's level of competitiveness is not sufficient, as these are provided with some delay. In addition, these data usually represent a high level of aggregation. Practical implications: The developed model finds practical application in the process of identifying and updating smart regional specialisations. It can be used by local governments to build a regional innovation policy. Social implications: Intelligent specialisations are key components of regional development. They influence economic, social and environmental aspects. The use of the model in the Silesian Voivodeship has made it possible to distinguish a new smart specialisation which is green economy. Originality/value The article contribute to realization of the entrepreneurial discovery process in the regions, which is, according to the guidelines of the European Commission, the main component of the innovation development policy.

W strategii Europa 2020 na rzecz wzrostu gospodarczego zakłada się, że Unia Europejska ma stać się inteligentną i zrównoważoną gospodarką sprzyjającą włączeniu społecznemu. Te trzy wzajemnie uzupełniające się priorytety powinny pomóc UE i państwom członkowskim w osiągnięciu wysokiego poziomu zatrudnienia, wydajności i spójności społecznej. Dla ich osiągnięcia niezwykle istotne jest innowacyjne podejście. W Polsce, pomimo wydatkowania w ostatnich latach znaczących środków na wsparcie innowacyjności, poszczególne jej regiony znajdują się daleko w tyle w stosunku do gospodarek europejskich. Najnowszym pomysłem na znalezienie drogi do innowacyjnej gospodarki jest koncepcja inteligentnych specjalizacji (IS). Stąd w aktualnej perspektywie finansowej 2014–2020 przyznawanie dotacji opiera się o zgodność z IS. Oznacza to, że jeśli projekt inwestycyjny jest zgodny z celami regionalnych inteligentnych specjalizacji, ma on większe szanse na pozyskanie dofinansowania. Celem artykułu jest określenie roli transportu i gospodarki morskiej jako IS oraz ukazanie ich wpływu na podnoszenie poziomu innowacyjności i konkurencyjności regionu.

In the Europe 2020 strategy, it is assumed that the European Union will become a smart, sustainable and inclusive economy. These three priorities should help the EU and its Member States in achieving a high level of employment, productivity and social cohesion. The innovative approach is extremely important to achieve this goals. In Poland, despite spending in recent years significant resources to support innovation, its individual regions are far behind on the background of European economies. The latest idea to find a way to innovative economy is the concept of smart specialisation (IS). Thus, in the current 2014–2020 financial perspective the granting of subsidies is based on compliance with IS. This means that if the investment project is in line with the objectives of the regional smart specialisation, it has a better chance of obtaining funding. The aim of this article is to define the role of transport and maritime economy as IS, and to show their impact on raising the level of innovation and competitiveness of the region.

W artykule zaprezentowano poglądy naukowców porządkujące znaczenie w zakresie określenia zasad trwałości rozwoju. Odzwierciedlają one różne poziomy ekologicznego i ekonomicznego odniesienia oraz istniejący konflikt między konserwatywnym podejściem do środowiska i ekspansywnym w stosunku do zasobów środowiska formami gospodarowania. Opierając się na własnych wieloletnich doświadczeniach autorki wynikające z udziału w pracach eksperckich i naukowo-badawczych dotyczących problematyki ochrony środowiska i rozwoju zrównoważonego Śląska, podjęto próbę oceny efektów dotychczasowego rozwoju regionu śląskiego kształtowanych na podstawie dokumentów strategicznych, w tym strategii innowacji. Zaprezentowano aktualnie istniejące problemy tego regionu. Wskazano perspektywiczne kierunki rozwoju regionu śląskiego, które wzmocnią jego konkurencyjność w budowaniu, „zielonej gospodarki” w naszym kraju.

EcoThe article presents the views of scientists ordering the importance in the scope of defining the principles of sustainability. The aim of the article is the author’s assessment of the current development of the Silesian region shaped on the basis of developed strategic documents, including innovation strategy. Currently, existing problems in the region are presented and promising development directions of the Silesia region which will strengthen its competitiveness and development opportunities are also indicated.

Celem artykułu było omówienie możliwości wykorzystania innowacji ekologicznych w podnoszeniu konkurencyjności województwa podlaskiego.

Among the smart specializations on which the Podlaskie Voivodeship is going to build further development are eco-innovations. The article presents the most important issues related to eco-innovations, in the context of the analyzed region . The aim of the study was to describe the possibility of usage of eco-innovation to improve the competitiveness of the Podlaskie Voivodeship.
