The time of the turn of the centuries was critical for the Polish railways. Delayed reforms carried out in the conditions of the economic collapse stirred up a wave of workers' protests which could have been a serious threat to the planned changes. This situation brought about the necessity to include trade unions in common deciding about executed reforms.
