Integration of dispersed fragments of the urban fabric in the area of Dworzec Towarowy in Kraków

This paper discusses spatial integration in an urban environment that consists of dispersed fragments of various development forms and origins. The discussion is presented on a specific example - the vicinity of Dworzec Towarowy in Kraków. The specificity of this type of place was determined so as to present the processes that formed its current state of development throughout history, and to identify current problems and spatial barriers. Then, a proposal of the development of the area was prepared, including the improvement of its spatial coherence and the creation of a new, user-friendly space. Examples of design measures that can be taken in a difficult space affected by disintegration were considered to improve the quality of the area’s development.

Artykuł podejmuje temat integracji przestrzennej w środowisku miejskim składającym się z rozproszonych fragmentów o różnym sposobie zagospodarowania i genezie. Rozważania przeprowadzono na konkretnym przykładzie - obszarze obejmującym okolicę Dworca Towarowego w Krakowie. Podjęto próbę określenia specyfiki tego typu miejsca, przedstawienia procesów, które na przestrzeni dziejów kształtowały obecny stan zagospodarowania oraz identyfikacji bieżących problemów i barier przestrzennych. Następnie przystąpiono do sporządzenia koncepcji zagospodarowania danego obszaru, obejmującej poprawę jego spójności przestrzennej i kreację nowej, przyjaznej dla użytkownika przestrzeni. Rozważono przykładowe akcje projektowe, które mogą zostać podjęte w trudnej, dotkniętej problemem dezintegracji przestrzeni, aby poprawić jakość jej zagospodarowania.

The concept for the development of a functional area illustrated by the case of the Functional Area of the Oder Communes

The aim of this article is to present the essence of a functional area as a new tool of the EU regional policy and the course of designing an integrated approach to the development of the functional area. The study is a case study and relates to the methodical process of creating a development concept for the Functional Area of Oder Communes (FAOC). This article is based on the analysis of the domestic and foreign literature on regional development and own experiences and reflections of authors resulting from the work in the team for the development of a strategy for this area. The analysis of domestic and foreign literature allowed for presenting a new paradigm of the local development. The current approach is characterized by a focus on the use of endogenous potentials and territorial targeting of the development, which promotes the creation of functional and spatial structures such as functional areas. Their development requires integrated development planning that provides benefits both in the social and economic dimension. The study presents the new paradigm of the local development in the context of the National Spatial Development Concept 2030. The study presents the theoretical and practical basis for creating a concept for integrated development of a functional area.

Coraz więcej uwagi zwraca się nie tylko na renowację pojedynczych budynków, całych kompleksów obiektów budowlanych, ale także na rewitalizację dużych obszarów miejskich, całych kwartałów śródmieścia czy całych osiedli mieszkaniowych. Coraz więcej troski poświęca się zieleni i środowisku naturalnemu. W każdym jednak przypadku podstawowym założeniem rewitalizacji obszarów miejskich jest dostosowanie jej zabudowy, infrastruktury drogowej do współczesnych wymagań cywilizacyjnych, a uzupełniającym postulatem (warunkiem) - zachowanie środowiska naturalnego, ewentualnie jego uporządkowanie. Takie postępowanie jest uznawane jako racjonalne, społecznie i ekonomicznie uzasadnione. Jest też powszechnie akceptowane.

Increasing attention is currently paid not only to the renovation of single buildings and complexes of buildings, but also to the revitalization of large urban areas, entire city centre districts or entire residential estates. An ever greater emphasis is placed on greenery and the natural environment. However, in every case, a basic objective of the revitalization of urban areas is to bring their buildings and road infrastructure into line with contemporary social needs, while a supplementary objective (condition) is to preserve the natural environment, or possibly to place it in better order. This is considered to be a rational way of proceeding which is socially and economically justified, and it enjoys wide acceptance.
