Niniejszy artykuł jest próbą analizy i oceny możliwości rozwiązywania problemów związanych z zarządzaniem infrastrukturą transportową w transporcie miejskim przy pomocy wybranych narzędzi stosowanych w logistyce konwencjonalnej. Koncepcja lean management, która wykorzystywana jest w systemach zarządzania produkcją w celu eliminacji działań, które nie tworzą tzw. wartości dodanej, ma odpowiedni potencjał by mogła być stosowana w organizacjach niebędących typowymi przedsiębiorstwami. Warunkiem koniecznym skutecznej realizacji lean management w każdym przypadku jest szczegółowa diagnoza badanego systemu, np. systemu logistycznego. W ramach koncepcji lean taka analiza może być wykonywana przy pomocy narzędzia mapowania strumieni wartości. Mapowanie strumienia wartości wykonuje się w celu skonstruowania mapy stanu obecnego. Następnie wskazuje się możliwe usprawnienia procesów. Zebrane pomysły są oceniane, pod kątem osiągnięcia wyznaczonych celów tak aby można było przejść do etapu tworzenia mapy stanu przyszłego. W artykule przedstawiono próbę takiej właśnie diagnozy procesów związanych z zarządzaniem infrastrukturą transportową w mieście wraz z oceną skuteczności takich działań.

This paper tries to analyze and evaluate the possibilities of using some methods strongly connected with conventional logistics in the urban transport infrastructure management. The Lean approach is based on finding efficiencies and removing wasteful steps that don't add value to the end product. The cuts are a result of finding better, more efficient ways of accomplishing the same tasks. This concept can be used in non-typical business organizations. That’s because lean management systems supplied “what is needed, when it is needed, and in the amount needed” according to this enterprise plan can eliminate inconsistencies and unreasonable requirements, resulting in improved effectiveness. It should be emphasized that the lean management requires a detailed diagnosis of the process. This analysis can be done on a value stream mapping (VSM). VSM is a lean management method for analyzing the current state and designing a future state for the enterprise that take a service from its beginning through to the customer. It shows the current steps, delays, and information flows required to deliver the target service. Article presents an attempt this type of diagnosis management processes connected with urban transport infrastructure management. It includes an evaluation of the effectiveness in this area.

W artykule omówiono, w jaki sposób poszczególnym założeniom koncepcji Lean Management odpowiadają konkretne wymagania normy ISO 9001 oraz czy system zarządzania jakością może być bazą do implementacji Lean Management w organizacji. Teza badawcza została sformułowana następująco: System zarządzania zgodny z wymaganiami normy ISO 9001 może być podwaliną pod budowanie szczupłej organizacji. Stąd celem niniejszego opracowania było wykazanie, że właściwie wdrożony i utrzymywany system zarządzania jakością zgodny z wymaganiami normy ISO 9001 jest bazą do wdrażania koncepcji Lean Management. Wyniki niniejszej charakterystyki potwierdziły przyjętą hipotezę.

The article discussed how the particular Lean Management principles correspond to specific ISO 9001 requirements. It also described the question whether the quality management system can become the basis for Lean Management implementation in an orgamzation. The research thesis was formulated as follows: Quality management system in accordance with ISO 9001 requirements can be the basis for building lean organization. Hence the aim of the article is to prove that the quality management system properly implemented and maintained in accordance with the ISO 9001 norm is the basis for Lean Management implementation. The results of the characteristic have confirmed the formulated hypothesis.
