Pomorska Kolej Metropolitalna jest największą nowo wybudowaną linią kolejową w Polsce od 1979 r., kiedy oddano do użytku Linię Hutniczo-Siarkową. Jej celem jest poprawa obsługi komunikacyjnej peryferyjnych dzielnic Gdańska i Gdyni, a także zdecydowanie lepsze skomunikowanie Trójmiasta z Portem Lotniczym Gdańsk im. Lecha Wałęsy. W zakresie infrastrukturalnym istotną częścią Pomorskiej Kolei Metropolitalnej jest stworzenie węzłów integracyjnych umożliwiających przesiadki z pociągów regionalnych i szybkiej kolei miejskiej, komunikacji miejskiej (tramwajów i autobusów), a także rowerów i samochodów prywatnych. Ale Pomorska Kolej Metropolitalna jest też istotnym elementem zmieniającym filozofię kształtowania komunikacji w aglomeracji gdańskiej. Głównym elementem tego nowego podejścia jest ograniczenie liczby samochodów wjeżdżających do centrum aglomeracji. Tym samym projekt ten wpisuje się w działania zmierzające do tworzenia miasta dla ludzi, a nie dla samochodów.

The Pomeranian Metropolitan Railway has been the largest newly built railway line in Poland since 1979, when the Broad Gauge Metallurgy Line was put into operation. Its purpose is mainly to improve the transportation service in peripheral districts of Gdansk and Gdynia, and also to create a definitely better link between Tricity and Gdansk Lech Walesa Airport. An essential part of the Pomeranian Metropolitan Railway is to create hubs enabling changes from regional trains and the fast urban railway, city public transport (trams and buses) as well as bikes and private cars. But the Pomeranian Metropolitan Railway is also an important element of the changing philosophy of transportation in the Gdansk agglomeration. The main feature of this new approach is to limit the number of cars entering the centre of the agglomeration. Thus this project is part of the efforts to create a city for people, not for cars.

Wzrastające możliwości finansowania wybranych przedsięwzięć w Polsce po roku 2006 doprowadziły do zwiększenia liczby kupowanych, modernizowanych i naprawianych pasażerskich pojazdów kolejowych. Tego typu przedsięwzięcia nazywane są projektami taborowymi. Istotą inwestycji dotyczących zakupu, modernizacji oraz naprawy taboru jest wymiana lub dostosowanie do nowych wymogów przestarzałych eksploatacyjnie pojazdów, których cykl życia dobiegł lub dobiega końca. Niniejsze opracowanie zawiera analizę projektów taborowych realizowanych przez podmioty państwowe i prywatne przy jednoczesnym wskazaniu wielkości inwestycji taborowych poczynionych w Polsce w latach 2006 – 2014 oraz porównaniu kosztów zakupu, modernizacji i napraw pojazdów szynowych. Projekty taborowe realizowane zarówno w Polsce jak i za jej granicami stanowią ogromne przedsięwzięcia warte często miliardy złotych, a z punktu widzenia bezpieczeństwa bezcenne, bo mające zapewnić ochronę zdrowia i życia pasażera.

Increasing financing opportunities for selected projects in Poland after 2006 led to an increase in the number of purchased, upgraded and repaired passenger rail vehicles. This kind of projects called rolling stock projects. The investments for the purchase, upgrade and repair of rolling stock consists in replacing or adapting to new requirements outdated vehicles. This paper presents an analysis of rolling stock projects executed by public and private companies in Poland. At the same time presented the size of rolling stock investments, which made in the years 2006 – 2014, and compared the cost of the purchase against cost of the upgrade and cost of the repair of rail vehicles. The rolling stock projects carried out both in Poland and beyond its borders are often huge projects worth billions of PLN, and an invaluable of safety standpoint, because aiming at ensure health and life protection of a passenger.

W niniejszym opracowaniu zaprezentowano zagadnienia dotyczące oceny i analizy jakości działania pasażerskiego systemu transportu kolejowego. Dokonano ogólnej charakterystyki problematyki jakości działania systemów transportowych oraz zdefiniowano pojęcie jakości ich działania. Na tej podstawie oraz mając na uwadze cel opracowania, zrealizowano badania ankietowe dotyczące wymagań jakościowych pasażerów, korzystających z usług transportowych rozpatrywanego systemu. Zaprezentowana w niniejszym opracowaniu metoda zastosowana została do oceny jakości działania wybranego systemu transportowego, natomiast istnieje możliwość jej implementacji zarówno do oceny jakości działania tego samego systemu w różnych chwilach czasowych, jak i dwóch różnych systemów w tej samej chwili czasu oraz różnych systemów w różnych chwilach czasowych.

In this work, issues concerning evaluation and analysis of a passenger railway transport system have been studied. A general characteristics of problems connected with transport means operation quality has been presented. Moreover, the notion of operation quality has been defined. On this basis, and having in mind the purpose of the article, a survey was carried out concerning quality requirements of the passengers using services of the studied transport system. Although the method presented in this paper was used for an assessment of operation quality of a selected transport system, it also can be implemented for evaluation of both: the same system in different times of its operation, two different systems at the same time and also for different systems in different times of their functioning.
