Jakość życia jest kluczowym pojęciem dla debaty o rozwoju obszarów wiejskich. Jest to pojęcie wielowymiarowe, które uwzględnia nie tylko kojarzone z nim zazwyczaj materialne warunki życia, ale także kilka innych sfer podlegających ocenie zarówno obiektywnej, jak i subiektywnej. Wśród nich warto zwrócić szczególną uwagę na szeroko rozumiany dostęp do usług publicznych, wśród których są nie tylko te świadczone lokalnie, ale także i usługi publiczne, do których dostęp jest uwarunkowany możliwościami dojazdu. W przypadku polskich obszarów wiejskich często barierą w dostępie zarówno do usług publicznych, jak i pracy zgodnej z kwalifikacjami jest właśnie brak należytej dostępności komunikacyjnej, który uniemożliwia lub utrudnia wahadłową mobilność przestrzenną. Została ona szerzej opisana w następnych rozdziałach.

Quality of life seems to be crucial for rural development. As suggested in the Stiglitz-Sen-Fitoussi Report „Quality of life is a broader concept than economic production and living standards. It includes the full range of factors that influences what we value in living, reaching beyond its material side”. There is a more and more accepted need to go beyond GDP in analyses of the quality of life. A pendulum spatial mobility understood as slighly broader term than commuting shall be an important factor for rural development serving not only as a tool for supplementing shortages of jobs on the local labour market but also as an instrument enabling rural areas inhabitants to benefit from an access to various services available in larger cities. Therefore the pendulum spatial mobility contributes to better quality of life and is an alternative for migration to cities. Rural areas in Poland are different. In this elaboration there have been described differences resulting from location as well as quality of public or private transport to 22 largest Polish cities. There have been conducted an analysis for poviats in this elaboration. Polish poviats (380) can be classified into 3 groups: „A” consisting of poviats (217) with an opportunity to commute to at least one of 22 largest Polish cities within an hour in one direction; „B” consisting of 61 peripheral poviats (2016 as well as 2025); and „AB” consisting of 102 poviats currently peripheral but expected to be in the range of one hour commuting to at least one of 22 largest Polish cities until 2025. The results of the analysis of the perspectives of the pendulum spatial mobility by poviats until 2025 has been ilustrated on a map and described – also the most 30 important for rural development pieces of investment in Polish transport network have been described. They should result in shifting more than 100 Polish poviats from the peripheral group „B” to the group of poviats „AB” – with an access to commuting.

W artykule opisano podstawowe problemy dotyczące kompetencji jako głównego czynnika decydującego o kierunku i tempie kariery zawodowej. Scharakteryzowałem pojęcie kompetencji i przedstawiono jego składowe. Opisałem sposoby pomiaru kompetencji oraz zaprezentowano te najbardziej pożądane przez pracodawców. Poruszyłem problematykę analizy stanowisk pracy i projektowania opisu stanowiska pracy.

The article describes the basic problems of competence as the main factor determining the direction and pace of one’s career. The authors characterize the notion of competence and present its components. They describe how to measure competence and present the most desired one by employers. The article also discusses the issue of job analysis and the design of job description.
