The article in a brief form touch the issue of validation and revalidation of the certificate permitting ERRV to carry out rescue tasks and ensure the safety of persons working in the offshore sector, in particular drilling rigs and other installations. Presents the specific tasks and duties of ERRV and the standards that should be met by the crew of these particular vessels. Compliance with certain standards is closely related to the level of crew training and skills of using the equipment on board. It also presents the connections between hydro-meteorological conditions on scene during validation / revalidation exam and results of it.

Artykuł w skrótowej formie porusza zagadnienie dopuszczenia i kolejnych odnowień certyfikatu dopuszczającego jednostki ERRV do wykonywania zadań ratowania i zapewnienia bezpieczeństwa osobom pracującym w sektorze offshore, w szczególności na instalacjach wydobywczo eksploatacyjnych. Przybliża konkretne zadania i obowiązki jakie stoją przed jednostkami ERRV oraz standardy jakie powinny być spełnione przez załogę jednostek. Spełnienie określonych standardów powiązane jest ściśle z poziomem wyszkolenia załogi i umiejętności wykorzystania sprzętu i wyposażenia znajdującego się na burcie. Przedstawia również zależności pomiędzy warunkami hydro-meteorologicznymi a wynikami egzaminów odnawiającymi certyfikat.

W niniejszym artykule przedstawiono podstawowe pojęcia z zakresu ratownictwa technicznego i sprzętu stosowanego do działań ratowniczych w jednostkach ochrony przeciwpożarowej, na przestrzeni przede wszystkim ostatniego trzydziestolecia. W artykule przedstawiono również cele oraz założenia dotyczące systemu dopuszczenia do użytkowania wyrobów służących zapewnieniu bezpieczeństwa i ochronie zdrowia i życia, a także główne kierunki zmian w trendach technologicznych sprzętu na co dzień wykorzystywanego przez strażaków. W podsumowaniu sformułowano wnioski.

This article contains basic concepts of technical rescue and equipment used for rescue operations by Fire Protection Units, with purpose to ensure safety, mainly over the last thirty years. Moreover this article shows purposes, significant changes and assumptions concerning the admittance system of products dedicated to ensure safety and protection of health and life as well as the main changes, trends with reference to equipment used by fire-fighters on a daily basis. In summary, conclusions were drawn.

W artykule autorzy dokonali analizy niektórych parametrów techniczno-eksploatacyjnych jednostek wyznaczonych do prowadzenia akcji poszukiwawczo-ratowniczych w polskiej strefie odpowiedzialności za poszukiwanie i ratownictwo. Badanie tych parametrów pozwala na opisanie funkcjonowania i skuteczność polskiego sytemu ratownictwa morskiego. System scharakteryzowany został pod względem wydajności poszukiwawczej, dostępności pogodowej oraz czasu dotarcia do wybranej pozycji. Analizą objęto środki polskiej służby SAR oraz instytucji wyznaczonych do współdziałania w ramach Krajowego Planu SAR. Wyniki przedstawiono w formie wykresów i map charakteryzujących skuteczność poszczególnych elementów systemu. Dane zaprezentowano także w postaci tabelarycznej. Dodatkowo przedstawiono przykład podstawowych obliczeń wykonywanych w planowaniu akcji poszukiwawczo-ratowniczych. Dokonano także oceny funkcjonowania polskiego systemu ratownictwa morskiego oraz zaproponowano rozbudowę systemu o jednostki typu WIG (ekranoplany).

In the paper, the authors analyzed some parameters of SAR units designated to conduct search and rescue operations in the Polish search and rescue region. The study of these parameters allows to describe the functioning and effectiveness of the Polish maritime rescue system. The system was thus characterized in terms of search effort, the weather availability (weather limitations) and the time of reaching the designated location. The analysis includes means of Polish SAR service as well as cooperating institutions according to SAR Plan. The results are presented in graphs and maps characterizing effectiveness of system elements. Data are shown in tabular form. An example of the basic calculations performed in the planning of search and rescue operations is shown. An assessment of functionality has been done, expansion of the system by WIG units suggested.

Praca jednostek ratowniczych podczas wykonywania ich obowiązków jest dla mediów interesująca, z medialnego punktu widzenia jest to relacja z dramatycznych wydarzeń, czemu towarzyszy mocny materiał wizualny. Do elementów autentyzmu należą nie tylko ujęcia z miejsca zdarzenia, ale również wypowiedzi uczestników interwencji, świadków wydarzenia lub poszkodowanych. Właśnie w tych obszarach najczęściej podczas interwencji naruszane jest prawo do prywatności, domniemanie niewinności itp. Dowódca interwencji często nie zdaje sobie sprawy, że jedną rzeczą jest zgoda na obecność mediów na miejscu zdarzenia lub bezpośrednio po nim, ale inna sprawa to kontrola nad ich działaniem. Chociaż odpowiedzialność za treść komunikatu ponoszą media, zespół ratowniczy powinien dbać o to, aby obecność mediów nie zwiększała traumy poszkodowanych.

The work of rescue forces during their activities is very interest ting for the media. In terms of media it is dramatic news with a strong visual component. Authentic elements of the event include not only editorial images of the event of interest, but also interviews with participants of the intervention, witnesses of the event or even affected individuals. And during interventions, these are the areas where most frequently violations of the right to privacy and the presumption of innocence and the like occur. The chief of the intervention n often does not realize that it does not only involve the consent to the presence of the media at the site of the incident or immediately after, but also the control over their action. Although only the media carry the responsibility for the content of news, the rescue team should consider that the involvement of the media must not increase the trauma of affected individuals.

Determination of the reliability of Search and Rescue action system allows the SAR Mission Coordinator to increase the effectiveness of the action through the proper selection of operational characteristics of the system elements, in particular the selection of the rescue units and auxiliary units. The paper presents the example of the influence of water temperature and time of the action on the reliability of search and rescue action in the case of rescuing a survivor in the water.

Wyznaczenie niezawodności systemu akcji poszukiwania i ratowania życia na morzu umożliwia koordynatorowi zwiększenie efektywności akcji ratowniczej poprzez właściwy dobór charakterystyk eksploatacyjnych elementów systemu, w szczególności dobór jednostek ratowniczych i jednostek pomocniczych. W artykule przedstawiono przykład wpływu temperatury wody i czasu trwania akcji ratowniczej na niezawodność systemu akcji ratowniczej w przypadku ratowania rozbitka znajdującego się w wodzie.

The last decade was full of spectacular and tragic in their consequences events, such as the fires in Kuźnia Raciborska, in Shipyard in Gdańsk, the flood of 1997 and many others also so dramatical. They show the problems of organising and carrying out actions with the participation of various services. As the State Fire Brigade's actions are satisfactory, the other forces need improvement in their actions' quality and efficiency. It is particularly worrying that at present there are possibilities to improve co-operation should be sought. Historical experiences may be precious. Consequently the aim of the article is to show the historical evolution of the Fire Brigade with other forces during rescue operations. The considerations range from the Middle Ages to 1991 when the State Fire Brigade was established and the concept of rescue structure entirely changed. Also these elements have been shown which may have contributed to the ineffectiveness of co-operation and the ways how to improve this co-operation.
