The construction of building projects will always result in a degree of interference in the local environment. Legal regulations intended for the most effective protection of natural resources involve a range of procedures, without which the imitation of building projects is not possible. It concerns all investments, but the regulations especially emphasize the ones, which may negatively affect the environment. A decision on environment-related conditions, which is foreseen in the process, requires the preparation of many specialist documents which constitute attachments to the application of its issuance. One of the problems related to this procedure is the time lag associated with an environmental decision, which is difficult to determine or predict. The periods of waiting for issuing a decision for building investments of a different character were analysed in the article. The reason for this situation was also analyzed.

There was substantiated the necessity of implementation of a modelling of an impact of investment maintenance on the condition of economic protectability of industrial enterprises with the participation of estimation of cost of investments and investment projects, the mechanism of purchase and sale of securities and conclusion of option contracts that allows to rationally manage the profitability of investment programs, fully ensuring the protectability of entrepreneurship of each subject of real sector of economics.

W 2002 r. poprawiła się koniunktura dla producentów żywności. Wzrosły dochody ludności, realne płace i emerytury oraz świadczenia społeczne, zwiększyła się sprzedaż detaliczna żywności, osłabła złotówka w stosunku do euro oraz poprawiły się relacje cen zbytu do cen rolnych. W ślad za tym nastąpiło przyspieszenie tempa wzrostu produkcji całego sektora oraz poprawiły się wyniki i stan finansowy. Zanotowano objawy powrotu ożywienia inwestycyjnego, a procesy restrukturyzacji prowadzą do dalszej poprawy efektywności przemysłu spożywczego.

The situation of food producers in the year 2002 has improved. Peoples incomes, salaries, pensions and social benefits in real terms increased. There was also an increase in retail sales of food products. Polish currency was depreciated versus EURO. The relations between sale prices and the prices of agricultural products also improved. Therefore the rate of production growth increased along with an improvement of economic results and financial standing of the entire sector. A recovery in investment activities was observed. On-going restructuring processes lead to further improvement in efficiency of food industry.
