Diplomacy in the context of international security – retrospection and present day

The research conducted for this article aimed to explore the development of diplomacy (the research subject) over the years in the context of its influence on international security. The paper characterizes diplomacy and explores its development, including examples of international security activities undertaken by the international community applying diplomacy. The analysis of Polish and foreign literature sources and domestic and international law acts, with the use of content analysis technique, was employed as a research method.

Celem badań prowadzonych na potrzeby artykułu była eksploracja rozwoju dyplomacji (stanowiącej przedmiot badań) na przestrzeni lat w kontekście jej wpływu na bezpieczeństwo międzynarodowe. W artykule dokonano charakterystyki pojęcia dyplomacji oraz eksploracji jej rozwoju wraz ze wskazaniem przykładów podejmowanych z jej wykorzystaniem przez społeczność międzynarodową działań w obszarze bezpieczeństwa międzynarodowego. Jako metodę badawczą wykorzystano analizę polskich i zagranicznych źródeł literaturowych oraz aktów prawa krajowego i międzynarodowego, z zastosowaniem techniki analizy treści.

The Organisation for Co-Operation between Railways (OSJD) is an international organisation established on the basis of the “Provisions on the Organisation for Cooperation between Railways” international agreement. The year 2021 is significant for the OSJD since the Organisation celebrates 65 years of its existence. The past years were a period of constant development of the OSJD, full of important events and changes, both within the Organisation itself and in the economic and geopolitical situation of the regions in which it functions. The OSJD has always been focused on the development and improvement of railway transport in Eurasia through the development and improvement of transport corridors and the harmonization of transport law. It is one of the major organisations in the railway sector, actively operating and cooperating with other important international organisations functioning in the railway transport sector, such as the International Union of Railways (UIC), the International Rail Transport Committee (CIT), and the Intergovernmental Organisation for International Carriage by Rail (OTIF), whose task is to promote, cooperate, develop, improve, and facilitate international railway transport as a means of transport that could meet the challenges in terms of mobility and sustainable transport. As part of this cooperation, the OSJD is focused on the constant improvement of railway transport through the simplification of border procedures and the harmonisation of transport documents, which is exemplified by the common CIM/SMGS consignment note. The purpose of this article is to outline the main tasks and roles of the Organisation in the development of railway transport in Eurasia in recent years.

Organizacja Współpracy Kolei (OSŻD) jest międzynarodową organizacją stworzoną na podstawie międzynarodowej umowy „Przepisy o Organizacji Współpracy Kolei”. Rok 2021 jest znaczący dla OSŻD, ponieważ Organizacja obchodzi jubileusz 65-lecia istnienia. Minione lata były okresem ciągłego rozwoju OSŻD obfitującego w ważne wydarzenia i zmiany zarówno w samej Organizacji, jak i w ekonomicznej i geopolitycznej sytuacji na terytorium objętym jej działalnością. OSŻD sukcesywnie dąży do rozwoju i usprawnienia przewozów kolejowych w przestrzeni euroazjatyckiej przez rozwój i doskonalenie międzynarodowych korytarzy transportowych i unifikację prawa transportowego. Jest jedną z ważniejszych organizacji w obszarze zagadnień kolejowych funkcjonujących w świecie. Aktywnie działa i współpracuje z innymi ważnymi organizacjami międzynarodowymi działającymi w obszarze transportu kolejowego, jak np. Międzynarodowy Związek Kolejowy (UIC), Międzynarodowy Komitet Transportu Kolejowego (CIT), Międzyrządowa Organizacja Międzynarodowych Przewozów Kolejami (OTIF), których zadaniem jest dążenie do promocji, współpracy, rozwoju, usprawniania i ułatwiania międzynarodowego transportu kolejowego jako środka transportu mogącego sprostać wyzwaniom mobilności oraz zrównoważonego rozwoju. W ramach tej współpracy, OSŻD zmierza do ciągłego doskonalenia przewozów kolejowych przez upraszczanie procedur granicznych i harmonizację dokumentów przewozowych, czego przykładem jest wspólny list przewozowy CIM/SMGS. Celem artykułu jest wskazanie podstawowych zadań i roli organizacji w rozwoju transportu kolejowego w przestrzeni euroazjatyckiej na przestrzeni ostatnich lat.

Natural disasters have shown humanity in the past and continue to prove the devastating strength of the Earth itself. However, in order to relieve their effects, numerous organisations which cooperate on local, national, and international levels have been appointed. The aim of the article is to outline contemporary international organisations for aid and disaster. Starting with the base structure characteristics, this article will reveal the core mission of international organisations for aid. The analysis will be supported with examples of international cooperation and specific achievements of the organisations including the perspective of the past 8 years. In the conclusions, the author argues that educational and informative actions are necessary to enhance cooperation among different organisations and their stakeholders.

The aim of this article is to describe theoretical assumptions and literature approaches to cultural determinants which effect leadership in international enterprises in Poland. The authors also present the pattern of the optimal leadership style which would be verified in a next stage of research. Most important features of that style seem to be the tolerance and the respect of organisation's members for cultural differences. Holders of that kind of approach are leaders who - thanks to their transparency, ethical, self-awareness and openness and high professional and social competences - could lead international organisations to achieve success in the changing economic environment.

Celem niniejszego artykułu jest opisanie teoretycznych założeń oraz występujących w literaturze ujęć kulturowych uwarunkowań przywództwa oraz ich znaczenia dla zarządzania przedsiębiorstwami międzynarodowymi. Opierając się na nich, autorki prezentują także model optymalnego stylu przywództwa, który będzie weryfikowany w toku prowadzonych badań. Jedną z najważniejszych jego cech zdaje się być wzajemna tolerancja i poszanowanie różnic kulturowych przez członków organizacji. Natomiast 'nosicielami' takiej postawy są przywódcy, którzy dzięki swojej transparentności, etyczności, samoświadomości, otwartości, a także rozwiniętym kompetencjom społecznym i profesjonalnym mogą prowadzić organizacje międzynarodowe do osiągania sukcesu w ciągle zmieniającym się otoczeniu.

The aim of the article is to present the idea, genesis and functions of international non-governmental organisations in the contemporary world, a short characteristics of selected organisations that are active on the international arena, also an attempt to locate non-governmental organisations in joint operations and drawing some conclusions and rules basing on observations and experiences in this area. Alvin and Heidi Tofflers called non-governmental organisations „global gladiators of the 21st century”. They more often participate in joint operations in conflict regions and become natural partners for military forces in performing their military missions. They carry out tasks in all aspects of humanitarian aid, including legal services, assistance in crisis situations, help for refugees, especially women and children. They are included in various activities such as education, technical projects, actions for maintaining public order and development programmes.
