W ciągu ostatnich kilkudziesięciu lat przemianę europejskich miast napędzała gospodarka oparta na wiedzy. Produkcja dóbr została pominięta w wizji miasta jutra i zaczęła stopniowo zanikać. Obecnie można jednak zaobserwować próbę zmiany takiego kierunku rozwoju – zauważono potencjał produkcji dla rozwoju zrównoważonego miasta. Celem artykułu stworzonego na podstawie części badawczej pracy magisterskiej autora (Mytnik, 2021: 7–14) jest analiza relacji produkcji z współczesnym miastem na podstawie trzech przykładów reprezentujących trend integracji produkcyjnych funkcji w jego tkance.

Over previous decades, the transformation of European cities has been driven by the economy of knowledge. The production industry has not been included in the vision of the modern city and began to disappear. Currently, we can observe the redefinition of this development model – the potential of urban production has been noticed. The article, based on author’s master’s thesis (Mytnik, 2021: 7–14), presents the relationship between production and the modern city as well as contemporary examples of integrating these functions in its fabric.

Zakład Antykorozyjny Metalko od 1992 r. oferuje szeroki zakres zabezpieczeń antykorozyjnych aparatury, rurociągów przesyłowych, zbiorników cystern kolejowych i drogowych itp. Bezpieczeństwo techniczne i relacje ekonomiczne budowy urządzeń do przewozu chemikaliów wymagają unowocześnienia zbiorników transportowych. Obecnie używane, szczególnie w odniesieniu do cystern kolejowych, nie spełniają wymagań użytkowników. Omówiono zrealizowane przez METALKO Sp. z o.o. przedsięwzięcie polegające na stworzeniu pilotażowej linii do montażu powłok gumowych najnowszej generacji. Opisano poszczególne etapy budowy prototypowej linii produkcyjnej, w tym etap badań materiałowych, modernizację oprzyrządowania technologicznego z przejściem do praktycznego zastosowania i upowszechnienia wyników prac badawczo-rozwojowych. Zadanie wykonano siłami własnymi METALKO Sp. z o.o. przy współpracy z krajowymi kooperantami oraz przy wsparciu finansowym Programu Operacyjnego Inteligentny Rozwój prowadzonego przez Narodowe Centrum Badań i Rozwoju w Warszawie.

Since 1992 the Metalko Anticorrosion Division has been offering a wide range of corrosion protection for apparatus, transmission pipelines, tank of railway and road cisterns, etc. Technical safety and economic relations of the equipment construction for transporting chemicals require modernization of transport tanks. Currently used ones, especially in relation to rail tank cars, do not meet the requirements of users. The project realised by METALKO Ltd that involving the creation of a pilot line for the assembly of the latest generation of rubber coatings has been described. Each individual stages of building the prototype production line were described, including phase of material testing, modernization of technological instrumentation with the transition to practical application and dissemination of the results of research and development. The task was performed with own forces of METALKO Sp. z o.o. in cooperation with domestic subcontractors and with the financial support of the Intelligent Development Operational Program run by the National Center for Research and Development in Warsaw.

Kraków i jego mieszkańców cechują rozbudzone aspiracje metropolitalne, jak również obawy i dążenia przypisywane raczej społecznościom średnich, a nawet małych ośrodków miejskich. Dumie ze statusu jednego z wiodących centrów akademickich nie zawsze towarzyszy zainteresowanie, a tym bardziej wiara w opinie autorytetów naukowych. Deklaracjom władz miejskich o tworzeniu klimatu sprzyjającego inwestycjom przeczą liczne wypowiedzi krakowian, w których określenia „biznesmen” czy „deweloper” stają się obraźliwymi epitetami. Autentycznemu wzrostowi znaczenia konsultacji społecznych w procesie planowania i rzetelnej ewaluacji zrealizowanych projektów przeciwstawia się swoista „kultura eskalacji konfliktów”. W podsycaniu antagonizmów niebagatelną rolę odgrywają internetowe fora i lokalne media, nierzadko przeczące swej koncyliacyjnej misji. Casus Krakowa nie wydaje się odosobniony – dlatego wnioski dotyczące zmniejszania podobnych mentalnych barier mogą okazać się przydatne także dla innych ośrodków miejskich.

Krakow and its inhabitants are characterized by both the awakened metropolitan aspirations, as well as fears and strivings which can be ascribed rather to the communities inhabiting medium and even small-sized urban centers. The pride derived from the status of one of the leading academic centers is not always accompanied by an interest in, and even less so, a belief in the opinion expressed by the academic authorities. The declarations of city authorities concerning the creation of a climate which promotes investment, are frequently being contradicted by numerous enunciations of Krakow citizens, in which terms, such as “businessman” or “developer” are meant to sound as offensive epithets. An authentic increase of the importance of social consultations accompanying the process of planning as well as a thorough evaluation of the realized projects is opposed by a specific “culture of escalation of conflicts”. What plays a significant role in stoking up these antagonisms are, among others, the internet discussion forums and the local media which not infrequently contradict their conciliatory mission. The case of Krakow does not appear to be an exception; that is why, the conclusions concerning the decrease of similar mental barriers may turn out to be useful also to other urban centers.

Celem prezentowanego artykułu jest uchwycenie podstaw aksjologicznych Programu Operacyjnego Inteligentny Rozwój w kontekście problematyki wartości wiedzy. Artykuł zawiera krótką prezentację podstawowych zagadnień aksjologii. Przedstawia się najważniejsze problemy związane z analizami dotyczącymi kluczowego dla omawianego projektu pojęcia wiedzy oraz zagadnienia jej wartości. Następnie usiłuje się odnaleźć związki łączące problematykę wartości wiedzy z tytułowym Programem Operacyjnym.

The aim of this article is a reflection on the axiological foundations of Operational Programme Intelligent Development in the context of the problems of the value of knowledge. The article contains a brief presentation of the basic problems of axiology. The author presents the most important issues related to the analysis of crucial to this project concept of knowledge and the issue of its value. Then he tries to find the link between the issues of the value of knowledge with the title Operational Programme.

Celem artykułu jest analiza uwarunkowań polityki inteligentnego rozwoju ze szczególnym uwzględnieniem inteligentnych specjalizacji. Przedmiotem badań podjętych w artykule są prawne uwarunkowania inteligentnego rozwoju, związane z unijną perspektywą finansową 2014-2020; w szczególności odniesiono się do unijnej Strategii Europa 2020, polskiej Strategii Rozwoju Kraju 2020, strategii zintegrowanych i umowy partnerstwa. Wskazano ponadto rolę programów operacyjnych w realizacji polityki inteligentnego rozwoju, a zwłaszcza Programu Operacyjnego Inteligentny Rozwój. Na tym tle przedstawiono koncepcję inteligentnych specjalizacji jako klucza do inteligentnego rozwoju.

The purpose of the paper is to analyze the conditions of intelligent development policy with a special inclusion of intelligent specializations. The subject of research undertaken in the article are the legal conditions of intelligent development connected with EU financial perspective for the years 2014-2020, in particular it was related to the Europe 2020 strategy, integrated strategies and partnership agreement. Furthermore, the role of operational programs was indicated in conducting the intelligent development policy, especially the Intelligent Development Operational Program. On this basis the concept of intelligent specializations was presented as a key to intelligent development.

The article presents the concept of development as the key category in the social, economic and environmental sphere. A positive assessment of changes from the point of view of a specific criterion is recognised as a constructive attribute of the definition referring to development. The interrelation between such positive value and defining the criterion in clear and concise terms becomes the decisive factor regarding relativity of this category. The general definition and core subject matter of development become the basis for establishing a homogenous terminological convention of derivative concepts, consisting most frequently in adding various prefixes to the word “development” (e.g. “eco-development”) or adjectives (e.g. durable development”) and assigning the due meaning to these new notions. Establishing the meaning substance of any paradigm of development is related to defining certain sets of principles reflecting a given system of values. The axiological system should play the role of a decisive criterion in evaluating the positive nature of changes with regard to human development, as well as to social, economic and environmental development.

Problematyka prowadzonych tu rozważań skupia się wokół analizy aksjologicznych założeń Programu Operacyjnego Inteligentny Rozwój oraz ewentualnych dylematów wartości, które te założenia mogą skrywać. Dylematy wartości są nieodłącznym elementem każdego systemu wartości, ale świadomość ich zachodzenia pomaga w przezwyciężaniu ich.

Considerations of this analysis focus on the issues of the axiological assumptions of Operational Programme Intelligent Development, and the dilemmas of values which these assumptions can hidden. Dilemmas of values are an integral part of any system of values, but awareness of their existence can help to make positive changes in the systems.
