W ostatnich latach pojęcie „Smart City” stało się zauważalnie popularne, wyznaczając kierunek rozwoju miast XXI wieku. Czy jednak bezkrytyczne podejście do tak złożonego zagadnienia jest uzasadnione? Jak wygląda miejsce styku kompetencji architekta, urbanisty, informatyka oraz kontrolujących organów rządowych w „mieście inteligentnym”? W artykule przedstawiono istotne zagadnienia dotyczące pozyskiwania danych, monitorowania systemu a także problemów bezpieczeństwa i prywatności. Zaprezentowano i przeanalizowano przykłady istniejących już na świecie rozwiązań, jak i zwrócono uwagę na istniejące w tym momencie w Krakowie zalążki technologii z pod znaku „Smart City”.

In recent years, the concept of “Smart City” has become visibly popular, setting the direction for the development of 21st century cities. However, is a completely uncritical approach to such a complex issue justified? Where do the competences of architects, urban planners, IT specialists and controlling governmental powers meet in such an “intelligent city”? This article presents important issues of data acquisition, system monitoring as well as security and privacy issues both by presenting and analyzing examples of already existing solutions from all around the world, but also giving some attention to the slowly rising number of “Smart city” initiatives in Krakow.

Punktem wyjścia do rozważań w niniejszym artykule jest odniesienie się do sposobu kształtowania się struktur miast idealnych wraz z ich infrastrukturą, w stosunku do potrzeb ówczesnych mieszkańców. Zdefiniowanie miasta inteligentnego, poprzez podanie jego istotnych cech, ułatwi określenie istotnych zmian, jakie powinny być uwzględniane i dokonywane w strukturze tworzenia i kształtowania oraz funkcjonowaniu miast w Polsce. W oparciu o przedstawione w artykule rozważania, przybliżona zostanie problematyka miast inteligentnych. Ponadto w oparciu o podane przykłady i rozwiązania techniczne określone zostaną założenia, które później będzie można wykorzystać w procesie projektowania i planowania urbanistycznego polskich miast. Celem tej publikacji jest dostrzeżenie koniecznych zmian, jakie należałoby przeprowadzić w procesie kształtowania i funkcjonowania miasta.

The starting point for the reflections in this article is the reference to the manner of shaping the structures of ideal cities together with their infrastructure in relation to the needs of the inhabitants of a given time. Defining a smart city, by providing its important features, will help to identify significant changes that should be taken into account and made in the structure of creating, shaping and functioning of cities in Poland. Based on the reflections presented in the article, the issue of intelligent cities will be introduced. Moreover, based on the given examples and technical solutions, assumptions will be made which can later be used in the planning and urban planning process of Polish cities. The purpose of this publication is to notice the necessary changes that should be carried out in the process of shaping and functioning of the city.

Miasta typu smart są efektem rozwoju technik innowacyjnych i całego sektora badań w zakresie zaawansowanych technologii. Liczne globalne firmy są zainteresowane sprzedażą swoich produktów, które są adresowane i przystosowywane do rozwiązań miejskich. Obserwując rozwój miast inteligentnych wyróżnić można rozmaite etapy wprowadzania produktów zaawansowanych technologicznie do codziennego życia miasta, a z czasem także do kreacji rożnej wielkości założeń urbanistycznych a nawet całych miast. Wprowadzanie tych produktów związane jest także z prowadzonymi badaniami społeczności miejskich i ich adaptacji do przyjmowania coraz nowszych rozwiązać. W artykule zostanie przedstawionych, wyróżnionych przez autorkę sześć etapów rozwoju miast typu smart popartych przykładami głównie z terenu Europy, oraz ich ilustracjami.

Smart cities are the result of the development of innovative techniques and the entire advanced technology research sector. Numerous global companies are interested in selling their products, which are addressed and adapted to urban solutions. By observing the development of smart cities, you can distinguish the various stages of introducing technologically advanced products to the everyday life of the city, and over time also the creation of different sizes of urban assumptions and even cities. The introduction of these products is also related to ongoing research in urban communities and their adaptation to take more and newer fix. The paper will be presented, distinguished by the author of six stages in the development of smart cities supported by examples mainly from Europe, and their illustrations.

Celem niniejszego artykułu jest analiza roli nowych technologii informacyjno-komunikacyjnych (ICT) w koncepcji smart city oraz ocena ich udziału w tworzeniu inteligentnych miast. Smart city to nowatorska koncepcja rozwoju współczesnych miast, która nie posiada jednej, powszechnie przyjętej definicji. Spory w debatach na temat smart city dotyczą nie tylko polskiego tłumaczenia czy kwestii możliwości określania metropolii inteligentnymi, ale także udziału nowych technologii w kształtowaniu zrównoważonego, mądrego miasta. Rozważania podjęte w artykule mają charakter teoretyczny i omawiają m.in. różne ujęcia koncepcji smart city oraz odpowiednio podejścia do nowych technologii. W prawidłowym rozumieniu koncepcji smart city, jak również w samych procesach zarządzania inteligentnym miastem nowe technologie odgrywają istotną rolę i mogą pomóc władzom miejskim poradzić sobie z wyzwaniami współczesności powstającymi na skutek wzrastającej liczby mieszkańców miast.

The aim of here presented article is to analyse the role of Information and Communication Technologies (ICT) in a smart city concept and to evaluate their participation in the creation of smart cities. A smart city is an innovative concept which concerns a development of the modern cities. The idea of smart cities does not have one common definition. The disputes in the debates on smart city concern not only the issue of possibility of defining the metropolis as intelligent, but also the participation of new technologies in the development of the sustainable, bright cities. The reflections are theoretical and discuss, among others, different views of the smart city concept and approaches to new technologies within them. In the proper understanding of the smart city concept, as well as in the very processes of managing a smart city, new technologies play an important role and can help the city authorities cope with the challenges of modern times generated because of the growing number of city population.

Współczesne nurty rozwoju miast postindustrialnych zmierzają w kierunku rozwiązań powszechnie uznanych za zrównoważone. Rewitalizacji obszarów miejskich przeważnie towarzyszą: poprawa wizerunku, wzrost aktywności społecznej i gospodarczej. W artykule przedstawiono jedną z metod oceny parametrycznej środowiska miejskiego w procesie rewitalizacji pod względem energetycznym i ekologicznym. Na modelowym przykładzie przestrzeni miejskiej w Gubinie wskazano możliwości poprawy jakościowej przestrzeni na podstawie parametrów energetycznych i ekologicznych. Wskaźniki środowiskowe mają przyczynić się do zobrazowania stanu środowiska miejskiego i wpłynąć na zwiększenie świadomości społecznej w zakresie właściwego użytkowania i eksploatowania obszarów zbudowanych. Parametryzacja środowiska może stać się przyczynkiem do nowego podejścia w rozwiązaniach planistyczno-projektowych charakteryzującego się tym, że miasto traktowane jest jako jeden ekosystem. Każda zmodernizowana przestrzeń tworzy współzależne ogniwo ekomiasta. Omówiono jedną z metod oceny wpływów środowiskowych w ujęciu lokalnej przestrzeni miejskiej, a następnie ogólnomiejskim. Na podstawie wybranych kryteriów oceny środowiskowej przyjęto parametry efektywności ekologicznej i energetycznej. Przeprowadzono badania w kierunku ekoparametryzacji przestrzeni, które udowodniły, że istnieje możliwość stałego ekorewitalizowania miejskiego środowiska zbudowanego. Nie można mówić o architekturze prośrodowiskowej, tym bardziej o urbanistyce bez wskazania ich parametrów ekologicznych, które wpływają na stan środowiska. W dobie ery informacji i informatyzacji dostępne są narzędzia do stałego monitorowania ekorozwoju miasta i modelowania zmian na podstawie rzeczywistych danych. Ekorewitalizacja z uwzględnieniem parametrów środowiskowych przestrzeni miejskiej pod względem efektywności energetycznej i ekologicznej przyczyni się do poprawy ekonomii przestrzeni, zdrowotności, bezpieczeństwa i atrakcyjności, wprowadzając nowy ład i porządek w krajobrazie miasta.

Modern trends in development of post-industrial cities are moving toward solutions generally considered as sustainable. Urban renewal accompanied by: improved image, increased social and economic activity. The article presents one of the methods of parametric evaluation of urban environment revitalization process in terms of energy and eco-factors. For example, in a model of urban space in Gubin opportunities to improvement the quality of space was identified basing on parameters of energetic and ecological. Environmental indicators may contribute to the display of urban environment and likely to increase local community participation in order to improve governance in build-up areas. Parameterization of environment can become a contribution to the new approach in planning and design solutions characterized by the fact that the city is regarded as one ecosystem. Each modernized space creates a correlative link in the eco-city. The text shows one of the methods of evaluating environmental impacts in terms of local and general urban space. On the basis of selected criteria for the evaluation of environmental parameters of eco-efficiency and energy the carried out studies showed the direction of eco-parameter space, which proved that there is a possibility of a permanent urban eco-revitalizing of built environment. We can not talk about eco-friendly architecture, especially in urban planning without indication of ecological parameters that affect the environment. In the sage of information and computing we have tools that give the ability of life-streaming monitoring of sustainability of the city and modeling changes on the basis of actual data. Eco-revitalization taking into account environmental aspects of urban space in terms of energy and environmental efficiency will contribute to the improvement of economy, health, safety and the attractiveness of introducing a new order in the city landscape.

The first examples of ecological cities may be found in the towns built along Ebenezer Howard’s concept of the garden city and also in the urban settlements erected along the lines of Clarence Perry’s neighbourhood unit model. It turns out, that some ideas featured in the garden city formula have retained their appeal in the 21st century, too. Initially, the concept was related to the natural environment conservation and meant using the latest technological developments and cutting-edge products to protect the environment and improve the conditions of human existence, but later on the idea of an ecological city merged with intelligent city to become one complex and multi-dimensional concept.

Pierwszych wzorców miasta ekologicznego można doszukiwać się w miastach zbudowanych zgodnie ideą miasta-ogrodu Ebenezera Howarda, założeń jednostki sąsiedzkiej Clarence Perry’ego. Okazuje się, że również w XXI wieku idee miasta-ogrodu są nadal atrakcyjne. Początkowa idea związana z ochroną środowiska przyrodniczego w wyniku rozwoju technologicznego i zastosowania produktów najnowszej generacji do ochrony środowiska i poprawy warunków życia człowieka spowodowała związanie idei miasta ekologicznego z miastem inteligentnym w różnych wymiarach.
