Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 provides for the need to include initiatives such as “Smart Villages” in territorial development strategies. An explanation is needed for the purposes of constructing and implementing this element of the strategy. The research undertaken for this purpose started with a structural analysis, which showed, among other things, that the terms smart village and smart villages occur in about 100 legal acts and its preparatory documents of the European Union from the period between 2015 and 2021. A general definition of smart village as a concept that aims to develop services through digital technologies and better use of knowledge, for the benefit of inhabitants and businesses, is provided in a 2017 Commission document. Although a later opinion of the European Committee of the Regions, proposed replacing this term with smart rural areas; both phrases appear in the most recent documents. A contextual analysis of the 2020 and 2021 acts and documents shows expanded common elements of the smart village and smart city concepts compared to the original ones. This provides justification to the search for theoretical support in publications on smart cities, which, in addition to the opportunities and benefits, also points to the need to strengthen personal data protection and cybersecurity.

Miasta, ich samorządy, społeczności, powinny dążyć do wysokiej jakości miejskiej przestrzeni publicznej, która stanowiłaby przeciwwagę dla „wielostopniowego falsyfikatu” – przestrzeni prywatnej, kreowanej na publiczną – we wnętrzach typowych wielkopowierzchniowych obiektów handlowych. Jest to bowiem najskuteczniejsza presja, by koncepcja WOH zaczęła powszechnie uwzględniać zasady zrównoważonego rozwoju.

It is the most effective pressure for the concept of large-format retail facilities to take into account the principles of sustainable development.

W artykule omówiono zagadnienia organizacji przestrzeni w inteligentnym rozwoju przedsiębiorstw. Inteligentne specjalizacje mają zapewnić przewagę konkurencyjną. Ich realizacja wymaga wsparcia w zakresie wymiany informacji. ICT obejmuje całość zagadnienia informatycznego wspomagania funkcjonowania przedsiębiorstw, a AR jest technologią umożliwiającą innowacyjny rozwój. IRI zapewniają dostosowanie narzędzi informatycznych do stwierdzonych potrzeb. Stanowią one narzędzia organizacji wymiany informacji, umożliwiające rozciąganie łańcucha wartości.

The paper discusses the issues of the organization of space in smart growth of enterprise. Smart specializations are designed to provide a competitive advantage. Their implementation requires the support of the exchange of information. ICT covers all aspects of computer aided operation of enterprises, and AR is a technology that allows innovative development. PIS provide tools to adapt to the identified needs. They constitute the tools to organize the exchange of information enabling an extension of the value chain.

Celem artykułu jest analiza uwarunkowań polityki inteligentnego rozwoju ze szczególnym uwzględnieniem inteligentnych specjalizacji. Przedmiotem badań podjętych w artykule są prawne uwarunkowania inteligentnego rozwoju, związane z unijną perspektywą finansową 2014-2020; w szczególności odniesiono się do unijnej Strategii Europa 2020, polskiej Strategii Rozwoju Kraju 2020, strategii zintegrowanych i umowy partnerstwa. Wskazano ponadto rolę programów operacyjnych w realizacji polityki inteligentnego rozwoju, a zwłaszcza Programu Operacyjnego Inteligentny Rozwój. Na tym tle przedstawiono koncepcję inteligentnych specjalizacji jako klucza do inteligentnego rozwoju.

The purpose of the paper is to analyze the conditions of intelligent development policy with a special inclusion of intelligent specializations. The subject of research undertaken in the article are the legal conditions of intelligent development connected with EU financial perspective for the years 2014-2020, in particular it was related to the Europe 2020 strategy, integrated strategies and partnership agreement. Furthermore, the role of operational programs was indicated in conducting the intelligent development policy, especially the Intelligent Development Operational Program. On this basis the concept of intelligent specializations was presented as a key to intelligent development.

The article presents the concept of development as the key category in the social, economic and environmental sphere. A positive assessment of changes from the point of view of a specific criterion is recognised as a constructive attribute of the definition referring to development. The interrelation between such positive value and defining the criterion in clear and concise terms becomes the decisive factor regarding relativity of this category. The general definition and core subject matter of development become the basis for establishing a homogenous terminological convention of derivative concepts, consisting most frequently in adding various prefixes to the word “development” (e.g. “eco-development”) or adjectives (e.g. durable development”) and assigning the due meaning to these new notions. Establishing the meaning substance of any paradigm of development is related to defining certain sets of principles reflecting a given system of values. The axiological system should play the role of a decisive criterion in evaluating the positive nature of changes with regard to human development, as well as to social, economic and environmental development.
