Purpose: Review of regional innovation strategies of Polish regions to assess the scope of research methods and techniques applied during their preparation. Design/methodology/approach: Analysis of regional innovation strategies applicable in all voivodeships with respect to the research methods and techniques used during their preparation. Findings: Polish regions apply diversified methods and techniques that allow them to determine the directions of innovation development, yet in the course of smart strategy identification they encountered limitations with respect to the availability of quantitative aggregated data on the voivodeship or lower levels; therefore, some of them reached to surveys and interviews, as well as the Delphi method which allowed for mitigating the impact of these deficiencies. The regions did not focus exclusively on fulfilling the ex ante condition, but they were intent on proper designation of the priority areas with respect to the aid, which is testified by, among others, reaching to results of foresight type projects and up-dates of the prepared strategies. Originality/value: A comprehensive review of regional innovation strategies applicable in the Polish regions until 2020 and a concise analysis of methods and techniques applied during their preparation as a starting point for the improvement of processes of preparation of subsequent innovation strategies in voivodeships.

The purpose of the study, therefore, is to form a methodological approach сoncerning the determination of dominants of investment and innovation regional environmental policy. The methodology bases on Smart Specialization and Quintuple Helix models. This research formulates the authorial vision for the combination of Quintuple Helix and Smart Specialization methodologies in order to determine the strategic priorities of investment and innovation policy of the national economy. It allows not only to define the dominants in nature but also to determine the uniqueness of regions based on scientific and technological potential, taking into account the priorities of individual Sustainable Development Goals. The presented research is an additional argument to existing official developments, as Guide on Research and Innovation Strategies for Smart Specialisation. A methodological approach has been developed, taking into account the methodology of “Smart Specialization” and in the context of existing European experience.

Celem artykułu jest sformułowanie metodologicznego podejścia do określenia dominant inwestycji i innowacji w regionalnej polityce ekologicznej. Metodologia opiera się na modelach inteligentnej specjalizacji i pięciokrotnej helisy. Niniejszy artykuł przedstawia autorską wizję połączenia metodologii Quintuple Helix i Smart Specialization w celu określenia strategicznych priorytetów polityki inwestycyjnej i innowacyjnej gospodarki narodowej. Określono wyjątkowość regionów w oparciu o potencjał naukowo-technologiczny z uwzględnieniem priorytetów poszczególnych Celów Zrównoważonego Rozwoju. Proponowane badania są dodatkowym argumentem w stosunku do istniejących oficjalnych osiągnięć. Opracowano podejście uwzględniające metodologię „inteligentnej specjalizacji” w kontekście istniejących doświadczeń europejskich.

The subject of regional smart specialisations is an issue analysed in the context of economic growth, creating innovation and competitiveness, engaging countries and regions in the development of R&D investments in the field of in the European Union. The purpose of this article is to characterise the issue in relation to voivodeship smart specialisations in Poland and to verify the intensity of occurrence of the discussed issue. The following voivodeships analysed in detail where IT and communication (section J of the Polish Classification of Departments) were pointed as intelligent specialisation: Lower Silesia, Łódź, Lesser Poland, Subcarpathia, Silesia and Greater Poland. Using the Location Quotient and based on the values obtained from Section J, a comparison was conducted based on the level of employment intensity and investment outlays for the whole country. The analyses allowed to state that in the case of only two voivodeships: Lower Silesia and Lesser Poland, LQ for employment assumed values greater than unity, which proves high specialisation within the IT and communication section in these voivodeships. The LQ analysis for investment outlays for the surveyed voivodeships did not exceed unity, which proves lower investment outlays in the IT and communication section in the examined areas than the average for Poland. As in the case of LQ for employment, the Lower Silesia and Lesser Poland voivodeships obtained the highest results. The analysis enabled the verification as to whether the assigned regional smart specialisations are reflected in the level of employment and investment outlays.

Globalization is erasing geographical boundaries, leads to the changes in the economic and political interactions. These new opportunities could be used to develop inter-regional and cross-border relations in various spheres of cooperation between countries. The article deals with issues of formation the Polish-Ukrainian inter-regional and cross-border spaces in the scientific-educational and innovative spheres in the context of smart specialization. The links between smart specializations of Polish and Ukrainian regions could be seen as an important element of joint planning and the coordination of measures support for science, education, and innovations at the inter-State level.

The peculiarities of implementing innovative policy in the context of smart specialization strategy are analyzed. Diagnostics of processes of formation and development of innovative infrastructure in regions of Ukraine is carried out. Creativity is most frequently analysed in the context of innovation and perceived as a more effective way of implementing innovative processes. This increases the need for knowledge and creative thinking skills. In that respect, universities ought to play a key role. The article highlights interrelations between development of smart specialisations and the need to integrate creativity into university curricula.

The aim of the proposed scheme is to assist the Pomorskie regional authority in the further implementation of the smart specialization concept for the benefit of the blue growth sectors that are considered as a competitive advantage of this region against all other Polish regions. Current implementation system is based on Agreements on Pomorskie Smart Specializations and on the regulation on the Council performance. The regional self-government is the owner of the implementation process, including the entrepreneurial discovery process. The proposed advanced implementation system postulates that the Council should become the owner of the latter process, its operation should be based on the regulation concluded between the Marshal and the Council. Moreover, it is proposed that the Council is supported by a dedicated and experienced coordinator well rooted in the domain of the smart specialization. Activities of the coordinators are financed by the regional self-government authorities via the dedicated financial tool, so-called strategic project. Advanced implementation scheme is expected to enable the regional authorities to create the functional and efficient set up of RIS3 for the next financial perspective.

Proponowany w artykule zaawansowany system wdrażania RIS3 ma na celu pomoc władzom Województwa Pomorskiego w wykorzystaniu polityki inteligentnej specjalizacji na rzecz dalszego wzrostu niebieskich sektorów w regionie, które są uważane za przewagę konkurencyjną tego regionu wobec wszystkich innych polskich regionów. Obecny system wdrażania opiera się na porozumieniach partnerstw inteligentnych specjalizacji i rozporządzeniu regulującym prace rad IS. Samorząd regionalny jest właścicielem procesu wdrażania RIS3, w tym także procesu przedsiębiorczego odkrywania. Zaproponowany zaawansowany system wdrażania zakłada, że Rada powinna stać się właścicielem tego ostatniego procesu, a jej działanie powinno opierać się na porozumieniu zawartym między Marszałkiem a Radą. Ponadto proponuje się, aby Rada była wspierana przez wyspecjalizowanego i doświadczonego koordynatora posiadającego wiedzę z dziedziny inteligentnej specjalizacji. Działania koordynatorów są finansowane przez samorząd województwa poprzez dedykowane narzędzie finansowe, tzw. projekt strategiczny. Oczekuje się, że zaawansowany system wdrażania umożliwi władzom regionalnym stworzenie funkcjonalnego i wydajnego systemu RIS3 w następnej perspektywie finansowej.

Na przykładzie województwa śląskiego scharakteryzowano podejście do wyznaczenia inteligentnej specjalizacji w obszarze medycyny. Zasadniczym elementem pracy była analiza bazy własności intelektualnej i ocena potencjału do rozwoju inteligentnej specjalizacji w obszarze medycyny w wybranych regionach Polski. Celem artykułu było przedstawienie podejścia do wyznaczenia inteligentnych specjalizacji oraz analizy statystycznej bazy patentowej Urzędu Patentowego Rzeczypospolitej Polskiej (UPRP) jako jednego ze źródeł identyfikacji potencjału technologicznego regionów na przykładzie specjalizacji w technologiach medycznych.

The article deals with the subject of the determination of smart specialization which is the core architecture of the Europe 2020 strategy. On the example of the Silesian Voivodeship has been characterized approach to determine the smart specialization in the field of medicine. The main part of the work was the analysis of the intellectual property database and the assessment of the potential for the development of smart specialization in the field of medicine in selected Polish regions. The aim of the article was to present the approach to determine the smart specialization and statistical analysis of patent databases of Polish Patent Office (PPO) as one of the sources of identification region’s technological potential on the example of specialization in medical.

The aim of this publication is to evaluate the potential of technology platforms and their environment in various countries by empirical comparisons of technology platforms, centres of technology transfer, innovation centres and companies within the same economic area of interest. The information contained in this publication is based on literature studies as well as personal interviews with representatives of technology platforms, universities, research institutes, centres of technology transfer and companies in Poland and Spain with a special focus on the textile industry field, in particular the biotechnology and chemical sectors. This article deals with issues relating to the transfer of technology and the creation of NTBF as well as the support extended to them. The author also presents solutions for SMEs that cannot compete with large firms in the field of technology development, which often results in the collapse of small companies.

Głównym celem tej publikacji jest ewaluacja potencjału platform technologicznych i instytucji otoczenia biznesu w dwóch regionach o podobnych specjalizacjach regionu. Informacje pozyskane na potrzeby artykułu zostały zebrane na podstawie źródeł literaturowych i indywidualnych wywiadów autora z przedstawicielami platform technologicznych, centrów transferu technologii, instytutów badawczych oraz firm z Polski i Hiszpanii ze szczególnym skupieniem się wokół sektora przemysłu włókienniczego. Ten artykuł wskazuje na problematykę związaną z transferem technologii i tworzeniem nowych podmiotów gospodarczych opartych na wysokiej technologii. Autor także przedstawia rozwiązania dla sektora MŚP który w warunkach gospodarki opartej na wiedzy często nie może konkurować z dużymi podmiotami gospodarczymi.

The first objective of the research was to analyse employers' expectations with a focus on employers whose companies are related to the smart specialisations of the region of Silesia. The second objective of the research was to confirm the need for and development of the conceptual model of regional integration network (information network) of the system of education, higher education and companies, the region's authorities... in order to shape the supply of and demand for course-specific education; its priority would be to develop human resources for the regional industry in the perspective of economic changes. The hypothesis that "The creation of integration network of information for improving the effectiveness of development of major studies in higher education is desired by system of education, higher education, companies and public authorities" was confirmed on the basis of secondary and primary data.

Logistyka stanowi inteligentną specjalizację w czterech województwach kraju. Nie ma wśród nich województwa śląskiego, stąd w artykule podjęto rozważania dotyczące możliwości wskazania logistyki jako inteligentnej specjalizacji województwa śląskiego. Jednym z podejść pomocnych w identyfikacji inteligentnych specjalizacji może być analiza tzw. wskaźnika lokacji. W artykule został on omówiony w odniesieniu do działalności logistycznej, reprezentowanej przez szeroko pojmowane działania transportowe i gospodarkę magazynową. Ponadto zwrócono uwagę na braki w obszarze omawianego wskaźnika, które mogą być istotne dla ostatecznego potwierdzenia lub wykluczenia potencjału logistyki jako inteligentnej specjalizacji województwa śląskiego.

Logistic is smart specialization in four regions of the country. Between then there are no Silesia. Hence the article elaborates on the possibility of indicating logistic as smart specialization in Silesia. One of the approach which helps to identify the smart specialization is analysis of location indicator. In the article it was discussed in relation to logistics activities represented by the transport operations and inventory management. It was shown the lack of information, which making impossible the final confirmation or exclusion of potential logistics as smart specialization in Silesia.

Celem artykułu jest analiza uwarunkowań polityki inteligentnego rozwoju ze szczególnym uwzględnieniem inteligentnych specjalizacji. Przedmiotem badań podjętych w artykule są prawne uwarunkowania inteligentnego rozwoju, związane z unijną perspektywą finansową 2014-2020; w szczególności odniesiono się do unijnej Strategii Europa 2020, polskiej Strategii Rozwoju Kraju 2020, strategii zintegrowanych i umowy partnerstwa. Wskazano ponadto rolę programów operacyjnych w realizacji polityki inteligentnego rozwoju, a zwłaszcza Programu Operacyjnego Inteligentny Rozwój. Na tym tle przedstawiono koncepcję inteligentnych specjalizacji jako klucza do inteligentnego rozwoju.

The purpose of the paper is to analyze the conditions of intelligent development policy with a special inclusion of intelligent specializations. The subject of research undertaken in the article are the legal conditions of intelligent development connected with EU financial perspective for the years 2014-2020, in particular it was related to the Europe 2020 strategy, integrated strategies and partnership agreement. Furthermore, the role of operational programs was indicated in conducting the intelligent development policy, especially the Intelligent Development Operational Program. On this basis the concept of intelligent specializations was presented as a key to intelligent development.

Publikacja koncentruje się na problematyce narzędzi wspierających wprowadzanie koncepcji inteligentnych specjalizacji. W celu dobrej identyfikacji technologii, które mogą być zastosowane w ramach inteligentnych specjalizacji należy stosować różne narzędzia diagnostyczne, takie jak np.: analizy wskaźnikowe, plany działania w zakresie rozwoju nowych technologii, metoda SWOT, metoda foresight, itp. Celem niniejszej publikacji jest analiza podstawowych narzędzi, jakie są stosowane w procesie diagnozowania inteligentnych specjalizacji. W szczególności skoncentrowano się na analizie marszrut rozwoju technologii jako narzędzia szczególnie przydatnego w zakresie identyfikacji inteligentnych specjalizacji w regionie.

The publication focuses on the issue of tools supporting the introduction of the concept of smart specialization. In order to properly identify technology that can be applied in the context of smart specialization it need to be used various diagnostic tools, such as: indicator analysis, action plans for the development of new technologies, SWOT method, foresight method, etc. The purpose of this paperis the analysis of the basic tools that are used in the process of diagnosing the smart specialization. In particular, the paper focuses on the analysis of technology road mapping as a very useful tool in the identification of the smart specialization in the region.

Analizy danych pierwotnych są tak podane, aby uświadomić przedsiębiorcom potrzebę zacieśniania współpracy z innymi przedsiębiorstwami zlokalizowanymi w makroregionie, korzystania z usług operatorów logistycznych, a wszystko po aby wzmocnić inteligentne specjalizacje regionu i przemysły z nimi powiązane.

The article presents the results of the research concerning the cooperation between enterprises located in the two provinces with a particular emphasis on cooperation with logistic operators. Primary data analysis is presented in such a way as to make the enterprises aware of the need to strengthen cooperation with other companies located in the macroregion and to use the services of logistics operators in order to strengthen the region's smart specializations and industries associated with them.

Następnie krótko scharakteryzowano województwo podlaskie, wskazano inteligentne specjalizacje, które będą rozwijane na tym terenie, oraz zaprezentowano, w jaki sposób mogą one wpłynąć na funkcjonowanie obszaru.

In the first part the theoretical aspect of the issue is presented with particular emphasis on definition, the evolution of terms and the benefits of their implementation. Next, the article presents a short characterisation of the Podlasie region and points out the smart specialisations which will be developed in the region, as well as the way in which they could influence the functioning of the area.
