The Institute for Land Reclamation and Grasslands Farming at Falenty was commissioned by the Ministry of Environment in 2004 to develop Spatial Information System on Polish Wetlands (GIS Mokradła). The main goal of the undertaken activities was building a coherent database containing information on wetlands in response to growing public interest in geospatial environmental data. The System was based upon two already existing databases: analogue Maps of Polish Wetlands and Grasslands and the Computer Database on Polish Peatlands containing only descriptive data on peat and gytia deposits stored in dBase software. The aim of this paper is to present some experience on the data integration as well as to give a framework for the future directions and use of the newly created data resource.

Global history of Geographic Information Systems development is inextricably linked with research on natural environment. When analyzing GIS technology development in the area of natural environment protection in Poland during the last dozen years or so, it may seem complicated and chaotic . Almost every institution was independently gathering all necessary data to complete projects. There was neither information flow nor cooperation in the field of data exchange between individual institutions. At present, various projects connected with collecting data on natural environment have been finished or are drawing to a close. At the end of the stage of gathering GIS data it is necessary to undertake activities concerning databases assessment and to begin developing procedures of cooperation between institutions who manage environmental resources in order to create a platform of data sharing, which in the future could provide the basis for supporting the decision taking process. There is an urgent need to begin the integration process, especially in large, currently implemented projects, in which spatial data are one of the most important elements in management. The Water Framework Directive appeared to be a stimulating element for a large part of the community connected with environment protection. Polish legislation was changed in the result of implementation of European Union regulations, the process of introducing WFD in Poland made us aware of the vital role of spatial data in environment management and in accomplishing current projects. The continuation of the objectives arising from the WFD implementation are, among other things, works undertaken within the framework of establishing the water register. EKOINFONET, a computer system of Inspection of Environment Protection, is an equally important project and the attempts at its implementing have already (similarly to the water register) a few years. tradition. Unfortunately, in spite of such large projects realization there is still no unanimous concept of bringing together and organizing dispersed data bases into one integrated system. At present, accomplishment of the above mentioned projects is not only an assignment given to the institutions involved in the execution process but it is also necessary to start debate on placing these projects in the environment spatial data management structures. Integration activities are supported by worldwide tendency to organize spatial resources. An expression of this trend in Europe is the initiative of the INSPIRE Directive, which is both a challenge and an opportunity for the whole community connected with environment protection in Poland, to develop a uniform system which would take into consideration the needs of different institutions. However, only when a national infrastructure is created, it will be (hopefully) possible to solve most of the spatial data problems, e.g. overlapping of certain elements in databases supervised by the Surveyor General and Geologist General of Poland.

W pracy omówiono metody i narzędzia integracji baz danych. Przedstawiono klasyfikację poziomów integracji, rozróżniając rozproszone bazy danych oraz kilka wariantów systemów wielobazowych. Wskazano na możliwość integracji baz danych poprzez budowę hurtowni danych. Przeprowadzono analizę potrzeb w zakresie integracji systemów użytkowych Urzędu Miasta. Przedstawiono koncepcję uniwersalnej aplikacji zapewniającej dostęp do lokalnych baz danych.

The paper describes the methods and tools of databases integration. It discusses the classification of integration levels and differentiates distributed databases and several variants of multidatabase systems. The possibility of databases integration by use of data warehouses is indicated. The paper also contains the analysis of needs of town office utility systems integration. The concept of an universal application that assures acces to local databases is discussed.
