Management in accordance with the principle of sustainable development is one of the basic aspects of environmental protection, and is nevertheless important in macroeconomic management (eco-innovations in national regulations) as well as in micro-regulations (municipal regulations). The municipalities authorities are obliged to preventing the negative effects of environmental degradation, preventing pollution, providing information on the state of the environment, cover the environmental policy, in order to ensure the land advancement in accordance with the principles of sustainable development. The implemented projects should mainly improve the living conditions of the inhabitants. That is why eco-innovative activities introduced in individual, small territorial areas (municipalities) are becoming more and more important. The paper is based on a case study as a recognized method of analyzing and discussing authentic situations used in management sciences.

Prezentowane opracowanie ma za zadanie odpowiedzieć na pytanie: jakiego rodzaju trudności mogą występować w próbach terytorializacji poli- tyki rozwoju innowacji prowadzonej przez urzędy marszałkowskie? Praca bazuje na krytycznym przeglądzie literatury oraz licznych wywiadach pogłę- bionych realizowanych zarówno w regionach słabiej rozwiniętych (wojewódz- twa podlaskie i warmińsko-mazurskie), jak i tych, które są kluczowe w Polsce (dolnośląskie, łódzkie).

The article addresses the issue of the territorial dimension of innovation both from the point of view of the analytical issues as well as the problems facing the authorities of Polish voivodeships. Although the concepts of spatial conditions for conducting innovative activities such as „innovation environment“, „regional innovation systems“ have been known for many years, relatively recent „territorialisation of development policies“ has significantly strengthened the interest in the territory and its features also in the policies of the regional authorities. The intra-regional perceptions of differentiation in terms of the development of innovation should lead intra-regional development policies towards local innovation systems.
