Innovation in Transport as the Answer to Contemporary Communication Problems

New technologies and innovations can significantly contribute to removing or reducing problems related to modern transport. Hyperloop is an innovative mode of transport whose task is to move people or loads at very high speed, based on the concept of sustainable transport. Due to the benefits it brings - environmentally friendly, fast, self-sufficient in terms of energy, ensuring a high level of mobility, it is an interesting option that in the future can replace the existing means of transport. The aim of this article is to present the theoretical and empirical aspect of the innovative mode of transport - Hyperloop, as an attractive alternative which in the future can replace the existing branches of transport. The work consists of a theoretical and empirical part. The theoretical part of the work presents selected contemporary transport problems, the concept of innovations in transport and the mode of transport - Hyperloop. The empirical part of the work presents a proposal to connect selected European cities and estimate the time of traveling between them using Hyperloop.

The pace of economic growth, despite the crisis bogey still appearing somewhere near, is taking on speed on an unprecedented scale in the history of the mankind. The number of inventions currently being the subject of patent procedures or the quantity and quality of implementations of various types of solutions that improve and facilitate our lives - both professional and private - leads to a situation that we treat these changes more often as a normal thing, which does not arouse our admiration. During the preparation for this publication, the main focus was put on finding the answer to the question whether we are able to observe these changes, define them and assess them. The correct identification and definition of the area of changes is only half of the success. The second important, if not more important, problem is the issue of proper naming and examining the threats that affect these changes.

Wspieranie innowacyjności jest oczywistym kierunkiem rozwoju współczesnych gospodarek opartych na wiedzy. Innowacje o różnorodnym charakterze sprzyjają zrównoważonemu rozwojowi, poprawie jakości życia, zmieniają rynek pracy, a także prowadzą do wzmacniania konkurencyjności regionu i kraju. Celem artykułu jest przedstawienie wyników analizy prowadzonej z perspektywy wysokości finansowania badań i innowacji w sektorze transportu w Unii Europejskiej, z rozróżnieniem źródeł publicznych i prywatnych. W artykule dokonano przeglądu aktualnych programów rozwoju innowacji w transporcie w Unii Europejskiej oraz wykorzystano wyniki badań i analiz pozwalających na zbadanie trendów w zakresie wysokości wydatków na badania i rozwój w transporcie. Ponadto, na podstawie najnowszych dostępnych danych statystycznych, oszacowano poziom finansowania badań i rozwoju na szczeblu poszczególnych krajów w ujęciu gałęziowym oraz z podziałem na wydatki publiczne i wydatki przedsiębiorstw. Dowiedziono nieskutecznej polityki innowacji na szczeblu UE oraz ścisłej relacji między wydatkami a efektami w postaci wzrostu poziomu innowacyjności poszczególnych krajów.

Supporting innovation is a clear line of action of modern knowledge economies. Various types of innovations contribute to sustainable development, an increase of quality of life and changes on labour market and lead to strengthening the region’s or country’s competitiveness. The objective of the article is to present results of the analysis conducted from the perspective of the amount of funding for research and innovation in the transport sector in the European Union, taking into account the distinction between public and private sources. In the article current policy programmes for the development of innovations have been reviewed and additionally results of studies and analyses of trends in terms of the amount of expenditure on research and development in transport have been examined. Moreover on the base of the latest available statistical data it is evaluated the level of public and enterprises R&D funding in different countries and specific transport modes. Ineffective innovation policy at the EU level and close relationship between expenditures and effects in the form of increase in the level of innovation of individual countries has been proved.

W artykule podjęto interdyscyplinarny temat dotyczący wpływu innowacyjnych rozwiązań w transporcie miejskim na jakość życia mieszkańców biorących udział w tym procesie transportowym. Artykuł podzielono na kilka podrozdziałów. Pierwszy z nich koncentruje się na istocie innowacji usług. Rozwiązania innowacyjne, które są wdrażane w obszarze logistyki miejskiej bezpośrednio wpływają na prawidłowy, zrównoważony rozwój społeczno-ekonomiczny miasta. Dlatego też drugi podrozdział dotyczy charakterystyki miasta i jakości życia mieszkańców. W podrozdziale tym zwrócono uwagę w ramach systemu miejskiego na potrzebę realizacji szeroko pojętego zrównoważonego rozwoju, uwzględniającego obszary ekonomiczny, ekologiczny i społeczny. Kolejny podrozdział opisuje innowacje w transporcie miejskim. Główny nacisk w tym podrozdziale położono na systemy telematyczne, będące integracją informatyki z telekomunikacją. Kolejne dwa podrozdziały dotyczą aspektu poznawczego artykułu. Podrozdział piąty zawiera deskrypcję założeń badawczych, z przedstawieniem innowacyjnych rozwiązań analizowanych w badaniu. Podrozdział szósty zawiera wybrane wyniki zrealizowanego badania, w odniesieniu do głównych pytań badawczych, którymi były: najistotniejsze cechy komunikacji z punktu widzenia mieszkańców, największe mankamenty podróżowania komunikacją miejską, ocena wpływu wprowadzonych innowacyjnych rozwiązań na jakość życia mieszkańców oraz możliwe dalsze usprawnienia w komunikacji miejskiej. Artykuł zakończono podsumowaniem odnoszącym się do treści teoretycznych i poznawczych.

In the article took up interdisciplinary topic concerning influence of innovative solutions in municipal transport on citizens’ quality life attending in this transportation process. The article was divided into a few subchapters. First of them concentrates on meaning of innovative services. Innovative solutions which are implemented in area of city logistics directly influence on proper, balanced social-economic growth of city. That is why the second subchapter concerns description of city and citizens’ quality life. In this subchapter put emphasis in the framework of city system on need of realization of wide understood balanced growth, including economic, ecological and social areas. Another subchapter describes innovations in city transport. Main emphasis in this subchapter is put on telematics systems being integration of informatics with telecommunication. Next two subchapters concern cognitive aspect of the article. Fifth subchapter includes description of research assumption with presentation of innovative solutions analyzed in research. Sixth subchapter embraces results of made research with reference to main research questions which were: important features of communication from citizens point of view, biggest weak points of city communication’s driving, assessment of influence of implemented innovative solutions on citizens’ quality life and possible further improvements in city communication. The article has been finished by summary including reference to theoretical and empirical contents. Key words: innovations in transport, quality of life.

W artykule omówiono istotę i znaczenie karty miejskiej jako innowacyjnego rozwiązania przewidywanego do zastosowania, do jesieni 2014 roku, w miejskim transporcie zbiorowym w Radomiu. Karta miejska to w największym skrócie: elektroniczny system przepływu dnych i środków finansowych, który umożliwi pobieranie opłat za przejazd autobusami komunikacji miejskiej przy użyciu plastikowych kart z chipem. W początkowym okresie radomska karta miejska będzie służyła jako elektroniczny nośnik dla biletów okresowych obowiązujących w komunikacji miejskiej. Kartą będzie można posługiwać się także jak elektroniczną portmonetką i płacić nią za pojedyncze przejazdy autobusami. Nieco później władze Radomia zamierzają rozszerzyć funkcjonalność karty, tak by możliwe było kodowanie na niej dodatkowych usług. Po tej modyfikacji radomska karta miejska mogłaby zastąpić bilety parkingowe w Strefie Płatnego Parkowania Niestrzeżonego, legitymacje szkolne, studenckie, karty biblioteczne czy bilety wstępu na baseny Miejskiego Ośrodka Sportu i Rekreacji. Kartę będzie można doładowywać przez całą dobę w specjalnie do tego celu przeznaczonych automatach biletowych, a także poprzez Internet czy telefon komórkowy. Ponadto nowy system będzie zawierał moduł Systemu Dynamicznej Informacji Pasażerskiej (SDIP). Dzięki temu modułowi pasażerowie uzyskają informacje o rzeczywistym czasie przyjazdu autobusu lub o ewentualnych zmianach w rozkładzie jazdy. Nadzór i obsługę systemu pełnić będzie Centrum Nadzoru Ruchu, zlokalizowane w siedzibie organizatora przewozów – MZDiK Radom.

The article discusses the nature and importance of the city card as an innovative solution to be implemented by the autumn of 2014, in the urban public transport in Radom. In short, the city card is an electronic data and financial resources transfer system which allows to pay for bus public transport with smart (chip) cards. In the beginning Radom city card will serve as a storage medium for the current season tickets in public transport. Card will also be used as an electronic wallet and pay with it for single bus tickets. Later, the Radom authorities intend to extend the functionality of Radom city card with additional services. After this modification Radom city card could replace parking ticketsin the Paid Unguarded Parking Zone, school ID cards, student library cards or tickets to the pools of Municipal Sports and Recreation Centre. There will be a possibility to charge cards 24 hours in a special vending machines, as well as through the Internet or mobile phone. In addition, the new system will include a module of the Dynamic Passenger Information System (SDIP) so that passengers will have real time information on bus arrival and changes in the timetable. The Traffic Supervision Centre – located in the premises of transport organizer – MZDiK Radom – will control and operate the system.

Wspieranie i zwiększenie innowacyjności oraz konkurencyjności polskiej gospodarki to cele strategiczne Polski w UE, zgodne z wytycznymi zawartymi w dokumentach unijnych. Obowiązek i chęć wypełniania zaleceń europejskich daje możliwość nadrobienia zaległości cywilizacyjnych w stosunku do krajów Europy Zachodniej. Programy operacyjne zostały opracowane w celu organizacji pozyskiwania unijnych środków fi nansowych na zrealizowanie konkretnych projektów. Ze względu na znaczący udział transportu w budowaniu nowoczesnej gospodarki w ramach programów operacyjnych ustalone są priorytety, działania, poddziałania przeznaczone dla tego sektora. Inwestycje w transporcie wymagają wysokich nakładów fi nansowych, a bez pomocy ze strony UE w większości byłyby niemożliwe do zrealizowania. Podniesienie innowacyjności w transporcie jest niezwykle ważne dla rozwoju gospodarki narodowej.

The main aim of the article is to present the necessity of applying effi cient project’s management system in transport. This system should consists of reliable, fl exible and individual methods and techniques. The innovative character of each project requires readjusting of individual standard procedures. They depend on operating range, time, cost and quality. The European Commission approved the set of instruments which are used to create and manage a project. This is called the Project Cycle Management (PCM).
