The article analyses the essence, significance, and current state of technology transfer in Ukraine and the world in the face of the latest challenges. The relevance of this topic results from the rapid pace of the development of innovative technologies and the expansion of the scope of innovation activity both at the level of individual enterprises and at the state level as a whole. The main stages of technology transfer and their features are identified. The problem of technology transfer development is studied in the face of the challenges of our time (globalization, pandemic, martial law in Ukraine).

Artykuł analizuje istotę, znaczenie i aktualny stan transferu technologii na ukrainie i na świecie wraz z najnowszymi wyzwaniami. Aktualność tego tematu wynika z szybkiego tempa rozwoju innowacyjnych technologii i poszerzania zakresu działalności innowacyjnej zarówno na poziomie poszczególnych przedsiębiorstw, jak i na poziomie całego państwa. Zidentyfikowano główne etapy transferu technologii i ich cechy. Badany jest problem rozwoju transferu technologii z wyzwaniami naszych czasów (globalizacja, pandemia, stan wojenny w Ukrainie).

System świadectw charakterystyki energetycznej (ŚChE) istnieje już od prawie dwudziestu lat. Kolejne wersje dyrektywy o charakterystyce energetycznej budynków wprowadzały nowe wymagania lub poprawiały funkcjonowanie implementowanych przepisów. Sektor budownictwa ma istotny wpływ na redukcję zapotrzebowania na energię i emisję zanieczyszczeń, a tym samym spełnienie celów klimatycznych. Świadectwa charakterystyki energetycznej są doskonałym narzędziem, które może być wykorzystane w tym celu. W artykule przedstawiono realizowane obecnie międzynarodowe projekty obejmujące swoim zakresem system świadectw charakterystyki energetycznej. Pokazano, że w większości z nich chodzi o wzmocnienie wagi świadectw charakterystyki energetycznej oraz uzupełnienie ich funkcjonalności. Opisano także dziesięć tworzonych w ramach projektu X-tendo, innowacyjnych funkcjonalności nowej generacji ŚChE. Wprowadzenie ich do krajowych systemów zwiększy zaufanie do oceny i certyfikacji charakterystyki energetycznej i poprawi ich akceptację oraz przyspieszy modernizację budynków.

The system of energy performance certificates has been in place for almost twenty years. Successive versions of the recast directives on the energy performance of buildings introduced new requirements or improved the functioning of the implemented regulations. The building sector is important in reducing energy demand and pollutant emissions and thus meeting climate goals. Energy performance certificates are an excellent tool that can be used for this purpose. The article presents the currently on-going international projects on the system of energy performance certificates. It has been shown that most of them are about strengthening the importance of energy performance certificates and supplementing their functionality. It also describes the ten innovative functionalities of the next generation of EPC developed by the X-tendo project. Introducing them into national systems will increase confidence in the assessment and certification of energy performance, which will improve their acceptance and speed up refurbishment of buildings.

One of the ways of this is to use complex innovative Indexes as described in this publication Bloomberg Innovative Index. The aim of the publication is to analyze the sub-indexes in the Bloomberg Innovation Index from innovativeness point of view.

Na wzrost gospodarczy danego kraju wpływa wiele zmiennych, w szczególności czynniki produkcji, kapitał ludzki, stopień przedsiębiorczości czy nakłady na inwestycje. Dynamicznie zmieniające się otoczenie oraz rozwój sektora nowych technologii doprowadził do sformułowania nowego czynnika wzrostu gospodarczego jakim niewątpliwie jest innowacja. Samo pojęcie innowacji rozumianej jest niejednoznacznie. Zazwyczaj definiowane jest jako radykalna zmiana, wynalazek bądź nowość, szczególnie w kontekście produktu, a także technologii czy metod zarządzania, w ramach uwarunkowań dużych podmiotów gospodarczych. Stąd podjęty w artykule aspekt innowacji przy uwzględnieniu parametrów charakterystycznych dla sektora małych i średnich przedsiębiorstw.

A number of variables affect the country's economic growth, in particular the factors of production, human capital, entrepreneurship, and investment. The dynamically changing environment and the development of the new technology sector have led to the creation of a new determinant of economic growth, which is undoubtedly innovation. The very notion of innovation is understood ambiguously. Typically, it is defined as a radical change, invention or novelty, especially in the context of a product, as well as technology or management methods within the context of the conditions of large business entities. Hence, the context of innovation undertaken in the article, taking into account the parameters characteristic for the sector of small and medium enterprises.

W artykule omówiono sposoby oceny potencjału innowacyjnego krajów oraz parametry brane pod uwagę przy wyznaczaniu wskaźnika innowacyjności. Przedstawiono dwie listy rankingowe krajów pod względem ich innowacyjności, utworzone przez Komisję Europejską oraz największą agencję świata – Bloomberg. Scharakteryzowano wybrane miary innowacyjności, między innymi: liczbę dokonanych zgłoszeń patentowych i uzyskanych patentów, nakładów na działalność B + R, liczbę pracowników B + R, a także liczbę użytkowników internetu. Zwrócono uwagę na pozycję Polski w poszczególnych rankingach, w celu uświadomienia, jak wielkie wyzwanie stoi przed krajem, który chce zapewnić sobie rozwój gospodarczy.

The article discussed methods of assessment of the innovative potential of member states and parameters taken into account when determining the innovation index. Two ranking lists put forward by the European Commission and by the largest global agency – Bloomberg, in terms of member states` innovativeness, were presented. Selected innovation criteria were described, e.g. the number of patent applications made and patents obtained, expenditure on R + D work, number of R + D workers, or the number of website users. Attention was drawn to the position of Poland in the ranking lists, to raise awareness of the great challenges it faces in order to ensure its economic development.

W artykule podjęto próbę opisania zmian poziomu innowacyjności wybranych krajów Europy Środkowo-Wschodniej (Polski, Czech, Węgier i Słowacji), jakie nastąpiły po 2004 r. Punktem wyjścia były teoretyczne aspekty innowacyjności. Następnie uwaga została skoncentrowana na analizie danych statystycznych pozyskanych z Union Innovation Scoreboard. Artykuł zakończono podsumowaniem wskazującym główne wnioski.

The article describes changes in innovation level in selected European countries (Poland, Czech Republic, Hungary and Slovakia), which took place after 2004. At the beginig there was presented a theoretical aspects of innovation. Afterwards attention was directed to analysis of statistical data from Union Innovation Scoreboard. In the end of the article there was pointed the main conclusions.
