The information aiding of planning and operation of inland waterways fleet covers many items among which problems associated with analysis of existing waterways are especially important. Such analyses concern mainly their navigability features (from the point of view of elaboration of design assumptions for floating units) as well as planning land-waterborne transport links. Range of input data for the analyses is very broad hence they can be next used for managing the waterways. This paper presents a concept of forming the GIS data model for the purposes of INCOWATRANS project with taking into consideration the existing data and their possible usage by the administration of waterways and their other users.

[...] Transport wodny śródlądowy w Polsce ma bardzo niski udział w rynku usług transportu lądowego (poniżej 1 % ). W żadnym z krajów europejskich posiadających żeglowne drogi wodne żegluga śródlądowa nie ma tak marginesowego znaczenia . W ostatnich pięciu latach średnieroczne przewozy tą gałęzią transportu w Polsce kształtowały się na poziomie 9,3 min ton. Choć wyniki przewozowe w 2000 roku pozytywnie odbiegają od średniej (przewieziono 10,4 min ton), to trudno to jeszcze uznać za stałą tendencję. [...]

The marke, share of inland waterway transport in Poland is very low (about 1 %). There are many obstacles in development of this sector. The most tmportant, are: infrastructure of waterways, substructure of inland ports, barges and fiscal stringency. This paper contains characteristics of mention above obstacles, SWOT analysis for the Polish Inland navigation shipowners, new regulations of sector and recommendattons for transport policy.
