Best practices in managing inland ports in Europe

Inland ports in Europe, having undergone transformation for several decades, have become multifunctional economic spaces. Currently, these are not only transport nodes in land-water traditional transport chains but today also supply the locations of intermodal terminals, distribution centers, service and production companies, or technology parks. Multifunctional inland ports also form part of the economic systems of cities and regions, contributing to their development. The aim of this article is to present the best practices in managing inland ports in Europe. In the article, using the results of research on inland waterway transport, it is pointed out what practices in managing inland ports have led, in many cases, to their increased importance in both multi-branch transport systems and the economic development of cities and regions. The study used literature on the subject, specific information on selected European inland ports, and development strategies for selected regions in Europe, including inland waterway transport. On the basis of the above, best practices leading to the long-term development of inland ports and maximizing the added value arising in their areas were determined.

Planowanie przestrzenne stanowi pochodną kilku czynników natury przyrodniczej, ekonomicznej, rynkowej, technicznej, społecznej i politycznej. W planowaniu przestrzennym śródlądowych portów wodnych jako główne czynniki przyjmuje się konfigurację powierzchni terenu, tzn. jej kształt (rzeźbę terenu) oraz obecność i wzajemne położenie obiektów i punktów charakterystycznych portów wodnych. Dodatkowo w planowaniu przestrzennym i lokalizacji duże znaczenie ma przeznaczenie portu, planowanej struktury obrotów towarowych, prognozowanego ruchu statków, ciągów komunikacyjnych, stosowanej technologii przeładunków, a także od przewidywanego popytu na rozwój żeglugi i handlu drogą śródlądową. W artykule opisano kryteria uwarunkowań logistycznych planowania lokalizacji i dostępności transportowej portu śródlądowego w dolnym odcinku rzeki Wisły. Dokonano oceny intensywności ruchu statków, planowania przestrzennego portu oraz uzasadnienia ekonomicznego.

Spatial planning is a derivative of several natural, economic, market, technical, social and political factors. In spatial planning of inland water ports, the configuration of the land surface, i.e. its shape (relief) as well as the presence and mutual location of objects and points of characteristic water ports are assumed as the main factors. In addition, the planning of the port, the planned structure of trade in goods, forecasted ship traffic, communication routes, applicable transshipment technology and the anticipated demand for the development of shipping and inland waterway trade are of great importance in spatial planning and location. The article describes the criteria of logistic conditions for planning the location and transport accessibility of the inland port in the lower section of the Vistula River. The intensity of vessel traffic, port spatial planning and economic assessment were assessed.

Prezentowany artykuł dotyczy analizy wybranych technologii informatycznych, wspomagających zarządzanie ruchem ładunków i statków zarówno przy podejściu do portu, jak i na jego terenie. Jego celem było wykazanie znaczenia tych technologii w działalności usługowej portów śródlądowych. W artykule opisano usługi dyspozycyjne i techniczno-wykonawcze, świadczone w portach śródlądowych. Scharakteryzowano wybrane systemy i technologie informatyczne wykorzystywane do zarządzania ruchem w porcie, a także zarządzania ruchem statków i ładunków. Określono także potencjalnych użytkowników systemów informatycznych. Ponadto przedstawiono koncepcję zintegrowanych systemów informatycznych dla portów śródlądowych, wyszczególniono ich zadania i czynniki warunkujące ich utworzenie. Z przeprowadzonych rozważań wynika, że integracja różnych systemów informatycznych w jeden system pozwoli usprawnić działalność usługową portów śródlądowych i zwiększyć ich udział w obsłudze ładunków i pasażerów w relacjach krajowych i międzynarodowych.

The article concerns the analysis of selected information technology, supporting traffic management of loads and ships both in the access to the port and on its area. The aim of the article was to show the role and importance of these technology in inland ports service activity. The article describes dispositional and technical-executive services provided at inland ports. Selected systems and technologies used to manage the traffic in the port area, as well as cargo and ships traffic were characterized. Potential users of information systems were identified. In addition, a concept of integrated information systems for inland ports was presented, tasks of these systems and factors influencing on their creation were specified. Conducted considerations show that integration of different systems into a single system will improve inland ports service activity and increase their participation in cargo and passengers handling in national and international relations.

Logistics hubs are considered for an important element in the logistics chain. They reduce downtimes during transport of cargo between suppliers and consumers. They offer a wide range of logistics services such as handling, storage or distribution of cargo. Logistics hubs which arise randomly or according to a set mode have various forms. Inland ports can also be considered for logistics hubs. Inland ports together with vessels and waterways create the pillars of the inland navigation system. They participate in transport of cargo between consignors and consignees.
