The use of ICT, development of the offer and spatial changes in the building of the day care home for elderly and sick in Tarnowskie Góry (Poland), case study

New Internet technologies allow building relationships via social networks and lessening social exclusion. While researching the needs of the residents of the building of the Day Care Home for Elderly and Sick People in Tarnowskie Góry, the author analyzed the possibilities of using information and communication technologies (ICT) to expand the institution's offer and increase the number of residents. The essence of the study was to determine the social needs of seniors and to check what forms of Internet activities are possible. The interaction with the Day Care Home participants via the Internet requires appropriate space organization. Therefore, it was important to check whether seniors are ready for new forms of social interactions and if they are willing to acquire new knowledge and to further expand their skills. The subject discussed in the article was part of a broader study on the analysis of the needs of seniors to reorganize the space in the building and its surroundings. The research tools used have shown how important it is for seniors to establish analog contacts and build friendships during joint meetings and games. Research shows the degree of use of basic digital tools and the limitations of learning new digital tools. At the same time, the dynamics of changes within this age group is visible. There is also a notice- able need for a flexible approach to urban and architectural solutions, allowing for changes in the near future without large investment expenditures. The results of this research were confronted with the results of the study on the use of technology during COVID-19.

The subject literature provides knowledge about various contemporary concepts of urban development, emphasizing a variety of goals and priorities of this process. Although sustainability should be a key objective of development policy, the methods of achieving it seem to be diverse. As a result, there are many theories describing development processes on a local scale, but there are no scientific attempts to summarise them or to comprehensively evaluate them. In the presented article such an attempt was initiated – the evolution of the concept of sustainable development in the context of transformation of the role of man in socio-economic and political processes from homo-oeconomicus to homo cooperativus was outlined and the assumptions of contemporary concepts of urban development (smart city, eco city and compact city) were identified and evaluated in terms of their cohesion and implementation of sustainable development principles. On this basis, a conceptual framework for an inclusive urban development model was defined, considering their key values in a synergic way.

Literatura przedmiotu dostarcza wiedzy na temat coraz to nowszych koncepcji rozwoju miast, akcentujących różnorodne cele i priorytety tego procesu. Pomimo, iż kluczowym celem prowadzenia polityki rozwoju powinna być trwałość, postulowane metody jej osiągania wydają się być zróżnicowane. W efekcie równolegle funkcjonuje wiele teorii opisujących procesy rozwoju w skali lokalnej, przy czym brakuje naukowych prób ich podsumowania, czy kompleksowej oceny. W prezentowanym artykule podjęto taką próbę – zarysowano ewolucję koncepcji rozwoju zrównoważonego w kontekście transformacji roli człowieka w procesach społeczno-gospodarczych i politycznych od homo-oeconomicus do homo cooperativus oraz zidentyfikowano i poddano ocenie założenia współczesnych koncepcji rozwoju miast (smart city, eco city i compact city), pod kątem ich spójności i realizacji zasad rozwoju zrównoważonego. Na tej podstawie określone zostały ramy koncepcyjne dla modelu inkluzywnego rozwoju miast, uwzględniającego w sposób synergiczny ich kluczowe wartości.

Celem artykułu jest przybliżenie problemu wykluczenia społecznego oraz pokazanie możliwości jego ograniczania poprzez inkluzję społeczną. Artykuł powstał w oparciu o wstępny przegląd dobrych praktyk organizacji w zakresie przeciwdziałania wykluczeniu społecznemu poprzez podejmowanie przedsięwzięć z obszaru społecznej odpowiedzialności biznesu czy zarządzania różnorodnością.

This article presents the theoretical aspects of social exclusion and shows the possibility of reducing its size through social inclusion. This article is based on a preliminary review of good practices organizations in countermeasure social exclusion by undertaking actions in the area of corporate social responsibility and diversity management.

Artykuł jest próbą ukazania znaczenia edukacji ustawicznej jako zjawiska inherentnie stymulującego i determinującego zrównoważony rozwój. W pracy podkreślono istotność edukacji ustawicznej jako elementu wpisującego się w nurt tzw. procesu Lifelong Learning popularyzującego i upowszechniającego uczenie się i zdobywanie nowych kompetencji przez całe życie. W artykule zaakcentowano również nieodłączny wymiar edukacji ustawicznej jako czynnika sprzyjającego inkluzji społecznej jednostki, zapobiegającego jej wykluczeniu i marginalizacji, a tym samym warunkującego wdrażanie założeń polityki zrównoważonego rozwoju na poziomie nie tylko lokalnym czy regionalnym, ale także globalnym. Ponadto wskazano możliwe przeszkody uniemożliwiające lub spowalniające proces edukacji ustawicznej jednostki.

The article is an attempt to show the significance of continuing education as a phenomenon inherently stimulating and determining sustainable development. The work emphasizes the importance of permanent education as an element of the Lifelong Learning process popularizing and disseminating constant learning and acquiring new skills. Moreover, the article accentuates the immanent aspect of ongoing education as a factor supporting the social inclusion of the individual, preventing the exclusion and marginalization and thus conditioning the implementation of the assumptions of sustainable development, not only at local or regional but also at global level. In addition, possible obstructions that prevent or inhibit the process of the person’s continuing education are indicated.
