Katastrofy budowlane powstałe na skutek występowania oddziaływań losowych

W artykule omówiono zagrożenia powstania katastrof obiektów budowlanych, które mogą zaistnieć przy działaniu czynników losowych, takich jak silne i porywiste wiatry, duże opady śniegu, czy wybuchy gazu. Przedstawiona analiza katastrof budowlanych dotyczy okresu 2008-2018, które miały miejsce na terytorium Polski. Zebrane materiały mogą posłużyć identyfikacji obszarów ryzyka w celu oceny powstających zagrożeń i podejmowania skutecznych działań zmniejszające negatywne skutki tych zdarzeń.

The article discussed the risks of catastrophes of building structures, which can occur with random factors such as strong and gusty winds, heavy snowfall, or gas explosions. The presented analysis of construction disasters covered the period 2008-2018, which occurred in Poland. The collected materials can be used to identify areas of risk in order to assess emerging risks and take effective measures to reduce the negative effects of these events.

W artykule przeanalizowano sprawozdania z działalności Państwowej Inspekcji Pracy w latach 2015-2020 i przedstawiono sekcję budownictwo pod względem wypadkowości na tle innych sekcji gospodarki narodowej. Ponadto dokonano analizy konkretnych wypadków budowlanych z ostatnich lat jako zdarzeń niezamierzonych. Przedstawiono ich opis, wskazano główne przyczyny oraz środki, które mogłyby tym wypadkom zapobiec. Podjęto próbę odpowiedzi na pytanie, dlaczego pomimo rozwijających się technologii, obowiązku prowadzania szkoleń dla pracowników i konieczności stosowania przepisów związanych z bezpieczeństwem pracy nie obserwuje się spadku liczby wypadków oraz jakie działania należałoby wdrożyć by sytuację tę poprawić.

The article analyzes the reports on the activities of the National Labor Inspectorate in 2015-2020 and presents the construction section in terms of accident rates compared to other sections of the national economy. In addition, specific construction accidents from recent years as unintentional events have been analyzed. Their description was presented, as well as the main causes and measures that could prevent these accidents. An attempt was made to answer the question why, despite the development of technologies, the obligation to conduct training for employees and the need to apply regulations related to occupational safety, the number of accidents is not decreasing and what measures should be implemented to improve this situation.

National Road Safety Program 2013-2020 assumes to reduce fatalities by half and seriously injured by 40% from 2010 to 2020. It means that no more than 2,000 people per year should die on Polish roads and no more than 6,900 people should suffer serious injuries in traffic accidents. The experience of other European Union countries with improving road safety gives hope that these goals are still realistic, but there is a need to intensify the activities carried out in this area. In Poland, more and more institutions are taking part in the process of improving road safety: state institutions, nongovernmental organizations, local governments, enterprises, scientific and research institutions, the media and many others. The study presents the problem of road safety in the city of Bytom on the basis of its analysis in the years 2013-2017. It discusses the types of road accidents and their classification. Moreover, the paper describes the issues illustrating the situation on roads that have a particular impact on the safety level of road users, among others, the number of road accidents, reasons for their occurrence, the consequences and groups of perpetrators of accidents. It also describes actions and initiatives taken to improve road safety in the city of Bytom.
