Analiza stanu infrastruktury transportu wskazuje, że istnieje dysproporcja miedzy inwestowaniem w rozwój infrastruktury, zwłaszcza drogowej, a finansowaniem robót utrzymaniowych, remonty i modernizację. Konsekwencją jest zły stan techniczny infrastruktury. Dotyczy to zwłaszcza kolei i dróg samorządowych. Konieczna jest zmiana w podziale środków finansowych między budowę nowych elementów infrastruktury a modernizację, remonty i utrzymanie istniejących.

The analysis of the condition of transport infra-structure in Poland shows that there is a lack of balance between financial resources allocated between investing in the development of infra-structure (in particular, new roads) and financing maintenance, repair and upgrading of existing components of transport infrastructure. It results in poor conditions of pavements and bridges. This is particularly true in case of roads managed by the local governments and railways. The change in distribution of financial resources should be considered. Operational and financial programs should be based on in-depth economic analysis which takes into account the life-cycle of infrastructure and the costs of users. In general, matters of diagnosis of transport infrastructure and its maintenance and upgrading are among the challenges of scientific community.
