The article aims to present a part of the research results on implementing the management function in selected libraries of Polish military higher education institutions concerning the planning function. In an organization such as a scientific library, planning is the most crucial management function, especially in such a specific one as a military university library. The analysis of information infrastructure factors made it possible to evaluate the implementation of individual management functions in the analyzed military libraries, including the planning function as the most important for information resources management. The assessment of the implementation of the planning function shows significant implications that may contribute to the optimization of information infrastructure management in a modern military higher education institution library.

Celem artykułu jest zaprezentowanie fragmentu wyników badań nad realizacją funkcji zarządzania w wybranych bibliotekach uczelni wojskowych w Polsce dotyczący funkcji planowania. W organizacji takiej jak biblioteka naukowa planowanie jest najważniejszą funkcją zarządzania, a szczególnie w tak specyficznej, jaką jest biblioteka uczelni wojskowej. Analiza czynników infrastruktury informacyjnej pozwoliła na ocenę realizacji poszczególnych funkcji zarządzania w analizowanych bibliotekach wojskowych, w tym funkcji planowania – najistotniejszej z punktu widzenia zarządzania zasobami informacyjnymi. Z oceny realizacji funkcji planowania wynikają znaczące implikacje mogące przyczynić się do optymalizacji zarządzania infrastrukturą informacyjną współczesnej biblioteki uczelni wojskowej.

The article addresses the directions of management development in military libraries of higher education institutions in Poland. These changes are noticeable in such areas as information technology, interpersonal communication, spatial architecture, and library budget. The article also presents two most important and largest libraries in the Polish Armed Forces, namely the Library of the War Studies University and the Library of the Military University of Technology. It provides a brief historical outline of the mother universities of these libraries and the beginnings of their activities. Then, the essential modern solutions implemented there and have directly contributed to their development, are analyzed.

W artykule przedstawiono kierunki rozwoju zarządzania w wojskowych bibliotekach szkół wyższych w Polsce. Zmiany te zauważalne są m.in. w takich obszarach jak: technologia informacyjna, komunikacja międzyludzka, architektura przestrzenna czy budżet biblioteki. W artykule przedstawiono także dwie najważniejsze i największe biblioteki w Siłach Zbrojnych RP, a mianowicie: Bibliotekę Akademii Sztuki Wojennej oraz Bibliotekę Wojskowej Akademii Technicznej. Zaprezentowano krótki rys historyczny macierzystych uczelni tych bibliotek oraz początki ich działalności. Następnie przeanalizowano najważniejsze nowoczesne rozwiązania, które zostały tam zaimplementowane i które bezpośrednio przyczyniają się do rozwoju omawianych bibliotek.

The paper presents selected security problems in ICT systems and OT used in industry. In the Industry 4.0 era, the knowledge and competence of the IT staff and the maintenance staff must be linked. Selected problems and their analysis and solutions form the semi-secure network and use of NoSQL databases as a database bridges are presented in the article for various branches of industry.

The article deals with the diagnosis of the current state in relation to responsibility in the flexible area of cyberspace which is itself hard to define, in the context of security, especially its transsectoral informative part; Polish statutory, strategic and program solutions are presented in the light of EU standards. The study includes a review of threats (mainly information and ICT infrastructure) and their scopes (systemic, economic, socio-cultural) and addressees obliged to preventive and eradication activities (primarily public authorities, but also other, e.g. commercial entities or representatives operating on the market of information society); it also touches on the substantive and institutional cooperation issues at the European level.

Artykuł odnosi się do diagnozy obecnego stanu prawnego w przedmiocie odpowiedzialności w obszarze cyberprzestrzeni, który sam w sobie jest trudny do zdefiniowania. Polskie rozwiązania ustawowe, strategiczne i programowe przygotowywane są w warunkach standardów UE. Analiza obejmuje przegląd zagrożeń (głównie związanych z infrastrukturą informacyjną i teleinformatyczną) i ich uwarunkowań (systemowych, ekonomicznych, społeczno-kulturowych). Istotną kwestią jest ustalenie adresatów zobowiązanych do działań zapobiegawczych i eliminacyjnych (przede wszystkim władz publicznych, ale także innych, np. podmiotów komercyjnych lub przedstawicieli działających na rynku społeczeństwa informacyjnego). Odpowiedzialność za działania w sieci dotyczy także kwestii współpracy merytorycznej i instytucjonalnej na poziomie europejskim.

Aby rozpocząć pasażerskie przewozy kolejowe - objęte lub nieobjęte obowiązkiem służby publicznej - nie wystarczy sam dostęp do linii kolejowej. Artykuł, na podstawie studiów przypadków, pokazuje problemy związane z dostępem do infrastruktury dworcowej, informacyjnej oraz ich możliwe rozwiązania. Zignorowanie istniejących zagrożeń może nie tylko zakłócić procesy konkurencyjne, ale również odbić się negatywnie na integracji poszczególnych przewoźników kolejowych.

Omawiając problemy rozwoju internetu na tle ogólnej problematyki Światowego Szczytu Społeczeństwa Informacyjnego (WSIS), skoncentrowano się na tematyce Internet Governance jako próbie budowy nowego światowego ładu informacyjnego, uwzględniającego realia XXI wieku. Podkreślając znaczenie, jakie w tych realiach odgrywają technologie informacyjne i dostęp do informacji, szczegółowo przedstawiono rozwiązania proponowane przez The Working Group on Internet Governance (WGIG) oraz ich ujęcie w dokumentach końcowych WSIS. Ponadto podano wnioski dla Polski.

Discussing problems of the Internet future against a background of general issues regarding the World Summit on the Information Society (WSIS) the Author concentrates on the Internet Governance subject, as on the attempt to build new global information order which suits the 21st century reality. Emphasising importance of information technology in this reality the Author puts forward in details solutions proposed by The Working Group on Internet Governance (WGIG) and their presentation in the WSIS final documents. The article ends with the statement of conclusions for Poland.

Omówiono źródta i uwarunkowania rozwoju nowej koncepcji prowadzenia operacji militarnych zwanej walką sieciocentryczna. Przedstawiono jej reguty oraz sformułowano podstawowe wymagania systemowe i techniczne na infrastrukturę informacyjną systemu wspomagania dowodzenia. Podkreślono rolę technik informacyjnych w osiąganiu dominującej pozycji w walce. Szczególną uwagę zwrócono na te techniki informacyjne, które wyznaczać będą tempo oraz zakres osiągania przez sity zbrojne zdolności do prowadzenia operacji sieciocentrycznych.

The origins and conditions of development of an emerging theory of war in the information age, called Network Centric Warfare, is presented in the paper. It describes the rules of conducting an advanced military operation in networked environment and specifiesthe basie requirements for command and control networking and information infrastructure development. The paper emphasizes a fundamental role of information technologies in achieving decision superiority. In particular, it describes selected technologies that significantly stimulate the scalę and progress in obtaining networked enabled capability.
