The basic research method used in writing the article was the institutional and legal method, and the auxiliary research method was the comparative method. The main research goal undertaken in the article is an attempt to establish and specify threats to the security of personal data in the sphere of spatial planning. Spatial development is a process of constant changes of space into more complex and more perfect states. This is a positive process. The course of changes is continuous, but due to the difficulty of coordinating activities and the contradictions resulting from different expectations of individual users, it is not equal.

The paper refers to term of information and the importance of information in information systems and purpose action. Potential aggressor causing destruction of information systems can cripple functioning of organization or all over the nation. It means that threats of information sphere are getting real threats for National Security. The knowledge of surrounding area situation and the occurrence of the threats is required to defend. The key element in mentioned range is got information dominance that can be given by realization of information operations.

The general model of European cybernetic space (EPC) was introduced by users. The model was shaped by of supplies of infrastructure UE. Both individual, and the institutional users of the EPC are risked on informative threats, among which the most dangerous become the threat the cyberterroristic. In the analyses the level of development of European informative society were introduced and the initiative of UE in range of growth of safety the EPC as well. The basic scripts were presented for security the possible the and probable cybernetic threats of the EPC and as the conditions of safe European informative society as well.

The turn of the century initiated the two faced phenomenon: globalization and society of global information. The reason of this was the accumulation of many processes: social and political, economical, scientific and technological. The most important here is the dynamic progress in information technology. The author speaks about the basic aspects of so called critical infrastructure of a nation that has crucial meaning for national security. Additionally, he defines many concepts of a combat and information superiority. He presents the information threats and their influence on information security in the national security system. A part of the paper is devoted to the role of comprehensive research on the information security of a nation and on the models of information warfare as an essential designing condition: of information security policy and the strategy of information security and risk managing.
