Obecność Polski w strukturach europejskich implikuje zarówno konieczność dostosowywania prawa krajowego i kierunków rozwoju sektora elektroenergetycznego do determinant unijnych, jak również monitorowanie i zagwarantowanie aktualności oraz zgodności z wytycznymi kierunkowymi mechanizmów już zaadoptowanych. W artykule opisany został jeden z procesów sprawozdawczych, dotyczący obowiązkowego informowania odbiorców zużywających energię elektryczną, o strukturze paliw pierwotnych wykorzystanych do jej wyprodukowania oraz wpływie tej produkcji na środowisko naturalne. W pracy omówione zostały podstawy prawne oraz forma i sposób implementacji dyrektyw do prawa rodzimego. Zdaniem autorów, regulacje szczebla krajowego powinny podlegać procesom ciągłego monitorowania i dostosowywania do bieżącego otoczenia i potrzeb rynku, a ich efektem powinny być rzetelne, wiarygodne i porównywalne na przestrzeni lat informacje. W tym kontekście, mając jednocześnie na uwadze doświadczenia z kilkuletniego funkcjonowania tego mechanizmu, w referacie sformułowana została i zdaniem autorów pracy skutecznie obroniona teza, o nieefektywności przyjętych rozwiązań prawnych. Ich rezultatem jest cykliczne ponoszenie przez sprzedawców energii wysiłku oraz zaangażowanie czasu i środków w przygotowanie informacji nie niosących ze sobą żadnej wartości. Dowód dla postawionej tezy stanowi opis praktycznej strony przygotowywania przedmiotowych informacji wraz z wykazem i charakterystyką popełnianych błędów i efektów dowolnej interpretacji prawa. W referacie wskazane i scharakteryzowane zostały także propozycje kierunków zmian obowiązujących rozwiązań regulacyjnych, bazujące na jednej z nowoczesnych koncepcji zarządzania strategicznego

Polish presence in the European structures implies both the need to adapt national laws and directions of development of the power sector to the determinants of the EU, as well as to monitor and ensure continuous relevance and compliance with the guidelines of directional mechanisms already adapted. The paper describes one of the reporting processes dealing with mandatory information given to energy consumers concerning the structure of primary fuels used to produce energy, and the impact of this production on the environment. This paper discusses the legal basis and the form and method of implementation of EU directives to the domestic law. According to the authors, the regulations at national level should be continuously monitored and adapted taking into account the environment and current market needs, and the result should be an accurate, reliable and comparable information over the years. In this particular context, bearing in mind the experience of several years of this mechanism functioning, the paper successfully defends the authors' thesis on the ineffectiveness of regulatory framework. Energy sellers make a huge effort and the commitment of time and resources in preparing the information which carries no value. Evidence for the thesis is a description of the practicalities of preparation of this information, together with a list of mistakes and their characteristics and effects of any interpretation of the law. The paper identifies and characterizes the proposals to change current regulatory solutions, based on the one of the modern concepts of strategic management called coopetition.

Typically, as the information reliability is understood as accuracy of the data provided to the recipient. However, in transport safety is the most important element of the persons involved. This security is often directly dependent on the correct measurement of physical phenomena and interpretation of data received by the vehicle driver. Also it is important not only to transfer data and correct, but their formation and the proper interpretation. This set of factors affecting the accuracy of the reaction of transport users can be called reliable information in the transport telematics. In this publication will be described in the reliability of the information transport telematics as a whole process of creating the information until its interpretation and user interaction.

The paper presents a way for estimating the reliability of data obtained with video systems of traffic surveillance. It describes the elements of factors determining the reliability of this indicator and presents a method for determining it using a computer simulation. This indicator can be used for assessing the quality of services.
