The issues of maritime radiocommunication on the WRC-19

The article presents maritime radio communication issues being the subject of the World Radiocommunication Conference (WRC) meeting in 2019, including issues related to the modernization of Global Maritime Distress and Safety System (GMDSS). The preparation process for WRC-19 have been presented. The discussed issues were described from the substantive side as well. Finally, the position of IMO in relation to the maritime issues have been discussed. Some aspects of the World Radiocommunication Conference meeting in 2023 (WRC-23) were also presented.

Based on the technological initiatives among Maritime Higher Training and Education (MHET) institutions, this study explored the attitudes of academicians, senior lecturers and lecturers in Maritime Faculty of Istanbul Technical University toward information and communication technologies (ICT). The findings suggest that academicians, senior lecturers and lecturers have positive attitudes toward ICT in MHET institutions. This study constitutes firstly the definition of e-learning with the existing advantages and their integration methodology to higher education institutions via by MHET application. Then training and education system based management are discussed with IT applications to clearly identify the e-learning communities into maritime education. The outcomes for the utilization of communication in MHET are proposed not only with full time training model but also e-learning concept. Consequently the opportunities of e-learning with MHET are proposed for enable the institutions to benchmark their existing applications.

Lawinowy rozwój technologii informacyjnej wywiera bardzo znaczący wpływ na wiele różnych dziedzin życia. Z punktu widzenia metrologa, zajmującego się kształceniem studentów, ten wpływ dotyczy przede wszystkim technik pomiarowych oraz samego procesu kształcenia. Coraz większego znaczenia nabiera kształcenie na odległość realizowane z użyciem nowoczesnych technik internetowych. Rodzi się potrzeba opracowania systemów umożliwiających prowadzenie eksperymentów na odległość - przez Internet. Możliwość prowadzenia eksperymentu w ramach tzw. wirtualnego laboratorium, obejmującego zarówno symulacje, jak też zdalny dostęp do laboratorium rzeczywistego, powinna zapewniać studentowi zrozumienie istoty badanych zjawisk, zapoznanie się ze stosowanymi rozwiązaniami układowymi i technikami pomiarowymi. Przedmiotem referatu jest opis porównawczy dwu różnych sieciowych struktur organizacyjnych laboratorium wirtualnego. Pierwszą z przedstawionych struktur jest system z jednym tzw. centralnym serwerem, druga zawiera jeden serwer zarządzający oraz dowolną liczbę tzw. serwerów pomiarowych.

The nearly avalanche expansion of the Information and Communication Technology (ICT) strongly influenced many domains of our lives. From the viewpoint of an academic teacher, specialized in the area of Instrumentation and Measurement (I&M), these influences alter both measurement techniąues and didactic process. Distance learning based on Internet technology is becoming more and more popular. Remote virtual laboratories are very useful tools in the process of teaching in distance learning. Students can access virtual instruments via a computer network and carry out real experiments directly by using a simple standard commercial Internet Web browser. In this paper there is enclosed a comparative description of two different structures of Yirtual Laboratories. The first one is based on a single central server, the second on so called management server and a set of measurement servers.
