Z inspiracji członków Grupy Roboczej ds. krajowych inteligentnych specjalizacji (KIS 5 Inteligentne i energooszczędne budownictwo) przedstawiono propozycję oczekiwanych zmian prawnych, które mogłyby przynieść wymierne korzyści w poprawie efektywności energetycznej budynków.

The deterioration of thermal insulation due to moisture and biodegradation in the case of ETICS insulated facades often occurs in the first years of operation. This transfers into a reduction in the energy efficiency of the Polish constructions, in which ETICS is dominant. The research carried out by the author for almost three decades shows that in many cases the requirements for thermal insulation are not met already at the moment of handing over the buildings to use. The article presents the reasons for the occurrence of defects resulting in the increasing heat demand for heating over time. Following the example of many European countries, the requirements for façades in terms of durability should be specified and extended to include resistance to biodegradation. Inspired by the members of the Working Group for national smart specializations (KIS 5 Smart and energy-efficient construction), the article presents a proposal for the expected legal changes that could bring tangible benefits in improving the energy efficiency of buildings.
