Zagadnienie logistyki humanitarnej przedstawiono na przykładzie akcji prowadzonych w Syrii, gdzie trwa wojna domowa, która powoduje poważne konsekwencje humanitarne dla ludności cywilnej. Dla realizacji celu, jakim jest pomoc potrzebującej ludności, został przygotowany Plan Pomocy Humanitarnej, który stanowi główny element usprawnienia logistyki humanitarnej.

In the paper the Authors presented humanitarian logistics at the example of humanitarian actions in Syria, where the civil war that resulted in serious humanitarian consequences for the civilian population. In order to give help for affected people, has been prepared Humanitarian Assistance Response Plan, which is a main element to improve humanitarian logistics.

Katastrofy naturalne i sytuacje krytyczne zdarzają się coraz częściej, a ich skutki stają się coraz bardziej dotkliwe. Coraz więcej organizacji pozarządowych zwraca uwagę na potrzebę zwiększenia istniejących zdolności reagowania w przypadku zagrożeń. Wiele z nich wskazuje, że logistyka jest kluczem do osiągnięcia wydajnej i efektywnej pomocy humanitarnej. Wsparcie logistyczne akcji humanitarnych wymaga opracowania szczegółowych procedur redukujących lub eliminujących ryzyko związane z transportem, składowaniem i dostarczaniem pomocy najbardziej potrzebującym. Celem logistyki humanitarnej jest dostarczenie zasobów strategicznych w odpowiednie miejsce i w odpowiednim czasie, tak, by złagodzić skutki kataklizmów dla ludzi objętych ich obszarem.

Natural disasters and critical situations more and more often happen, and their effects are becoming more and more severe. Non-governmental organizations are paying attention to the need of increasing existing capacities of reacting in case of threats. Many of them shows that the logistics is a key to achieving the efficient and effective humanitarian aid. Logistic supporting of humanitarian actions requires drawing up detailed procedures reducing or eliminating the risk associated with transport, storing and the delivery of aid the most needing. Purposes of the humanitarian logistics delivering strategic resources into the appropriate place and in due time is in order to cushion effects of cataclysms for embraced people with their area.

The aim of his paper is to present specifics of humanitarian aid chains logistics in comparison to business supply chains, to define humanitarian logistics itself and to start discussions over this new research area of logistics.
