The Town of Bamberg has been inscribed on the UNESCO World Heritage List in 1993 due to its medieval urban layout and its well preserved buildings mostly from the Middle Ages and the Baroque era. A large part of the historic streets and squares still exist. They make up an essential part of the city’s public space. Yet, the demands placed on this public space are currently undergoing some changes - especially under the influence of climate change and the Corona pandemic. In line with the UNESCO Recommendation on the Historic Urban Landscape, Bamberg’s urban fabric is based on the historical stratification of cultural and natural values and features. The urban fabric relates to the landscape in which it is embedded – river Regnitz and the surrounding hills – as well as to religious traditions, trade activities and building customs. The aim of this paper is to analyze recent developments in the planning and use of public spaces in Bamberg taking into account current methods of participation. In 2020, the City of Bamberg was awarded the contract by the Federal Ministry of the Interior, for Construction and Home Affairs, for a project period of seven years as part of the "Smart Cities Model Projects" funding programme to promote digitalization at all levels of urban development. Accordingly, the contribution of digital technologies to urban planning and of citizen participation will receive special attention.

This paper considers some aspects of the way historic public space is understood in England, drawing on a selection of relevant guidance and research published by Historic England. This builds a picture of the way public spaces are dealt with in official heritage publications in England, and how this relates (or not) to international thinking, particularly the Historic Urban Landscape (HUL) approach. This is followed by some reflections on figure-ground mapping, which leads into a brief discussion of the ’Townscape’ campaign of The Architectural Review. The paper concludes with some reflections on the implications for conservation more broadly of seeing the city in terms of cultural landscape.

W artykule przedstawiono problem, jakim jest tworzenie elementów kompozycji krajobrazu o znaczeniu symbolicznym zarówno w skali miasta, jak i całego regionu oraz ich wpływ na sposób zagospodarowania terenów sąsiednich, z uwzględnieniem zmiany znaczenia miejsca i jego charakterem. Z inicjatywy Związku Studentów Niemieckich podjęta została, zakończona ogłoszeniem konkursu w 1899 r., ogólnonarodowa akcja budowy „wież ” poświęconych Bismarckowi, zpłonącym na ich szczycie wiecznym ogniem lub te ż innych form mauzoleów wprost odwołujących si ę do starogermańskiej tradycji upamiętniania wybitnych władców lub mitycznych bohaterów. Stała się ona pretekstem do tworzenia całej serii kompozycji krajobrazowych na obszarze Rzeszy Niemieckiej. Wieża w Szczecinie może stanowić ważny przyczynek dla analizy i oceny zarówno kreacji, jak i deprecjacji przestrzeni symbolicznej, na skutek zmian politycznych, a tak ż e próby przywrócenia znaczenia i charakteru symbolu „wieży” trwale wpisanego w panoramę miasta.

This work presents the problem of creating elements in the composition is symbolic landscape in both the scale of the city and the entire region and their influence on the adjacent land use, including changing the meaning of place and its character.
