The article presents proposals for a university management model supporting the process of strategic management at a university. The proposed model is based on the use of multi-criteria methods such as the 0–10 technique, object ranking, and optimisation methods – linear programming. The proposed solution integrates ranking and optimisation methods, the use of which may be helpful in the hands of managers in making management decisions. The proposed approach may also be helpful in developing a strategic scorecard, especially in the stage of formulating goals. It also enables the optimal selection of goals with the existing time constraints for the implementation of the strategy. The article presents a proposal for the use of the strategy implementation model and an example of its use. The strengths and weaknesses of the model were also indicated.

Lean is a philosophy that is seen as a solution to resolve the problem of efficiency in various industries. It can be used to eliminate all forms of waste in the workplace. The implementation of lean is not only applied in manufacturing but is very important to be applied in other fields, such as in Higher Education Institution. Studies on the topic of lean in the workplace have been carried out, but most of the study has been conducted within a manufacturing context. This study aims to determine the type of waste that is most important to be eliminated first by using the Waste Assessment Model and find the root of the waste problem. This study developed the relationship between waste and find out the effect of waste on each other in Higher Education Institution that focused on teaching and learning process. The steps of this study consist of three-step, such as waste identification, waste assessment, and root cause analysis. From data collection show that there are 46 forms of waste in the teaching and learning process. The results of the Waste Relationship Matrix showed three types of waste must be removed first, namely overproduction, defects, and non-utilized talents. 5-Why's is used to find out the root causes of waste which is the most important to be eliminated first in the teaching and learning process.

Purpose: Changes in the market of educational services require changes in the management of a higher education institution. The use of strategic management of a higher education institution, which should allow the improvement in the quality of education and research, as well as enable the implementation of innovation and building a strong competitive position also seem to be significant in this respect. Many researchers dealing with the issues of planning, formulation, implementation and monitoring of strategies in organisations are aware of the factors identified as success factors and barriers to strategy implementation. The article presents deliberations about higher education in Poland. A synthetic description of higher education is presented. The paper also identifies and presents a proposal to classify factors influencing the process of strategy implementation in a higher education institution. Design/methodology/approach: The authors of the article, based on an in-depth literature analysis and their own experience, specified 113 factors affecting the strategy implementation process in Polish higher education institutions. Findings: The authors of the article have decided to reconsider the subject of the effectiveness of strategy implementation in higher education institutions, focusing in particular on the critical factors affecting the effective implementation of a strategy in a higher education institution. Originality/value: The paper specifies 113 factors affecting the strategy implementation process in Polish higher education institutions.

Purpose: This study aims at presenting a set of factors influencing the process of strategy implementation in Polish higher schools. Approach: The pilot studies were carried out in higher schools based in Wrocław. 70% of public and non-public universities were analysed. A questionnaire was selected as the research method. On the basis of the results obtained, the authors offer some postulates and recommendations. Findings: The survey shows that in the analysed (public and non-public) higher schools, it is possible to specify groups of factors which, in the opinion of the respondents, are common for both types of higher schools and which have a significant (key) impact on the process of strategy implementation. The analysis of the results also allows specifying the factors differentiating both types of higher education institutions. Value: 70% of public and non-public higher schools were analysed.

W niniejszym artykule podjęto zagadnienie analizy strategii rozwoju szkół wyższych w Polsce. Zasadniczy problem został sformułowany w postaci pytania o zarządczy wymiar tych dokumentów. Autorka odpowiada na nie poprzez prezentację i interpretację wyników badań własnych, analizę literatury przedmiotu oraz obserwacje własne. Zaprezentowane wyniki wskazują na niewielki stopień przydatności zarządczej strategii rozwojowych szkół wyższych w Polsce.

This article depicts the issue of analysis of strategies development of higher education institutions (HEIs) in Poland. The fundamental problem was formulated in the form of question about the managerial dimension of these documents. The Author responds to them through the presentation and interpretation of own researches, analysis of literature and own observations. Presented results indicate a slight degree of managerial suitability of strategies development of HEIs in Poland.

The Ukrainian airlines’ fleet consists of civil aircrafts, 80 percents of which are manufactured abroad, in particular in the United States of America and in Western Europe. That is why it requires training of aviation specialists who perform maintenance operations of foreign and national modern aircrafts in accordance with the international standards. Principal aspects of national educational standards for aircrafts maintenance personnel training harmonization with EASA Regulations have been analyzed to show how to adjust the educational and training programs and curricula for training of aircrafts maintenance personnel according to Part-66 standards.

This article focuses on identification of the model approach to designing and implementing a development strategy in a higher education institution. The main reason for taking up the topic of formulating and implementing development strategies in higher education institutions is the growing demand for developing a model of designing and implementing strategies in entities of this type. Higher education institutions are specific organizations, therefore it is not possible to apply methods of the strategic analysis, which were designed mainly for creating strategies of enterprises, in the direct way. The aim of the article is to emphasize the role of the strategic thinking in the context of the management of a higher education institution. Moreover, it is in this article on the basis of the GUS data that the information on higher education institutions, academic staff and students was summarized. It is in the study that the method of document analysis was applied. The structure according to forms, types of higher education institutions and numbers of students were analysed. The evaluation of discussed changes of discussed parameters over time was carried out.

Artykuł koncentruje się na wskazaniu modelowego ujęcia procesu projektowania i wdrażania strategii rozwoju w uczelni wyższej. Zasadniczą przesłanką podjęcia tematu dotyczącego formułowania i implementacji strategii rozwoju w szkołach wyższych jest rosnące zapotrzebowanie ze strony uczelni na opracowanie modelu projektowania i wdrażania strategii w tego typu podmiotach. Uczelnia wyższa jest specyficzną organizacją, dlatego nie można w sposób bezpośredni zastosować metod analizy strategicznej, które zostały zaprojektowane głównie z myślą o budowaniu strategii przedsiębiorstw. Celem artykułu jest uwypuklenie roli myślenia strategicznego w kontekście zarządzania szkołą wyższą. Ponadto w artykule, na podstawie danych GUS, zestawiono informacje o uczelniach, kadrze akademickiej i studentach. W opracowaniu wykorzystano metodę analizy dokumentów. Analizie poddano strukturę uczelni według form, typu uczelni oraz liczby studentów. Dokonana została ocena zmian w czasie omawianych parametrów.

Transformacja systemu szkolnictwa wyższego, która jest realizowana w Polsce w ostatnich latach ma na celu nie tylko dostosowanie kształcenia do Zasad Bolońskich, ale również ma podnieść jakość usługi jaką jest nauczanie na studiach wyższych. Wysoki poziom jakości kształcenia w zdecydowanym stopniu wpływa bowiem na sprawność funkcjonującej administracji publicznej w stanach normalnych oraz w sytuacjach kryzysowych.

The article presents the theoretical frame work relating to the quality of education at higher education institutions. The author pays attention to the transformation of the system of higher education, which began in Poland a couple of years ago and which aims at adjusting the Polish education system to the Bologna principles and at improving the quality of higher education. The high quality of education has a considerable impact on the operational effectiveness of public administration under normal conditions and in crisis situations. The empirical research presented in the article confirms the validity of the assumption made. The final conclusions provide guidelines for higher education institutions and for the heads of public administration within the system of the management of the state.

In a global competition systemic improvement, reflecting upon systems, structures, organization, processes, methods and tools applied in an organization becomes crucial precondition of success. There is an urgent need for innovation and change, so learning becomes indispensible, not only on a personal level but also on an organizational level. Higher education institution (HEI), which mission is to create and generate knowledge, seems to be a perfect place to implement a concept of a learning organization. In the paper the analysis of the concept of organisational learning and learning organisation is presented with an attempt to indicate HEIs which of the ideas to follow. The author considers features within higher education institutions that encourage and hinder learning and presents the specific conditions of the application of the concept in the higher education setting.

W artykule przedstawiono podstawowe przesłanki przeprowadzania analiz porównawczych efektywności działania instytucji sektora publicznego. Opisano ogólną koncepcję metody DEA, która obecnie zajmuje na świecie wiodącą pozycję w tego typu badaniach. Omówiono przykłady zastosowań metody DEA w różnych obszarach sektora publicznego w kilku krajach. Sformułowano konkluzję o zasadności stosowania analizy porównawczej efektywności działania instytucji sektora publicznego również w warunkach polskich. Rozważania zilustrowano wynikami obliczeń efektywności działania polskich uczelni technicznych. Wskazano, że większość badanych uczelni posiada rezerwy efektywności technicznej i alokacyjnej

Public sector is being currently under intensified pressure to increase efficiency and improve quality of its activity. The pressure of government, local society, stake holders and media stimulates public sector development and motivates to experiment with new management methods. In the article basic premises of comparative analysis of public sector institutions efficiency are presented. In the global studies on comparative analysis of efficiency the Data Envelopment Analysis (DEA) is the leading method applied. In the article the general concept and key features of the DEA method are described. The examples of DEA implementation in different areas of public sector worldwide are presented. The conclusion is formulated that undertaking similar studies in Polish environment is justified. Considerations are illustrated with the calculation of Polish public technical universities efficiency. In the DEA model proposed the didactic subsidy comprises the input and the number of students and scientific grants is treated as the output. It is indicated that the majority of the universities under scrutiny possesses reserves of technical and allocative efficiency. The authors are convinced that the comparative analysis of efficiency can be one of the important stimulators of public service quality, public spending and public institutions management improvement.

Polish research and higher education sector is among the few fields of public life which so far have not undergone a major reform. Polish universities follow the functional pattern that emerged soon after the World War II. The model involves a strict hierarchy and an elective character of authorities. On the basis of a performed diagnosis of the current state, the author suggests the most important measures that need to be implemented to improve the condition of Polish higher education institutions.
