Artykuł przedstawia ostatnie zmiany otoczenia prawnego, które mają wpływ na regulacje rynku ciepła przez Prezesa Urzędu Regulacji Energetyki (URE). Opublikowanie rozporządzenia dotyczącego obowiązku zakupu ciepła ze źródeł odnawialnych oraz nowego rozporządzenia taryfowego dla ciepła, to istotne obszary zmian w regulacji rynku ciepła. W artykule wskazano zaobserwowane problemy w tych obszarach oraz skutki zmian dla odbiorców na tle działalności przedsiębiorstw energetycznych.

This paper presents the recent changes in the legal environment that have an impact on the heat market regulation by the President of the Energy Regulatory Office (ERO). The publication of the regulation concerning the obligation to purchase heat from renewable sources and the new tariff regulation for the heat are important areas of changes in the heat market regulation. The article points observed problems encountered in these areas and the effects of changes for customers on the background of energy enterprises activity.
