W artykule przedstawiona została charakterystyka działalności w obszarze bezpieczeństwa transportu ładunków wymagających specjalnych warunków w aspekcie logistyki i spedycji portowo-morskiej. Istotą prezentowanego artykułu jest identyfikacja czynników warunkujących bezpieczeństwo załadunku zarówno materiałów wybuchowych jak i sprzętu wojskowego do transportu morskiego. Pol-Mare jest krajowym liderem w świadczeniu usług spedycyjnych ładunków specjalistycznych w transporcie morskim. Zdaniem autorów referatu czynnikami wpływającymi na bezpieczną obsługę transportu ww. ładunków są aspekty dotyczące bezpieczeństwa zarówno środowiska naturalnego, jak i człowieka, a niebezpieczeństwo, które może powstać w trakcie transportu tego typu ładunków może mieć charakter bezpośredni lub pośredni. W prezentowanym artykule wskazano, że organizacja transportu ww. ładunków zgodnie z obowiązującymi przepisami i normami w zakresie bezpieczeństwa, gwarantuje nie tylko zminimalizowanie zagrożeń wynikających z przewozu tego sprzętu, ale i pełną jego efektywność. Mówiąc o transporcie ładunków wymagających specjalnych warunków warto zwrócić uwagę że są specyficznym rodzajem ładunków ze względu na poziom zagrożenia podczas ich transportu, który stwarzają dla otoczenia. Z tego względu transport tych ładunków jest obwarowany licznymi przepisami i regulacjami prawnymi.

The article presents the characteristics of activities in the area of transport security of cargo requiring special conditions in terms of logistics and shipping port and sea. The essence of the present article is to identify the factors determining the safe loading of both explosives and military equipment for sea transport. Pol-Mare is a national leader in the provision of freight forwarding services specialized in maritime transport. According to the authors of the paper factors affecting the safe operation of transport above charges are aspects concerning the safety of both the environment and man, and the danger that might arise during the transport of this type of cargo can be direct or indirect. In the present article indicates that the organization of transport above cargo in accordance with the applicable regulations and standards for safety, guarantees not only to minimize the risks of the transport of this equipment, but its full effectiveness. Speaking about the transport of cargo requiring special conditions it is worth noting that there are a specific type of cargo because of the level of risk during transport, which creates the environment. For this reason, the transport of these cargoes is fortified by numerous laws and regulations.

Roztwarzanie korozyjne metalicznych materiałów zastosowanych na konstrukcje zbiorników topionych w akwenach morskich z materiałami niebezpiecznymi

W artykule opisano procesy korozyjne metalicznych materiałów stosowanych na konstrukcje metalicznych pojemników z bojowymi środkami trującymi (bst) zatopionymi w akwenach morskich. Opisano mechanizm i ocenę odporności degradacji korozyjnej stali zastosowanych na wspomniane pojemniki. Przedstawiono stan faktyczny konstrukcji tych pojemników i możliwości oceny ich trwałości. Przedstawiony w artykule stan faktyczny zlokalizowanych pojemników świadczy o konieczności podjęcia czynności zabezpieczających a działania prewencyjne ( monitoring korozyjny) można zastosować jedynie do niewielkiej ilości szczelnych pojemników.

The paper concerns corrosion processes of the metallic materials used for construction of the containers for hazardous substances of military origin, which are disposed at the seabed. The mechanism of degradation and resistance to corrosion of steel intended for these containers have been described. Current condition of the containers and possible methods of their durability evaluation have been presented. The actual state of the localized containers described in the paper suggests application of protection measures whereas prevention action (corrosion monitoring) can be applied only to the limited number of hermetic containers.

Ogół rozważań niniejszego opracowania dotyczy analizy porównawczej kosztów wykorzystania dwóch alternatywnych środków transportu, takich jak transport kolejowy i samochodowy w przewozie materiałów niebezpiecznych. Omówiona została definicja ładunków niebezpiecznych oraz przedstawiony został podział na klasy wyróżnionych materiałów. Wyszczególnione zostały ograniczenia, restrykcje i obowiązujące przepisy prawne dotyczące materiałów niebezpiecznych. W kolejnej części opracowania przedstawiony został obiekt badań oraz scharakteryzowano przewożony ładunek, czyli MPZ - Mieszanina Poreakcyjna Zasiarczona. Następnie dokonano analizy kosztów transportu niniejszego materiału, dwoma alternatywnymi gałęziami transportu. Zrealizowano analizę dotyczącą kosztów transportu z wykorzystaniem środków transportowych: kolejowego i samochodowego. W podsumowaniu opracowania wyszczególniono główne zalety wynikające z zastosowania danego środka transportu, który stanowi optymalne rozwiązanie dla przedsiębiorstwa stanowiącego obiekt badań i specyfiki transportowanego towaru.

The subject of this paper is a comparative analysis of costs connected with using two alternative types of transport such as railway and car transports for carrying hazardous materials. A definition of hazardous materials has been discussed and a division of the materials into classes has been presented. Restrictions and applicable law regulations concerning hazardous materials have been specified. In the next part of the study there has been presented the research object and the carried load that is sulfur containing post-reaction mixture has been characterized. Also an analysis of costs involved in transport of these materials with the use of two alternative transport branches has been made. An analysis of transport costs with the use of transport: railway and car. The summary deals with the main advantages of using the transport means which appears to be the best solution for an enterprise which was the research object and specificity of the transported cargo.
