Introduction/background: The paper outlines the importance of risk analysis in ensuring the safety of road transport of explosives and ammunition. The growing number of accidents makes it necessary to take a closer look at the safety of the transport of hazardous materials. The article is devoted to the risk assessment for the transport of class 1 hazardous materials by road. Aim of the paper: The aim of this article is to assess the risk of transporting Class 1 hazardous materials by road. Materials and methods: The paper uses a literature study of risks in the transport of hazardous materials. The empirical research covered the assessment of risk factors in the transport of class 1 dangerous goods with Bow-Tie Tree diagram, PHA method and risk map. Results and conclusions: The result of the research is the identification of key categories that generate the main hazards in the transport of class 1 hazardous materials. An analysis of the volume and structure of transported hazardous substances on the domestic market was carried out. The Bow-Tie tree method of cause-effect analysis was used to identify risk factors. The individual risk factors were assessed and the category with the highest risk level was singled out. The results of the analysis were presented in a risk map.

W artykule przedstawiono kwestie związane z przeładunkiem towarów niebezpiecznych wysokiego ryzyka w portach morskich ze szczególnym uwzględnieniem obowiązujących przepisów. Na przeszkodzie w sprawnej realizacji tego rodzaju procesów stoją m.in. liczne obostrzenia zawarte a obowiązujących przepisach dotyczących specyfiki transportu towarów niebezpiecznych za pośrednictwem drogi morskiej. Zaprezentowane w niniejszym artykule uregulowania prawne są konieczne i niezbędne z punktu widzenia bezpieczeństwa transportu realizowanego przez morskich przewoźników.

The article presents issues related to the transport of dangerous goods of high risk in seaports with particular emphasis on the applicable provisions. The obstacle to the smooth implementation of this type of processes are: numerous observers included and the existing regulations on the specificity of transporting dangerous goods via the sea route. The legal regulations presented in this article are necessary and necessary from the point of view of the security of transport carried out by maritime carriers.

Po drogach naszego kraju codziennie przewożone są paliwa płynne, gazy, chlor, amoniak, cyjanowodór i wiele innych substancji o działaniu toksycznym i wybuchowym [1]. Każdego roku rejestruje się kilkaset kolizji z udziałem pojazdów z towarami niebezpiecznymi, które prowadzą do powstania rozlewisk przenikających do gruntu, wód podziemnych, toków wodnych, powodując degradację życia biologicznego. A zatem zagrożenie bezpieczeństwa jest istotnym problemem, z którymi zmierzyć się muszą nadawcy, odbiorcy i przedsiębiorstwa transportowe. Jednym z elementów działania na rzecz poprawy bezpieczeństwa jest analiza ryzyka. W artykule przedstawiono nowe podejście do oceny ryzyka w drogowym transporcie towarów niebezpiecznych, uwzględniające wpływ czynnika ludzkiego na prawdopodobieństwo wystąpienia wypadku. Omówiono założenia metody wyboru optymalnej trasy przewozu, z punktu minimalizacji ryzyka ludzkiego, ekologicznego i finansowego.

Every day liquid fuels, gases, chlorine, ammonium, hydrogen cyanide and many other toxic and explosive substances are transported on national roads. Several hundreds of road accidents involving vehicles carrying hazardous materials are reported each year. In the aftermath of these accidents spillages infiltrating the ground, groundwater and water courses take place and lead to the degradation of biological life. Hence, safety measures must be applied on a daily basis by the dispatchers, recipients and speditors. Risk analysis is one of the measures necessary for the improvement of safety standards. In the article a new approach to risk assessment concerning the road transportation of hazardous materials has been presented. This approach takes into account the effect of the human factor on the likelihood of road accidents. In addition, the article discusses the assumptions to be taken for the choice of transportation route in order to minimize the risk.
