Przedstawiono model czynników wpływających na projektowanie strategii informatyzacji gminy. Czynniki te zebrano w dwóch grupach. Do pierwszej grupy zaliczono czynniki zależne bezpośrednio od gminy (wewnętrzne), do drugiej - czynniki uzależnione od otoczenia gminy (zewnętrzne). W grupie czynników wewnętrznych wyróżniono strategię gminy, jej możliwości finansowe, środowisko sprzętowo-programowe oraz możliwości w innych organizacjach, dostępne technologie informatyczne oraz rynrk sprzętu i oprogramowania. Według opracowanego modelu zaprojektowano podstawowe produkty etapu strategii w metodzie CASE Method firmy ORACLE. Sformułowano wnioski ogólne, które - zdaniem autorów - mają istotne znaczenie dla strategów informatyzacji gminy.

A model of factors that influence the design of commune computerisation strategy has been presented. The factors are gathered in two groups. The first group is composed of the factors that are dependent directly on the commune (internal factors), the second one comprises those dependent on the commune environment (external factors). Within the grouped internal factors, a commune strategy, financial abilities of the commune, the hardware and software environment and possibilities of change management have been distinguished. In the group of external factors, solutions used in other organisations, available computer technologies as well as the hardware and software market have been distinguished. Using this model as a basis, fundamental products of the strategy stage in the CASE* method of the ORACLE company have been designed. General conclusions have been formulated which, according to the authors' opinion, are of essential importance to the strategies engaged in computerisation of communes.
