Z miejskich budżetów obywatelskich coraz częściej „wyrastają” zielone inwestycje. Mieszkańcy chętnie zgłaszają projekty dotyczące zazieleniania wspólnych przestrzeni – czy to ogólnomiejskich, czy dzielnicowych. Zieleń ma dla mieszkańców coraz większe znaczenie. Wzrasta też świadomość funkcji zieleni w miastach. To nie tylko estetyka, ale także przeciwdziałanie zmianom klimatu, ochrona bioróżnorodności i poprawa jakości życia.

Sensitivity analysis of parameters is usually more important than the optimal solution when it comes to linear programming. Nevertheless, in the analysis of traditional sensitivities for a coefficient, a range of changes is found to maintain the optimal solution. These changes can be functional constraints in the coefficients, such as good values or technical coefficients, of the objective function. When real-world problems are highly inaccurate due to limited data and limited information, the method of grey systems is used to perform the needed optimisation. Several algorithms for solving grey linear programming have been developed to entertain involved inaccuracies in the model parameters; these methods are complex and require much computational time. In this paper, the sensitivity of a series of grey linear programming problems is analysed by using the definitions and operators of grey numbers. Also, uncertainties in parameters are preserved in the solutions obtained from the sensitivity analysis. To evaluate the efficiency and importance of the developed method, an applied numerical example is solved.

Obecny kryzys finansowo-gospodarczy wymusił podjęcie przez państwa działań zapobiegających rozszerzaniu się negatywnych następstw załamania globalnego popytu. Zarówno w Stanach Zjednoczonych, jak i Unii Europejskiej przyjęto plany antykryzysowe, których głównym celem jest stworzenie warunków, które umożliwią powrót na ścieżkę wzrostu gospodarczego. Program „Zielonego ożywienia” jest ważnym elementem szerszego planu przezwyciężenia kryzysu gospodarki realnej w Stanach Zjednoczonych i w Europie.

The main issue of this article undertakes the role of “green” investments in anti-crisis packages in the United States and the European Union. Public involvement in introducing of energy effi ciency technology in manufacture, building’s weatherization, increasing of renewable resources will encourage in these areas private sector. The role of “green” investment results from (using in their development) modern technology, innovation, and their meaning in fi ght with climate changes. However, more important will be the possibility to hold current jobs and create the new ones, and make more competitive economy through development of these kinds of investments. The last element is particularly important because of “green” race.
