W artykule przedstawiono problematykę dotyczącą kompetencji Ministra Rolnictwa i Rozwoju Wsi w obszarze obronności państwa. Autorzy artykułu przedstawili rozważania oraz wyniki przeprowadzonych w 2020 roku badań dotyczących kompetencji Ministra Rolnictwa i Rozwoju Wsi i realizacji przypisanych zadań obronnych do działów administracji rynki rolne, rolnictwo i rozwój wsi oraz urzędu obsługującego Ministra – Ministerstwa Rolnictwa i Rozwoju Wsi. Prezentowany materiał nie zawiera informacji niejawnych, a materiałem źródłowym przedstawionych treści stanowią akty prawa wewnętrznego Ministra Rolnictwa i Rozwoju Wsi oraz dokumenty normatywne i opracowania zwarte. Efektem podjętego tematu są wnioski i postulaty dotyczące aktualnego stanu diagnozowanej problematyki i postulowanych kierunków zmian.

The article presents the issues related to the competences of the Minister of Agriculture and Rural Development in the area of state defense. The authors of the article presented the considerations and results of the research carried out in 2020 on the competences of the Minister of Agriculture and Rural Development and the implementation of the assigned defense tasks to the administration departments of agricultural markets, agriculture and rural development, and the office supporting the Minister - the Ministry of Agriculture and Rural Development. The presented material does not contain classified information, and the source material of the presented content are acts of the internal law of the Minister of Agriculture and Rural Development, as well as normative documents and compact studies. The effect of the undertaken topic are conclusions and postulates concerning the current state of the diagnosed issues and the proposed directions of changes.

The following article refers to the notion of military administration. The cognitive procedure was focused around the definition of “military administration”, and research was focused on recognizing the elementary facts that are related to this notion. The aim of the article is to present and organize the most important methodological approaches that refer to the notion of “military administration”. To achieve this goal, the method of document examination was employed, which made it possible to accumulate, sort, describe and scientifically interpret the issues of military administration. By pinpointing and justifying the problem, a stance was taken in the face of the views of other authors, who considered all the aspects of “military administration”. From a scientific point of view, the topic described below and the attempt at defining the notion of “military administra-tion” can lead to conclusions which have not been a topic of discussion for many years

Senior members of the Polish geological and mining community have appealed for discussion on the main challenges facing the geology and mining sectors after thirty years of the political and economic transformation in the country. A key issue is the proper place of geology in the government administration and in relation to other administrative entities and sectors of the national economy. This article attempts to provide an answer to this issue. It presents the results of a brief analysis of the most important laws defining the role of geology, as well as strategies, policies and government plans regarding the geology and mining as well as the resource management. Shortcomings in efficient functioning of the geological administration and inconsistencies in regulations are critically assessed. A diagnosis is made anda possible solution proposed, including a change in placement of geology in the government administration. The author also proposes a broader concept of management of subsurface resources as a single coherent field.

The necessity of the implementation of the NIS directive resulted in the adoption of solutions and concepts which would regulate the system of cybersecurity in the cyberspace to the Polish legal order. The directive formulates the obligations to ensure cybersecurity of the information systems in the service sectors which have a key meaning for maintaining critical socio-economic activity and thus energy, transport, banking, financial institutions, the health sector, water supplies and digital infrastructure. The act on the national system of cyber-security, which implements the directive, introduces a new concept to the Polish legal order, and thus a key service operator, digital service provider, and defines the organs responsible for cybersecurity, formulating their scope of tasks and mutual relations.

Konieczność wdrożenia dyrektywy NIS spowodowała zaadaptowanie do polskiego porządku prawnego rozwiązań i pojęć, które uregulują system cyberbezpieczeństwa w cyberprzestrzeni. dyrektywa formułuje obowiązki służące zapewnieniu cyberbezpieczeństwa systemów informacyjnych w sektorach usług mających kluczowe znaczenie dla utrzymania krytycznej działalności społeczno-gospodarczej, a więc w energetyce, transporcie, bankowości, instytucjach finansowych, sektorze ochrony zdrowia, zaopatrzenia w wodę i infrastrukturze cyfrowej. Ustawa o krajowym systemie cyberbezpieczeństwa wdrażająca dyrektywę wprowadza nowe pojęcie do polskiego porządku prawnego, zatem operatora usługi kluczowej, dostawcy usług cyfrowych, a także określa organy właściwe do spraw cyberbezpieczeństwa, formułując ich zakres zadań i wzajemne relacje.

W artykule poruszono problematykę oceny ryzyka kryzysowego kopalni w ramach systemu zarządzania kryzysowego. Jednym z głównych zadań administracji rządowej i samorządowej jest posiadanie rozwiązań organizacyjnych, prawnych, struktur oraz narzędzi pozwalających na sprawne zarządzanie w przypadku wystąpienia sytuacji kryzysowej. Współpraca kierownictwa i osób decyzyjnych Zakładu Górniczego (ze względu na brak sił i środków własnych do likwidacji różnych zagrożeń na powierzchni terenu wymienionych m.in. w siatkach bezpieczeństwa) z jednostkami ratowniczymi systemu ratowniczo-gaśniczego jest nieodzownym elementem zapewnienia bezpieczeństwa.

The article addresses the issue of crisis risk assessment of the mine within the crisis management system. One of the main tasks of the central and local government is the possession of organizational and legal solutions, structures and tools allowing for efficient management in the event of a crisis event's occurrence. The cooperation of management and decision-making personnel of the Mine (due to lack of own manpower and resources to liquidate various hazards on the surface, enumerated, among others, in the safety nets) with the rescue units of the rescue and firefighting system is an indispensable element to ensure safety.

The following article is a trial to get to know the problem concerning the survey on citizens' satisfaction from the rendered services among the offices taking part in the contest of the Polish Quality Prize. The results of the empirical research have enabled us to draw conclusions touching the matter of surveying client's satisfaction in the public administration which is improving quality. The author hopes that directing attention to the range of techniques and methods of the data analysis will give hints to the clerks and enrich their knowledge in the very matter.

Rezultaty badań empirycznych pozwoliły na sformułowanie konkluzji dotyczących metod pomiaru satysfakcji klienta w administracji publicznej doskonalącej jakość. Autorka wyraża nadzieję, że skierowanie uwagi na wachlarz stosowanych technik i metod analizy danych da praktyce wskazówki pracownikom urzędów i wzbogaci ich wiedzę w tym zakresie.

The following article is an attempt to answer the question if a briskly increasing interest in the concept of creativity being implemented into the practical usage of its instruments in the areas of the activity of pro- quality enterprises. The results of the empirical research allowed to form a range of conclusions concerning techniques of a unique way of thinking. The author is hopeful that paying attention to the wide variety of techniques and branches of its implementation will give practical hints for entrepreneurs and will enrich their knowledge in this domain.

This paper deals the BCG matrix analysis during the Strategic Planning of the Government Administration Information Systems (GAIS) a selected group of Information Systems: Customs Administration Information System (CAIS), Tax Administration Information Systems (TAIS), Treasury Information Systems (TRIS) and Local Government Information Systems (LGIS). This selection is regarded as the representative corpus of GAIS members to support the Government Administration (GA). The characteristics of the GA members are mentioned as well: main aim, importance, non profit making, availability, privacy and confidentiality, complexity, common data bases, interconnections, fast grow, international profile, changes, vulnerability, education and the high costs. BCG matrix analyses are made on the activity level of GA members. The possible BCG matrix of GA on the activity level is discussed as well.

Artykuł poświęcony jest omówieniu zastosowania analizy macierzowej według BCG przy planowaniu startegicznym systemu informacyjnego administracji państwowej dla wybranych systemów informatycznych: ceł, podatków, skarbu i wewnętrznego systemu informacyjnego. Wybrane systemy stanowią trzon systemu informacyjnego administracji państwowej - bez nich działanie tego ostatniego nie jest możliwe.
