Globalizacja ryzyka – wyzwaniem dla badań nad bezpieczeństwem

W artykule podjęto problem globalizacji ryzyka, jako szczególnego wyzwania dla zapewnienia współczesnemu społeczeństwu bezpieczeństwa w wielu wymiarach, zarówno bezpieczeństwa wewnętrznego, jak i bezpieczeństwa zewnętrznego. Biorąc pod uwagę wielowymiarowość i wieloobszarowość bezpieczeństwa, w artykule odniesiono się do bezpieczeństwa przed skutkami zagrożeń i stwarzania przez te zagrożenia ryzyka wynikających z procesów powszechnej globalizacji. Wychodząc z założenia, że przyspieszenie procesów globalizacyjnych spowodowało, iż mamy obecnie do czynienia z ryzykami globalnymi, w artykule starano się wymienić najważniejsze z nich i wskazać główne ich cechy. Treści artykułu koncentrują się zwłaszcza na ryzykach wynikających z dynamicznego rozwoju technologicznego oraz wzrostu współzależności międzynarodowych społeczeństw; omówiono w nim także kwestię nasilania się katastrof naturalnych i ich skutków stanowiących zagrożenie dla życia i zdrowia ludzi oraz mienia. W artykule postawiono tezę, że wobec globalizacji ryzyka, badania nad bezpieczeństwem mogą stanowić podstawowy mechanizm pozwalający na zapewnienie relatywnej stabilności rozwoju społeczno-ekonomicznego świata.

The article discusses the problem of risk globalization as a special challenge to guarantee the internal and external security for the society. Considering multidimensional and diversity of safety, the article concerns the safety against the results of the threats as well as generated risks resulting from the universal globalization. Assuming the fact that the fast rate of globalization has caused the variety of global risks, the article presents the most important of them and describes their features. The paper mainly deals with the risks resulting from the rapid development of technology as well as the increase of international societies interrelationship. It also presents the increase of natural disasters and their results posing the threat to people’s life, health and property. It presents the idea, that facing the globalization, the basic mechanism to provide relative stability of contemporary world development is to carry on the research on safety.

Organizatorzy Światowego Forum Ekonomicznego w Davos od kilku lat realizują coroczne badanie 1000 ekspertów reprezentujących przemysł, rząd, naukowców oraz społeczeństwo. Celem badania jest wskazanie pięćdziesięciu zagrożeń globalnych, które najprawdopodobniej wystąpią w ciągu najbliższych dziesięciu lat. W raporcie Globalne zagrożenia 2013 podzielono je na 5 grup według elementów [systemów składowych] makrosystemu gospodarka-środowisko-społeczeństwo-informacja-instytucje.

In the modern history global threats have never been visible to such degree and extent as it is at present. For several years for the needs of the World Economic Forum in Davos there have been analyzed fifty threats. The number of these threats is not becoming smaller, yet the degree to which some of them have influence does change. Global threats are becoming a great challenge for management sciences. There emerged an urgent demand for designing methods, processes and instruments of management. The paper presents those examples of threats that are present in each element of the macrosystem: economy-society-environment information-institutions as well as the conditionings and the manner of shaping the resistance of organizational units to these threats. The paper discusses the manner of understanding as well as the way of shaping its capacity. As the key instrument there was shown the National strategy of increasing the resistance to global threats. The strategy ought to constitute the collection of several strategies and detailed programs, e.g. it needs to comprise the Strategy of shaping the resistance to climate changes, long-term plan of national spatial management or the Program of counteracting social exclusion and poverty.

A lot has been written about the impact of climate change caused by excessive emission of carbon dioxide on sustainable development. There are, however, similar, but not so much widely known, problems caused by heavy metals. The heavy metals threaten implementation of sustainable development, because the natural resources of heavy metals are running out. Moreover, high toxicity of the heavy metals (spreading throughout whole surface of the Earth, polluting it) is threatening the safe environment for future generation. Implementation of sustainable de-velopment can decrease spreading of the heavy metals. In the paper scientific research was proposed, one which may help to better understand a role of heavy metals in implementation of sustainability in our civilization.

Wiele mówi się o związkach zmian klimatu ze zrównoważonym rozwojem, dopatrując się głównego zagrożenia w nadmiernej emisji dwutlenku węgla. Tymczasem podobny, acz nieuświadamiany, problem dotyczy metali ciężkich. Metale ciężkie zagrażają implementacji zrównoważonego rozwoju, gdyż naturalne ich zasoby są na wyczerpa-niu. Ponadto, wyjątkowa toksyczność metali ciężkich (które rozprzestrzeniane są na całej powierzchni planety, zanieczyszczając ją) zagraża możliwości posiadania bezpiecznego środowiska dla przyszłych pokoleń. Zastoso-wanie zasady zrównoważonego rozwoju pozwala na ograniczenia rozprzestrzeniania się metali ciężkich w śro-dowisku. W artykule przedstawiono propozycje niezbędnych badań naukowych, które mogłyby przyczynić się do lepsze-go zrozumienia roli metali ciężkich w zapewnieniu zrównoważoności naszej cywilizacji.
