Recent geological activity along the northeastern Bulgarian Black Sea coast

The densely populated northeastern Bulgarian Black Sea coast is a territory of intensive contemporary development. It is, though, marked by considerable recent geological activity along the coastal zone comprising: faulting, earthquakes, landslides, earthflows, rockfalls, ground subsidence, marine erosion and variations of sea level. These are locally exacerbated by the ongoing development, resulting in increased instability. Notably, a part of the coastline has been lost as a result of gravity sliding. Analysis of this recent geological coastal activity, including the landslides, earthflows and rockfalls of 1996-1997, needs be taken into account for the protection of the population and the cultural heritage.

Autor, w oparciu o analizę sytuacyjną aktualnie obowiązującego od 1 września 1994 roku "Prawa Geologicznego i Górniczego" (PGiG), rozważa istotę oraz potrzebę niektórych zmian przepisów prawnych, pod kątem potrzeb modyfikacyjnych i zmian w działalności geologiczno-górniczej. Proponuje, by zastanowić się nad dopuszczeniem drugiej - obok koncesji - formy reglamentowania działalności geologicznej i górniczej, jaką może być zezwolenie. Swoją propozycję uzasadnienia przede wszystkim nikłą realizacją koncesyjnej formy działalności geologicznej i górniczej, odnośnie wydobywania gazu ziemnego z pojedynczych odwiertów oraz małych złóż gazu o niewielkich zasobach. W podsumowaniu rozważań autor żywi nadzieję na modyfikację PGiG po uchwaleniu przez sejm ustawy - prawo o działalności gospodarczej.

Having analized the Geological and Mining Law, being in force since 1994, author of the paper make some refflections on essence its rules and applying in practice. Seeing a need to modify some regulations, he suggests allowing a new form parallelly to the existing permission of controlling geological and mining activities. His proposal may be justified by the fact that till now licences played only inconsiderable role, especially insignificant as it concerned gas recovery from single boreholes and small deposits. Summing up the reflections the authors expresses a hope that the hitherto binding regulations will be modified after a bill of law of economic activities has passed in Polish parliament.
