Distributed generation as efficient measure to improve power generation adequacy

The article concerns safety of power supply for the final consumers, especially its two comprising elements, which are generation adequacy and distribution system re- liability. Generation adequacy has been defined with Loss of Load Probability (LOLP), Loss of Load Expectation (LOLE) and Energy Not Supplied (ENS) indices. Conclusions from generation adequacy forecast prepared by ENSTO-E for Poland compared with other European countries for the years 2020 and 2025 have been discussed along with the resulting threats. Interruptions in energy supply have been characterised by power discontinuity indicator SAIDI. Finally, a reliability and adequacy analysis have been performed for different scenarios of the Polish power system operation in order to assess possibilities of using distributed generation as a backup power source. Based on a simulation model created using the DIgSILENT Power Factory software, the reliability and adequacy calculations have been performed with the probabilistic non-sequential Monte Carlo method and they are followed by a discussion of the obtained results.

W referacie przedstawiono podstawowe cechy jednotowarowego rynku energii w kontekście zapewniania długoterminowego bezpieczeństwa dostaw energii oraz zaprezentowano rodzaje mechanizmów mocowych służących do stymulowania inwestycji w zasoby wytwórcze wraz ze scharakteryzowaniem dwóch podstawowych mechanizmów mocowych spośród stosowanych w Europie: rynku mocy i rezerwy strategicznej. Następnie przytoczono stanowisko Komisji Europejskiej dotyczące mechanizmów mocowych oraz opisano podejmowane w ostatnim okresie działania w Polsce w zakresie rozwoju mechanizmów rynkowych dla zapewnienia bezpieczeństwa dostaw energii.

This report presents the basic characteristics of the energy only market in the context of ensuring long-term security of energy supply and presents types of capacity mechanisms dedicated to stimulate investment in the generation resources. Two mechanisms, from among capacity mechanisms applied in Europe, are characterized: capacity market and strategic reserve. Next, the report presents the European Commission's position on the capacity mechanisms and describes actions taken recently in Poland in the area of development of market mechanisms to ensure security of energy supply.

Zaprezentowano ocenę sytuacji, związaną z możliwością wystąpienia w perspektywie średnio- i długookresowej ograniczeń wynikających z braku mocy dyspozycyjnych w krajowym systemie elektroenergetycznym. Przedstawiono prognozę zapotrzebowania na moc i energię elektryczną i określono optymalny kosztowo sposób pokrycia tego zapotrzebowania, przy uwzględnieniu planowanego harmonogramu trwałych odstawień z eksploatacji jednostek wytwórczych oraz rozpoczętych i zdeterminowanych inwestycji wytwórczych. W prognozie dokonano szeregu założeń dotyczących przewidywanych cen paliw, uprawnień do emisji CO2, parametrów techniczno-ekonomicznych źródeł wytwórczych oraz prowadzonej polityki energetycznej UE i kraju. Zaprezentowano zestaw działań (zarówno obecnie realizowanych jak i proponowanych) dla zapewnienia bezpieczeństwa dostaw w horyzoncie średnio- i długoterminowym.

Presented is an assessment of a situation connected with possible, in a mid- and a long-term perspective, shortages in electric energy supplies resulting from the lack of available capacity in the national energy system. Shown is the load forecast and defined is the optimum cost to meet this requirement with taking into account permanent outage schedules of generation units and the initiated and determined generation investments. In this forecast a number of assumptions were made concerning e.g. the expected fuel prices, CO2 emission allowances, technical and economic parameters of generation sources as well as the energy policy conducted in the EU and in Poland. Described is the set of measures (under realization now as well as the proposed ones) to ensure the electric energy supply security in a mid- and a long-time perspective.
