In recent years, numerous Polish cities and municipalities have become involved in the creation of bike-sharing systems. Although the contribution of bike-sharing to creating sustainable transport caused some controversy in the literature, the positive role of cycling in promoting low-emission mobility and a healthy lifestyle is widely acknowledged. As part of the European Union’s sustainable transport agenda, some Polish local governments have obtained funding from structural funds for the implementation of bicycle-sharing schemes. This article presents an overview of selected systems, as well as a preliminary analysis of their users’ activity based on data obtained through a Web API. Although the scope of the data was limited in time due to the shutdown of the systems caused by the COVID-19 pandemic shortly after their spring reactivation, some patterns could be observed. In particular, users activity was more evenly distributed over time in larger cities (over 300 thousand of residents), whereas in smaller cities alternating periods of high and low activity was observed.

The article focuses on the financing of border regions from the point of view of the use of selected EU funds. It analyses INTERREG A funds designed to support cross-border cooperation. The purpose of the research was to identify and analyse innovative projects undertaken under INTERREG A programmes in Polish-German areas. The territorial scope of the study corresponded to the assisted area outlined for the purposes of these programmes. It included Zachodniopomorskie Voivodeship on the Polish side, and Mecklenburg-Vorpommern and Brandenburg on the German side. The temporal scope covered three programming periods: 2000-2006 (Poland only joined it in 2004), 2007-2013 and 2014-2020 (still ongoing). The studies were based on an analysis of material obtained from INTERREG A online project databases, as well as the available reports and other sources. The results confirmed that INTERREG A programmes provided opportunities for innovative projects, the share of which, among all the projects completed was small, but essential from the point of view of the development of a cross-border region. The innovative projects were mostly in the field of healthcare. The structure of the entities performing such projects was diversified, although higher education institutions prevailed.

The aim of this paper was to conduct the analysis and assessment of water and sewage management development in the Eastern Poland, with reference to the situation in remaining country regions. The area of study selection was dictated by the willingness to verify the consequences of increased efforts and founds dedicated to the elimination of broadly understood underdevelopment of this part of Poland. In this paper attention has been paid to the water and wastewater management, because it is perceived as a determinate factor of an appropriate region development.

Celem tego artykułu jest zwrócenie uwagi na rozwój gospodarki wodno-ściekowej w Polsce Wschodniej i porównanie do sytuacji w pozostałej części kraju. Dowiedziono znaczący rozwój we wszystkich elementach infrastruktury wodno-ściekowej. Jednakże największy wzrost został zaobserwowany w obszarze infrastruktury odpowiedzialnej za transport, magazynowanie i utylizację ścieków. Zrealizowane inwestycje zminimalizowały istniejącą różnicę infrastrukturalną pomiędzy województwami Polski Wschodniej a pozostałą częścią kraju. W tym zakresie kluczową rolę odegrały fundusze z Unii Europejskiej. Bez nich nie byłaby możliwa tak złożona I szybka modernizacja, a także rozbudowa poszczególnych elementów infrastruktury związanej z gospodarką wodno-ściekową. W artykule podkreślono również konieczność prowadzenia dalszych inwestycji, które powinny być skierowane na obszary wiejskie.

W artykule przedstawiono główne zagadnienia dotyczące rozwoju zasobów ludzkich w polskim sektorze stalowym. Podkreślono, że zasoby te mają charakter strategiczny i decydują o konkurencyjności przedsiębiorstw tego sektora. Podkreślono, że w krajowym sektorze stalowym rozwój zasobów ludzkich należy analizować w kontekście jego restrukturyzacji. Wskazano przykładowe instrumenty wsparcia rozwoju zasobów ludzkich w ramach Sektorowego Programu Operacyjnego Rozwój Zasobów Ludzkich 2004-2006 oraz Programu Operacyjnego Kapitał Ludzki 2007-2013. Szczególną uwagę zwrócono na zagadnienia związane z pomocą publiczną w sektorze stalowym, w tym pomocą na szkolenia pracowników.

In the paper the main issues concerned the human resources development in Polish steel industry are presented. It is stressed that human resources are strategic and deciding on competitiveness of steel enterprises. It is also underlined that in the case of Polish steel industry it is necessary to analyze human resource development in context of restructuring process. The main measures connected with human resources development in Sectoral Operational Programme Human Resource Development 2004-2006 and Operational Programme Human Capital 2007-2013 are presented. A special attention is paid to issues connected with state aid in the steel industry, especially state aid for training of workers.

W referacie zaprezentowano zakres prac związanych z przygotowaniem wniosków o dofinansowanie inwestycji drogowych kierowanych do Komisji Europejskiej. Podano także wymagania i najczęściej spotykane problemy z jakimi borykają się autorzy wniosków i związanych z nimi integralnie studiów wykonalności oraz raportów oddziaływania na środowisko. Ponieważ zarówno rodzaje funduszy jak i wymagania stawiane tym materiałom ciągle ulegają zmianom, pożyteczna jest konfrontacja własnych spostrzeżeń z doświadczeniami osób, które przećwiczyły już wielokrotnie całą procedurę. Referat jest przyczynkiem do takiej konfrontacji.

The scope of works accompletive preparation the application for refinance road investment addressed to European Committee has been presented in the paper. There are also given the demands and the most often met problems while preparing the applications and feasibility study and reports on ecocide. Both the type of funds and requirements are constantly in the process of changes, it is very useful to bring face to face the own observations and experiences of other persons who many times deal with such procedure. The paper is a contribution for such discussion.

The history-making day of May 1st, 2004 inaugurated Poland.s participation in EU. As a member of .great Europe. Poland has obligations to partner countries a well as changes to gain founds for the country infrastructure development. In the situation of new possibilities coming open there are attempts to initiate plans which are ground for preparing local authorities to take action aiming at revitalising postindustrial grounds. One of the EU assistance plans particularly focused on the task of quality improvement of post-industrial grounds is INTERREG III enabling creation of integrated regional development in the domain of post-industrial areas.

The paper deals with the issues of shaping and present transformations of the border zones, neighbouring the large scale multifamily housing development areas within the urban structure. Attention is being paid to the need of coordination of various programs and particular urban design projects, concerning the existing monofunctional areas and their wider vicinity. The UE founds which may be received for the purposes, connected with social, economical & cultural renewal of certain buildings & terrains, can be helpful in the processes of transformation of the urban structure of contemporary housing areas and balancing their development in comparison to historical districts.

One of the aims of ZPORR is vivacity and social attractiveness as well as development of touristic and cultural potential of the structures and grounds in the state of degradation. Not only is the increase of attractiveness of these areas aiming at economic development but also creating new posts, taking care of natural environment and, probably above all, preserving natural heritage which forms the identity of a place, possibility to identify, recognize it unmistakably. Actions related to projects supported with EU funds concern, among other, grounds where industrial activity has been ceased or is residual. Krakow has such valuable areas which wait to be brought back to life. The grounds of Zakłady im. L. Zieleniewskiego and adjacent former military grounds are examples of this. Is it possible to revitalise them? How to transform them so as to preserve their identity and to increase their economic and investment attractiveness?
