Celem niniejszego artykułu była charakterystyka działalności organizacji pozarządowych na przykładzie Tatrzańskiego Ochotniczego Pogotowia Ratunkowego. Za cel obrano również określenie wpływu działalności tychże organizacji na budowanie bezpieczeństwa wewnętrznego państwa oraz poczucia bezpieczeństwa obywateli. W pierwszej części opisano organizacje pozarządowe, ich rolę dla współczesnych państw, ramy prawne, w jakich funkcjonują, oraz określono ich definicje. Kolejno wyodrębnione zostały organizacje działające jako społeczne organizacje ratownicze, przedstawiono ich charakterystykę, przykładowe podmioty, a także ich udział w zarządzaniu kryzysowym. W głównej części skupiono się na ratownictwie górskim, omawiając jego działalność, biorąc za przykład interwencje podejmowane przez Tatrzańskie Ochotnicze Pogotowie Ratunkowe w 2022 r. Główny problem przedstawiono w formie pytania: Jaki wpływ ma działalność społecznych organizacji ratunkowych na budowanie bezpieczeństwa wewnętrznego państwa oraz poczucia bezpieczeństwa obywateli? Dla tak sformułowanego problemu badawczego przyjęto następującą hipotezę badawczą: Przypadki incydentów rejestrowanych w ostatnich latach oraz efektywna działalność TOPR wobec zaistniałych incydentów jest niezbitym dowodem na wpływ tego rodzaju organizacji na poziom bezpieczeństwa wewnętrznego państwa oraz poczucia bezpieczeństwa obywateli. W celu uzyskania odpowiedzi na postawiony problem badawczy posłużono się metodami jakościowymi. W ramach badania skorzystano z najnowszych statystyk dotyczących działalności społecznych organizacji ratunkowych przedstawionych w dokumentach i raportach w latach 2018-2022, a także przeprowadzono analizę w oparciu o artykuły naukowe z ostatnich lat. Informacje pozyskane zostały również z krajowych aktów prawnych.

The purpose of this article is to characterize the activities of non-governmental organizations on the example of the Tatra Mountains Volunteer Rescue Service. The purpose was also to determine the impact of the activities of these organizations, on building the internal security of the state and the sense of security of citizens. The first part describes non-governmental organizations, their role for modern states and the legal framework in which they operate, as well as defining them. Subsequently, organizations operating as social rescue organizations are distinguished, their characteristics, example entities, as well as their participation in crisis management are presented. The main part focuses on mountain rescue, discussing its activities, taking as an example the interventions undertaken by the Tatra Voluntary Rescue Service in 2022. The main problem was formulated: How does the activity of social rescue organizations affect the construction of internal security of the state and the sense of security of citizens? For the research problem formulated in this way, the following research hypothesis was adopted: The incidents recorded in recent years and the effective activity of TOPR in the face of the incidents that have occurred, is clear evidence of the impact of this type of organization on the level of internal security of the state and the sense of security of citizens. Qualitative methods were used to obtain answers to the research problem posed. The study made use of the latest statistics on the activities of social emergency organizations presented in documents and reports in 2018–2022, and an analysis based on scientific articles from recent years was conducted. Information was also obtained from national legal acts.

Sources of financing the activities promoting sport and physical education on the basis of the example of Polish foundations and associations

At present 177 thousand associations and 26 thousand foundations operate in Poland, which are involved in many different areas of public benefit activities and finance their activities from various sources. The paper presents the results of own studies carried out on a sample of 100 public benefit organisations conducting activity in the area of supporting and promoting physical education and sport. The main objective of the paper concerns presentation of the possibilities of acquiring funds by the organisations to carry out the statutory tasks associated with the development of sport and physical education and the structure of sources of financing this activity in practice of Polish foundations and associations. The paper analyses legal regulations and domestic and subject literature, presenting possible financing sources of activity of Polish organisations. The empirical studies were carried out based on analysis of the content of substantive reports of public benefit organisations. The verification of statistical hypotheses was carried out using the structure indicator test. The results of the conducted studies confirm the main hypothesis, according to which the public benefit organisations finance the activity promoting sport and physical education mainly from public sources, with the funds originating from the local government budgets playing the most important role. The paper also presents the results regarding the structure of the funds originating from private sources and the mechanism of 1% of personal income tax. The paper tackles the subject seldom discussed in the literature and can play a role in the discussion on the system of financing the public benefit activities given the dynamic development of nongovernment organisations sector.

Obecnie w Polsce działalność prowadzi 117 tys. stowarzyszeń i 26 tys. fundacji zajmujących się wieloma różnymi sferami działalności pożytku publicznego, finansujących swoją działalność z różnych źródeł. W artykule zaprezentowano wyniki badań własnych przeprowadzonych na próbie 100 organizacji pożytku publicznego prowadzących działalność w obszarze wspierania i upowszechniania kultury fizycznej i sportu. Głównym celem artykułu było zaprezentowanie możliwości pozyskiwania przez organizacje środków na realizację zadań statutowych związanych z rozwojem sportu i kultury fizycznej oraz struktury źródeł finansowania tej działalności w praktyce polskich fundacji i stowarzyszeń. Dokonano analizy aktów prawnych oraz krajowej i literatury przedmiotu, prezentując możliwe źródła finansowania działalności polskich organizacji. Badania empiryczne przeprowadzono w oparciu o analizę treści sprawozdań merytorycznych organizacji pożytku publicznego. Weryfikację hipotez statystycznych przeprowadzono, stosując test dla wskaźnika struktury. Rezultaty przeprowadzonych badań potwierdzają główną hipotezę, zgodnie z którą organizacje pożytku publicznego finansują działalność upowszechniającą sport i kulturę fizyczną głównie ze źródeł publicznych, wśród których największe znaczenie mają środki pochodzące z budżetów jednostek samorządu terytorialnego. Zaprezentowane zostały także wyniki badań dotyczące struktury środków pochodzących ze źródeł prywatnych oraz mechanizmu 1% podatku dochodowego od osób fizycznych. Artykuł podejmuje temat rzadko spotykany w literaturze i może stać się głosem w dyskusji nad systemem finansowania działalności pożytku publicznego w obliczu dynamicznego rozwoju sektora organizacji pozarządowych.

Celem artykułu jest określenie sposobów zabezpieczenia majątku na wypadek śmierci spadkodawcy, a także przybliżenie Czytelnikowi przesłanek wydziedziczenia oraz idei fundacji prywatnej (trustu). Praca została napisana na podstawie materiałów normatywnych, z uwzględnieniem dorobku doktryny prawniczej i orzecznictwa. Niniejszy artykuł ma za zadanie wykazać, że regulacje polskiego prawa wymagają pilnej reformy, tak aby przepisy związane ze spadkobraniem firm rodzinnych były przejrzyste i gwarantowały przyszłym pokoleniom bezpieczeństwo finansowe.

The aim of the article is to define the ways of securing assets in the event of the testator’s death, as well as to introduce the reader to the premises of disinheritance and the idea of a private foundation (trust). The paper was written on the basis of normative materials, taking into account the achievements of legal doctrine and case law. The purpose of this article is to demonstrate that the regulations of Polish law require urgent reform, so that the regulations related to the inheritance of family businesses are transparent and guarantee financial security for future generations.

Na podstawie przeprowadzonych remontów mieszkań pokazano efekt pracy studentów Politechniki Świętokrzyskiej oraz pracowników naukowo-dydaktycznych z Fabryką Remontów. Artykuł obrazuje wzajemne korzyści wynikające ze współdziałania oraz pokazuje końcowe efekty istnienia modelu współpracy uczelnia – fundacja – samorząd – człowiek – biznes.

The article presents efecst of students‘ work led by their teachers. This work is an attempt to show the mutual benefits of synergies and final effects of the university – foundation – self-government – human – business model.

The verification of limit states conditions of soil and foundation for an object constructed on bedrock requires a quantitative determination of the construction zone of influence. Due to time and cost factors, it is usually limited to boreholes performed in order to indicate the soil type and profile in terms of crackings. To determine the internal forces of the footing and construction for larger objects, especially statically indeterminate structures, it is crucial to know, e.g., the values of deformation and elasticity moduli. This paper presents the results of a number of tests performed to determine the stiffness of bedrock under silos in reconstruction. Trial loadings were performed and the settlement of soil under the adjacent construction was observed. Soil behaviour under the reconstructed silos was also monitored. Some of the results of the above-mentioned investigations served as the basis for back analyses carried out using the finite element method (FEM), in which stiffness parameters of rocky soil were determined. Based on the investigations and analyses, it was found out that the initial and secondary deformation moduli do not exceed the value of 230 MPa, which is at least a few times less than the elasticity moduli (455-1244 MPa). The analysis of internal forces in silos foundations, performed by the designer in order to indicate the stiffness of bedrock, resulted in the replacement of other 10 walls of the silos, without the necessity to modify the foundations.

Renesansowe mauzolea rodowe, w których istotne miejsce zajmowały rzeźbiarskie struktury nagrobne, stanowiły miejsce styku tego, co święte, z tym, co świeckie, ich wypadkową były dzieła sztuki – rozpatrywane w kategorii piękna. Wiązały się one przede wszystkim z treściami eschatologicznymi. Obiekty te stały się, zgodnie z zamierzeniami fundatorów, miejscem pochówku ich oraz często członków rodziny. Poprzez swą formę i wyposażenie niosły ze sobą wielorakie treści, odwołując się do wątków religijnych, politycznych lub historycznych. Artykuł stanowi próbę osadzenia typu renesansowego pomnika nagrobnego w historycznej przestrzeni sakralnej w kontekście kategorii piękna z uwzględnieniem jego roli jako przekaźnika treści ideowych. Wskazuje także na aktualność tematu, w tym szczególnie na potrzebę powstania nowoczesnego opracowania o wymowie ideowej dzieł plastyki funeralnej.

Ancestral Renaissance mausoleums, which sculptural tomb structures took an important place in, were the point of meeting between the sacred with the profane, their outcome was a work of art – considered in the category of beauty. They were connected mainly with eschatological significance. These objects became, intended by the founder, his and often also his family members` burial place. Through its form and equipment they brought diverse meanings with them referring to the religious, political or historical topics. The article is an attempt to set the type of Renaissance tombstone in the historical context of sacred space in the category of beauty in the context of its role as an ideological meanings` transmitter. It also indicates the topicality of the subject, particularly the need for the creation of a modern study with ideological overtones of funeral art works.

The paper presents the process of selection the foundation instalment alternative, which have to be the most appropriate and safe for building which stands on the aquiferous soil. The selection is based on a set of criteria: costs of instalment, instalment duration, the complexity of decisions, advantages and disadvantages of decisions, transferability and maintainability of installed foundation system, past experience implementing the approved decisions, etc. The criteria for evaluation and their importance are selected by taking into consideration the interests and goals of the client as well as factors that influence the efficiency of construction process and safety of future building. The solution of problem was made by applying Additive Ratio ASsessment (ARAS) method. The proposed technique could further be applied to substantiate the selection of effective alternative of structures, technologies, investments and etc.

Artykuł prezentuje proces wyboru alternatywnego usadowienia fundamentu najbardziej odpowiedniego i bezpiecznego dla budynku stojącego na gruncie wodonośnym. Wybór bazuje na zestawie kryteriów: koszt usadowienia, okres usadowienia, stopień skomplikowania decyzji, zalety i wady decyzji, możliwość przenoszenia i konserwacji usadowionego systemu fundamentu, doświadczenie z wdrożenie przyjętych decyzji, itd. Kryteria oceny i ich znaczenie są wybierane z uwzględnieniem interesów i celów klienta oraz czynników wpływających na efektywność procesu budowlanego i bezpieczeństwa budynku. Rozwiązania problemu dokonano przy zastosowaniu metody ARAS. Proponowana metoda może w przyszłości być zastosowana do uzasadnienia wyboru struktury, technologii, inwestycji itd.
