Jak wskazują współczesne konflikty zbrojne i wydarzenia natury polityczno-militarnej, cele wojny osiąga się innymi sposobami niż do tej pory, a tym samym państwo, jego władze publiczne (w tym administracja), społeczeństwo, gospodarka i poszczególni obywatele muszą również osiągnąć zdolność do funkcjonowania w warunkach odmiennych niż klasyczny konflikt zbrojny. Określa się je jako działania poniżej progu wojny, hybrydowe, działania które przynoszą nie mniej dotkliwe straty ludzkie, materialne i niematerialne, dezorganizując wrażliwy jak nigdy dotąd aparat państwowy, jego gospodarkę, administrację i społeczeństwo. W obliczu tak zarysowanej sytuacji problemowej rodzi się pytanie o współczesny charakter i zakres koniecznych działań państwa, jego władz publicznych, administracji publicznej, gospodarki narodowej, organizacji społecznych i obywateli w ustawowo określonych warunkach „zewnętrznego zagrożenia państwa, w tym spowodowanego działaniami o charakterze terrorystycznym lub działaniami w cyberprzestrzeni” i „napaści zbrojnej”.

The existing state of the pedestrian spaces available in the city of Lviv is analyzed by a combination of two methods: a sociological survey of citizens and a cartographic analysis of the trajectory of pedestrian movement by the city. The article describes the results of respondents' survey concerning the comfort and functionality of the pedestrian spaces of Lviv. The model of organization of the city pedestrian spaces is developed.

Artykuł opisuje wyniki badań ankietowych dotyczących komfortu i funkcjonalności przestrzeni dla pieszych we Lwowie. Opracowano model organizacji miejskich przestrzeni dla pieszych.

W opracowaniu podjęto próbę przedstawienia otoczenia organizacji, która stanowi główny przedmiot rozważań niniejszego opracowania. Jej celem było dokonanie charakterystyki elementów otoczenia i ich wpływu na funkcjonowanie przedsiębiorstwa. W opracowaniu opisano istotę pojęcia organizacji i przedsiębiorstwa. Dokonano diagnozy elementów otoczenia wewnętrznego i zewnętrznego firmy, jak również opisano w jaki sposób poszczególne wymiary otoczenia wpływają na funkcjonowanie przedsiębiorstwa. Dla lepszego odzwierciedlenia wpływu otoczenia na firmę zaprezentowano przykład małej, lokalnej firmy transportowej.

The study attempts to present the organization’s environment, which is the main subject of this study. Its aim was to characterize the elements of the environment and their impact on the functioning of the enterprise. The study describes the essence of the concept of organization and enterprise. The elements of the internal and external environment were diagnosed, as well as describes how individual dimensions of the environment affect the functioning of the company. To better reflect the impact of the environment on the company, an example of a small local transport company was presented.

W nomenklaturze wojskowej powszechnie jest stosowane określenie kierowanie zabezpieczeniem logistycznym oraz organy kierowania czy też podsystem kierowania. Biorąc pod uwagę podmiot i przedmiot kierowania, okazuje się, że to nie do końca może być poprawne. Wielu autorów uważa, że w przypadku dysponowania potencjałem nie powinno się tych czynności odnosić do kierowania lecz traktować jako zarzadzanie z pełną konsekwencją tego słowa. Oznacza, że należy dostrzegać cztery składowe, takie jak: planowanie, organizowanie, motywowanie i kontrolowanie. Autor skłonny zaakceptować taki punkt widzenia wskazał w dalszej części potrzebę przestrzegania zasad w procesie zarzadzania logistyką. Najbardziej właściwymi zdaniem Autora, są zasady Henri Fayola, oczywiście interpretowane na miarę XXI wieku. W końcowej części artykuł zawiera sugestie dotyczące podjęcia szerokiej dyskusji i przyjęcia ostatecznego jednego sposobu definiowania czynności realizowanych przez przełożonych w ramach realizacji zadań zabezpieczenia logistycznego wojsk.

W artykule przedstawiono problem regionalizacji zbiorowego transportu pasażerskiego w Polsce. Celem artykułu jest zaprojektowanie odpowiedniego modelu organizacyjno-zarządczego tego transportu oraz dostosowanego do niego mechanizmu finansowania działalności przewozowej. W strukturze artykułu wyodrębniono w kolejności części poświęcone procesowi regionalizacji transportu pasażerskiego, funkcjonowaniu transportu regionalnego w wybranych krajach Unii Europejskiej, funkcjonowaniu transportu regionalnego w Polsce w świetle wojewódzkich planów transportowych oraz kierunkom restrukturyzacji transportu regionalnego w Polsce. W ramach ostatniej części zaprezentowano rozważania na temat przesłanek powołania zarządu transportu regionalnego jako podmiotu organizującego i zarządzającego usługami transportu regionalnego oraz finansowania działalności zintegrowanego transportu regionalnego.

The article presents the problem of regionalization of passenger transport in Poland. The aim of the article is to design an appropriate organizational and managerial model of that transport and adapted financing mechanism of transport activity. The structure of the article extracted in the order of sections on the process of regionalization of passenger transport, regional transport functioning in selected countries of the European Union, the functioning of regional transport in Poland in the light of the provincial transport plans and directions of restructuring of regional transport in Poland. Within the last section reflections on the premises of the appointment of the board of the regional transport as the entity organizing and managing regional transport services and the financing of an integrated regional transport are presented.

W artykule podjęto problematykę organizacji i funkcjonowania pogotowia specjalistycznego na przykładzie pogotowia wodnego w kopalni węgla kamiennego. Przedstawiono analizę wymagań dotyczących kandydatów na członków specjalistycznych zastępów do wykonywania prac podwodnych. Szczególną uwagę skupiono na kryteriach doboru oraz predyspozycjach, jakimi powinni się wykazywać kandydaci i członkowie zastępów nurkowych. Ponadto przedstawiono wyniki wywiadu dotyczącego pożądanych cech i zachowań ratowników górniczych.

The article discusses the issues of organization and functioning of specialist rescue emergency team on the example of water hazard fighting emergency team in the hard coal mine. An analysis of the requirements for candidates for members of professional rescue teams for performance of underwater operations was presented. Particular attention is focused on the criteria for selection and predispositions, that should demonstrated by candidates for members of the team of rescuers-divers. In addition, the results of the interview on the desired traits and behaviors of mine rescuers were presented.

Kwestionariusz zostanie wykorzystany w badaniach empirycznych, które będą przeprowadzone wśród MŚP branży budowlanej województwa śląskiego. Uzasadniono wybór obszaru badawczego. Wskazano na pojawiającą się lukę empiryczną oraz metodologiczną, która została zidentyfikowana dzięki dotychczasowej analizie literatury krajowej oraz zagranicznej. Przedstawiono kierunki dalszych badań.

The paper presents a proposal of a research tool: a survey questionnaire to study the relationship between cooperation and performance of small and medium enterprises in construction sector. The questionnaire will be used in the empirical research of SME construction companies in Silesian Voivodeship. Additionally, the article justifies choice of research area and indicates the empirical and methodological gap. Article is a point for further research in this area.

W artykule przedstawiono wybrane zagadnienia związane z zarządzaniem procesami logistycznymi w przedsiębiorstwie działającym w branży metalowej. W tym celu dokonano ich analizy i oceny. Następnie zaprezentowano wyniki badania ankietowego przeprowadzonego wśród wybranych losowo klientów przedsiębiorstwa. Miało ono za zadanie ocenić poziom satysfakcji z dotychczasowej współpracy i spełnienie wymagań klientów. Odbiorca i stopień jego zadowolenia jest bowiem jednym z wyznaczników efektywności zachodzących w przedsiębiorstwie procesów logistycznych. Przeprowadzone analizy pozwoliły na wysunięcie odpowiednich wniosków i wskazanie kierunków doskonalenia, które mogą wpłynąć na wzrost stopnia spełnienia wymagań klienta i poprawę procesów logistycznych.

In this article was presented selected issues related with management of logistic processes in the company functioning in metal branch. For this purpose, was made their analysis and evaluation. Then presented results of the survey conducted among selected random customers of company. This survey was conducted to assess the level of satisfaction with the existing cooperation and fulfillment of customer requirements. In fact, the recipient and the degree of his satisfaction is one of the determinants of the effectiveness existing in the company processes of logistics. The conducted analyzes have allowed to eject the relevant conclusions and indication of the directions improvement, which may affect the growth of the fulfillment of customer requirements and improvement of logistics processes.

Jednym z głównych warunków osiągnięcia sukcesu przez przedsiębiorstwo jest sprawne funkcjonowanie logistyki wykorzystującej nowoczesne technologie. Podstawowym przejawem ich zastosowania są informatyczne systemy zarządzania, które pozwalają na optymalizację procesów logistycznych i informacyjnych zachodzących w bieżącej działalności przedsiębiorstwa. Dodatkowym celem artykułu jest uświadomienie sobie konieczności zastosowania informatycznych systemów zarządzania w codziennym funkcjonowaniu oraz efektywnej działalności gospodarczej. W artykule omówiono zintegrowane systemy zarządzania oraz typy i klasy systemów wykorzystywanych w sektorze TSL. Dokonano także oceny funkcjonowania oraz korzyści płynących z ich zastosowania.

The growing competition in the market, constantly changing conditions and customer requirements and expanding the scope of services cause that companies are facing increasing challenges to fulfill their tasks and achieve goals. An increasing number of logistical problems connected with the movement of material goods and information, makes the proper functioning of Transport-Forwarding-Logistics sector’s enterprises become impossible by using traditional management methods. One of the main conditions for the success of the company is the smooth functioning of the logistics using modern technologies. The basic manifestation of their application are information management systems that allow you to optimize logistics processes and information occurring in the current business. The purpose of this paper is to present the possibilities of using information technology in the form of management information systems in business operations in the Transport-Forwarding-Logistics sector. An additional objective of this paper is to realize the need for the use of management information systems in everyday functioning and effective business. In this paper it will be presented integrated management systems, the types and the classes of systems used in the Transport-Forwarding-Logistics sector. It also will be done the appraisal of the functioning and benefits of their use.

Nie jest to łatwe przedsięwzięcie, jako że gama zagrożeń, która może zakłócić działania logistyczne jest szeroka i wieloaspektowa. Tylko pełna identyfikacja zagrożeń oraz skuteczne im przeciwdziałanie poprzez sprawne zarządzanie zapewni ciągłość działania łańcucha dostaw. Problemy te zostały przedstawione w niniejszym artykule, który został podzielony na trzy rozdziały, poprzedzone wstępem oraz podsumowane zakończeniem.

Ensuring the safety of logistic processes realization in the supply chain has become a requirement and necessity for all its participants. This is not an easy undertaking, since the range of threats that could disrupt logistic activities is broad and multifaceted. Only full identification of hazards and efficient counteractions through effective management will ensure the supply chain continuity. These problems are discussed in this article, divided into three chapters, preceded by an introduction and summarized in the end.

Paper presents the structure and principle of operation of a stand for measurements of influence of the lubrication method and process on functioning of journal slide bearings in their various technical states. Measurements performed on the stand make it possible to take advantage of the new method of evaluating the influence of physical and chemical properties of lubricating oil on the coefficient of friction in the mixed friction conditions. On the basis of the presented investigation results pertaining to journal slide bearings loaded with a constant-direction force during fast increasing and decreasing of loads within an assumed time interval, the Author has come to a conclusion that relation between physical and chemical properties of lubricating substance and properties of bearing metal can be determined by means of the operation indicator.

The methods of synthesis of text models with information streams are researched. In the process of functioning of system of text models, which model systems of social objects the following are implemented: analysis of models of monitoring of information means, used by social objects, control of adequacy of models to objects and objects management. The synthesis of text models with information streams is implemented basing on use of semantic parameters. In process of text forms synthesis of models description and information streams appears necessity to output new text fragments, reflecting synthesis result. Such output processes are procedures based on use of logical schemas and grammar rules.
